QUESTIONS:

Question # Question Answer/Response

1. The solicitation states 20 pallets with 10 bundles per pallet and 4 bundles per square. Our supplier advises that standard 18" Blue Label #1 Western Red Cedar shingles are typically packaged 50 bundles per pallet (12.5 squares per pallet). Could you please confirm whether the Government intends to purchase:

• 20 full manufacturer pallets (approximately 250 squares), or

• 50 squares total (200 bundles)?

We require 20 pallets total with 50 bundles per pallet. We have adjusted the Specifications to 50 bundles per pallet (12.5 squares per pallet), for a total of 250 squares.

Specifications have been adjusted to reflect changes.

2. The solicitation requires 18" Perfection shingles with a nominal 1/2" butt thickness. Our supplier advises that standard 18" Blue Label #1 shingles have a nominal butt thickness of approximately 0.45", while a 1/2" butt thickness is typically associated with 24" Royal shingles.

Could you please confirm whether the Government will accept the standard 18" Blue Label #1 shingles, or if the intent is to procure 24" Royal shingles?

We are looking to acquire Standard 18” Blue Label #1 Shingles.

3. The supplier advised that each bundle covers approximately 25 square feet, and questioned the requirement for 20 pallets with 10 bundles per pallet, as this would result in only about 250 square feet of coverage per pallet. They believe there may be an error or misunderstanding in the original RFQ.

The supplier originally quoted the order to be shipped on 6 pallet-jackable skids for efficient unloading at the delivery location. Shipping the material on 20 separate pallets (plus an additional pallet for the ridge cap, if applicable) would require a different packaging arrangement.

Could you please confirm whether the requirement is indeed 20 individual pallets with 10 bundles per pallet, or if the RFQ intended to specify a different quantity or packaging configuration?

The park is able to accommodate semi-trucks and has a fork lift.

4. Does the delivery location have the means to unload an enclosed van trailer? Or does this need to be delivered on a flatbed truck?

The park has a fork lift that can be used for unloading. For an enclosed delivery truck the vendor will need to provide a pallet jack.

5. Would your customer consider stacking 50 bundles per pallet versus 10 bundles per pallet? The fire treated shingles stacked at 50 bundles per pallet will weigh around 2,300 pounds per pallet. This due to the kiln drying process.

6. We have confirmed with Fire Smart Roofing (the only accredited fire treatment plant for wood roofing) that a standalone Class A fire treatment for wood shingles does not exist. Instead, the industry-standard method to achieve a Class A roof covering is through a specialized roofing assembly (e.g., utilizing Class B shingles combined with a fire-retardant cap sheet underlayment, applied over approved sheathing).

Because no supplier can offer a standalone Class A treated shingle, all prospective contractors will be quoting this project using Class B fire-treated shingles that achieve a Class A system when installed properly.

Could you confirm if the National Park Service will accept Class B fire rated shingles?

Class B fire treated shingles are acceptable if the completed roofing assembly achieves a Class A fire rating when installed in accordance with the manufacturer's published installation instructions.

7. Per grading rules, #1-18” perfection shingles have a butt thickness of .45”. 5 butts equal 2 ¼"

Will the National Park Service accept shingle butt thickness of .45"/ 5 butts equal 2 1/4"?

Standard 18” Blue Label #1 Shingles with .45” butt are acceptable.

8. The solicitation specifies 18-inch Western Red Cedar Blue Label #1 Perfection shingles. One manufacturer has indicated that the specified product is currently subject to limited availability within the required delivery timeframe. The manufacturer stated that 18-inch Western Red Cedar shingles with a 7-inch exposure are available for delivery within the required timeframe. Would the Government consider this product to be an acceptable alternative if the specified shingles are not available by the specified delivery date in the solicitation?

If this is not acceptable, does the Government anticipate extending the required delivery schedule if the specified product cannot be obtained within the solicitation's delivery timeframe?

PoP can be extended to 120 days after Award effective date.

9. The solicitation requires a Class A fire rating. One manufacturer has indicated they can supply fire-retardant-treated shingles that are Class B, but has provided documentation showing the completed roofing assembly achieves a Class A fire rating when installed in accordance with the manufacturer's published installation instructions. Would a roofing system that achieves a Class A fire rating through the manufacturer's installation instructions satisfy the solicitation requirement, or is a manufacturer-labeled Class A fire-retardant-treated shingle required?

Class B fire treated shingles are acceptable if the completed roofing assembly achieves a Class A fire rating when installed in accordance with the manufacturer's published installation instructions.
