The purpose of this amendment is to:

A. Answer Contractor Questions:

Question 1: Is the contractor expected to un-attach existing thimbles, cables and shackles from the existing dock in order to remove the existing dock or is this the governments responsibility?

Answer 1: Yes, contractor will detach existing shackles, thimbles, and cables and then provide to Government.

Question 2: What Constitutes a full installation if the Government will make the final attachment using the provided Government shackles, thimbles and cables? Does putting the dock in correct location for Government to take over final attachment constitute a full installation?

Answer 2: Yes, putting the dock in correct location (as per CO/COR direction) for Government to take over final attachment constitute a full installation.

Question 3: Amendment 2, answer 2 states: Is the contractor required to remove and dispose of the existing dock systems? Or is this the responsibility of the NPS? Answer 2:

Per the specification, the contractor is responsible to remove and dispose of the existing docks.

Does this include the existing anchoring system? Ie. anchor block, cables/chain, thimbles? Or will these be reused on new dock system? If Contractor is expected to remove/dispose of the existing anchoring system, How many anchors? What size of anchors? (needed in order to know what equipment to bring), size of cable? Amount of cable?

Answer 3: For clarification, as per the specifications, the contractor will recycle four (4) existing courtesy docks. Recycling the existing courtesy docks does NOT include the existing anchoring system (i.e. anchor blocks, shackles, thimbles, cables, etc.) because they will be reused by the Government on the new courtesy dock.

Question 4: Are new anchors to be supplied by contractor? If so, what size anchors?, Type of anchors? How deep is the water the anchors will be in?, How far away from dock and location do the anchors need to be?

Answer 4: New anchors will not be supplied by the contractor.

Question 5: To what extent do any Buy America related requirements apply to this Solicitation

Answer 5: The Buy American Act is applicable to this solicitation.

Question 6: Is there any possibility of receiving a 4-week extension on the Bid Date deadline?

Answer6: The previous amendment extended the quote due date to September 4th. No further extension is given.

B. The quote due date remains the same, September 4, 2024, at 1100 PDT.

C. All other terms and conditions remain the same.
