About this file

This document is an amendment to Solicitation 140P8124Q0016 for the JOTR 2024 PATROL VEHICLE UPFIT contract opportunity issued by the Department of the Interior National Park Service Pacific West Region.

The amendment provides responses to contractor questions regarding the vehicle upfit scope and timelines. Key details include:

  • Vehicles must be accepted and work begun immediately after award, with each vehicle required to be completed within 30 days. At least one vehicle should be completed by the end of May, with the remaining vehicles in June and July. All work must be finished within 120 days of award.
  • Government-furnished equipment (GFE) includes some used items that have not been tested, so the contractor can request new equipment if there are concerns about the condition of the old items. The new GFE items have been confirmed compatible with the vehicles.
  • The contractor can choose to upfit the two F-150 vehicles simultaneously.

The solicitation quotes are due by April 3, 2024 at 2:00 PM PDT. All other terms and conditions remain unchanged.

140P8124Q0016 Amendment 0001

The purpose of this amendment is to answer contractor questions.

1) Questions and Answers:

a) Question: The solicitation references potential time frames regarding GSA vehicle returns. What are the actual date ranges that the 3 vehicles need to be started and completed by?

Answer: Upon awarding, ideally vehicles are accepted and work begins immediately, after coordination of drop off of the vehicles/equipment. Upon receipt of the vehicles, the contractor needs to complete each vehicle within 30 days. If each vehicle is done individually each vehicle has its own 30 days. If multiple vehicles are taken at the same time a different timeline can be discussed. We are in need of a completed vehicle in a shorter time frame and are hoping for atleast 1 built out by end of May (depending on awarding timeframe) with a follow up in June and July. All vehicles need to be done before September. The entire contract must be completed within 120 of being awarded.

b) Question: The solicitation references GFE that is to be used from previous service.

Is the contractor required to remove any of this equipment from older vehicles?

Answer: No. All equipment has already been removed from previous vehicles or is new in box.

c) Question: What items of the GFE are new versus old (previous service)?

Answer: Of items listed as GFE: the lightbar, radars, radio, siren control, gun rack, and a few select lights are old from previous builds. Everything else is new in box.

d) Question: Of GFE old items, have these items all been checked for correct operation and contain all accessory wiring and parts related to the specific item?

Answer: Since being removed from previous vehicles they have not been checked. If questions of age or quality of old GFE exists new equipment can be purchased (excluding radio) by contractor after conversation with POC/COR.

e) Question: Of the GFE, has it all been confirmed to be compatible with the vehicles it is to be installed in?

Answer: Of the new GFE, all items were specifically bought for the specific vehicles make/model where applicable.

f) Question: Can the 2 F150'S be up fitted simultaneously?

Answer: If the contractor decides they want to do the f150s simultaneously, that is acceptable. More time can be allocated after contract is awarded and discussion with POC for outfitting.
