Statement of Work Upfitting Vehicles for Use as Emergency Response/Law
Enforcement Operations and Patrol Joshua Tree National Park (NP), CA
Background Joshua Tree NP consists of approximately 800,000 acres. Most of these areas are visited by the general public, who occasionally need emergency assistance in one form or another. Joshua Tree NP employs U.S. Park Rangers who maintain the authority and responsibility to enforce Federal law and to respond in an emergency to provide a variety of services including law enforcement, structural and wildland fire, emergency medical services, and search and rescue. As such, these employees utilize marked law enforcement and emergency services vehicles that are outfitted with a variety of emergency lights and sirens.
The vehicles are typically provided by contract through the General Services Administration (GSA) as fleet vehicles. These vehicles come with basic function packages only and need to have emergency lighting, sirens, radios, various equipment and prisoner transport cages, and standard agency markings installed in them.
This requirement is to outfit one (1) 2023 Chevy Tahoe SSVs and two (2) 2023 Ford F-150s. These vehicles are currently outfitted only with what the manufacturer (Ford and Chevy) installs on the vehicle, which includes, but is not limited to 2 spotlights mounted into the A post of the door frame (1 on either side of the vehicle), and a prewired harness for some of the emergency equipment.
Once installation is started on each vehicle, work done shall be completed in 30 business days per vehicle. Additional time may be granted on a per vehicle basis with discussion with agency point of contact. This timeline is necessary due to availability of available marked, operational vehicles within Joshua Tree NP, as well as a need to return vehicles to GSA in an expedited time frame.
Vendor shall have a minimum of 10 years’ experience outfitting Law Enforcement and Emergency Services vehicles and will be required to provide references to be contacted by the NPS for verification.
Equipment installation needs to be accomplished at a shop or facility within 300 miles of the Joshua Tree NP headquarters, in Twentynine Palms, CA or on location at Joshua Tree Headquarters. If travel to the facility is further then 30 minutes of driving in normal commute from Joshua Tree NP Headquarters, vendor will either perform any maintenance or repairs to vehicles (for work provided by the vendor), at Joshua Tree NP Headquarters, or transport the vehicles back to the vendors facility for maintenance or repairs on a vehicle hauler or similar means. If contractor’s installation facility is outside of a 100-mile radius of 74485 National Park Drive, 29 Palms, CA, the contractor shall provide DOT licensed and insured transport of all vehicles to and from installation facility.
