Railroad Tie Replacement Project – CUVA

1. Please confirm that you want 7” IG ties and not 7” Grade
5 ties for this project.
All work must meet the AREMA Standards. See SOW section 01 10 00 1.2 D From my knowledge 7” IG ties do not meet AREMA Standards.
2. Do you want 2 new tie plates and 4 new rail anchors furnished and installed with every new tie?
Not if it is not needed. If new tie plates are needed, we do have a few in our inventory that can be used. If they are missing rail anchors then they would need to be replaced with the new tie.
3. We have bid directly to you in the past. Has there been any change in criteria that would not allow us to bid directly to you now? WE are getting calls from Hub- Zone / federal government contractors asking us to give them a price for this work and I see no reason to do so.
There is no change – this project is set aside from total small businesses. If you are registered with the System for Award Management (SAM) as a small business, you are able to submit a quote for this project.
4. The solicitation refers to the potential for more than 1,200 ties to be ordered. ON the solicitation pricing spreadsheet, I just see the 1,200 ties only. Is there any other place where we are to give you an additional price for more ties or is the expectation that you would just award more ties at the same price as the first 1,200?
Yes, any additional ties would be added at the time of initial award for the same price as noted on the bid schedule. An updated bid schedule has been uploaded to allow for pricing to added.
5. In one place close to the northern limit of the project, the access road right next to the track is encroaching on the ties and that road is higher than the track. The hillside on the other side is also encroaching on the ditchline. As it stands now, in that area we cannot slide any ties in and out in the conventional way. Are we permitted to regrade that access road to lower it so we can slide ties in and out? The only other way would be to remove and reinstall one rail or the other. Please advise.
1.The road is on NPS property. The contractor can dig out a spot in the gravel roadway to remove and insert a new tie. Contractor will have to backfill the roadway and smooth road back out.
2. If contractor wants to remove rail. The rail will have to be reinstalled to CVSR CWR plan. If rail must be replaced it will be on the contractor to supply the new rail.
Contractor will have to let NPS know which way they choose to replace the ties.
6. Below are 2 maps that address boundaries.
The first map (#1) is the broader view that shows the railroad within the federal boundary - green outline. The shaded area shows that NPS ownership goes just past Brecksville Road.
The second map is a closer view of the shaded area just past Brecksville road depicting NPS ownership.
