P17 - OZAR Fire suppression system inspections Attachment 1 – Scope of Work

1. GENERAL

A. Summary

Revised Statement of Work (7/24/2025) “Inspection of Ozark Fire Suppression systems”

1. The Contractor shall provide all supplies, equipment, materials, tools, skilled labor and supervision to perform inspections tests on fire suppression systems.

2. The project work is located within Ozark National Scenic Riverways at the following Locations: Alley Spring Old Mill #501, Alley Spring Housing units #623, Big Spring Cultural Resources Building #1403, Big Spring housing unit #473 and three Round Spring Housing units #236, #237, and #238.

3. The Government will provide a dedicated escort to ensure unfettered access for

Contractor personnel to execute work under this contract.

B. Inspect current suppression systems

1. The contractor will inspect the suppression systems that are currently installed at the above locations.

C. Fire Alarm Testing

1. Contractor shall test and inspect the performance of all main fire alarm panels and components, power and battery supplies, indicating appliances, annunciators, alarm initiating devices, and alarm notification appliances in accordance with current NFPA 72 standards for testing. Partial or a percentage of devices shall not be tested, but all devices listed in Attachment #1 shall be tested.

2. It is the responsibility of the Contractor to contact all alarm monitoring facilities (contact information to be provided at time of award) that receive alarms and supervisory or trouble signals before proceeding with alarm inspection and testing. The Contractor shall ensure that the fire alarm is operable upon completion of testing.

3. A written inspection and test report will be required for each system tested within 14 days of completion of all system inspections and tests. The Contractor must furnish a written or e-mail an electronic report of the results of each system inspected and tested.

The following shall apply:

a. The Contractor shall use the suggested Inspection and Testing Form found in NFPA

72 or an approved equal.

b. Include any problems noted with each system such as inoperable or unsupervised equipment or devices.

4. Notification: It will be required that occupied structures and facilities that receive alarm, supervisory or trouble signals (e.g. building manager, central station, Arrowhead Dispatch, Fire Department) be given a one-day notification before testing begins. At the conclusion of testing, the Contractor shall notify those previously notified that the testing has been concluded.

5. Damage to Fire Alarm System. Any damage to the fire alarm or associated equipment (e.g. fans, elevators, generators, pumps) caused by normal testing shall be repaired by the Contractor at no additional cost to the Government. At its discretion, the Government may have representatives present to witness any or all such tests. All costs associated with this damage shall be borne by the Contractor.

6. Safety Hazards. The Contractor shall immediately notify the Project Inspector (PI) of any recognized safety hazard that might severely affect building occupants

7. The following locations have a fire alarm system to be tested.

a. Alley Old Mill, 18179 Alley Spring Maintenance Access Road, Eminence, Mo 65466

b. Big Spring Cultural Resource Building 1403, 1403 NPS 986 Van Buren, MO 63965

c. Big Spring Housing Building #473, 473 NPS 780 Van Buren, MO 63965

D. Backflow devices

1. Provide all labor, supplies, equipment, materials, tools, skilled labor and supervision to test backflow preventer valve assemblies. The Contractor is to provide inspection and verification of backflow device.

a. Provide a new test tag and attach it to each of the backflow devices.

2. A written inspection and test report will be required for each system tested within 14 days of completion of all system inspections and tests. The Contractor must furnish a written or e-mail an electronic report of the results of each system inspected and tested.

The following shall apply:

a. Supply a copy of all reports to the Ozark National Scenic Riverways as required by local and state code for the protection of the water supply

E. Fire Sprinkler Systems

1. The contractor is to provide the following inspections and verification of the proper operation of the park automatic fire suppression systems (Attachment 2 - Inventory of Sprinklers/Backflow Devices Connections) and associated fire and trouble alarm devices in accordance with NFPA 25 and 72. In particular contractor shall inspect and verify:

a. Complete system main drain tests.

b. Annual trip test of dry pipe fire sprinkler system

c. General condition of the systems and their components.

d. The operating position of all control valves.

e. The operation of all sprinkler fire and trouble alarm devices.

f. Verify that the fire and trouble alarm devices are reporting to the alarm monitoring service located at NPS Arrowhead Dispatch Center, St. Louis MO.

g. Supply a copy of all reports to the Ozark National Scenic Riverways.

2. Schedule with the PI all non-emergency shutdowns of the water-based fire suppression system. Back up protection shall be provided by the Contractor any time that the water-based fire suppression system is out of service for more than 8 hours. In addition, regardless of the duration of the shutdown, the affected portion of the system shall be tested to ensure that the protection has been restored.

3. The project work is located at the following addresses:

f. Big Spring Housing unit #473, 473 NPS 780 Van Buren, MO 63965

g. Round Spring Housing Units #236,237,238, 1320 Round Spring Cave Road, Eminence, Mo

4. Damage to Water-based Fire suppression System. Any damage to water-based fire suppression system equipment caused by normal testing shall be repaired by the Contractor at no additional cost to the Government. At its discretion, the Government may have representatives present to witness any or all such tests. All costs associated with this damage shall be borne by the Contractor.

5. Safety Hazards. The Contractor shall immediately notify the cognizant Ordering Official and Authority Having Jurisdiction and Building Manager of any recognized safety hazard that might severely affect building occupants.

6. Systems are accessible and located in either mechanical rooms or basements. One dry system is located under a staircase in the basement (see photo below). Estimated dimensions for access to the dry system are 4’ W x 5’ L x 6’ H.

F. Portable Fire Extinguishers (PFE): Inspections, Maintenance, and Testing

Services include the annual inspection of all park PFEs. There is a total of 86 PFEs ranging from 20-pounds to 2.5-pounds Necessary maintenance and repairs will be completed during the annual inspection.

The Contractor shall perform tasks to ensure that portable fire extinguishers comply with all applicable standards, regulations, and codes required by NFPA, Federal, State, OSHA, and local authorities

All fire extinguishers will be consolidated for the contractor prior to inspection, testing and maintenance.

(1) Class ABC Hydro- 20-pound PFE

(35) Class ABC 4A - 10-pound PFEs

(24) Class ABC 2A - 5-pound PFEs

(25) Class ABC 2A – 2.5-pound PFEs

(1) Class K Hydro

G. Conditions

Prior to quotation submission, the Contractor should carefully examine the site and should familiarize himself/herself with the conditions under which the work shall be accomplished.

A walk through shall be arranged with the Project Inspector (PI).

2. JOB CONDITIONS

A. Structures

The work of this project will be in a historic building. The interiors are utilized for adaptive use as public use space.

B. Public Use Areas

The site is open to the public, and extreme care shall be used when entering, leaving and operating on park grounds.

C. Site Features

The Contractor shall use extreme care to protect site features from damage. Any damage resulting from the Contractor’s operation shall be repaired and/or replaced with like-in-kind material at the approval of the PI, at no additional cost to the Government.

D. Hours of Work

Work shall be conducted between the hours of 7 a.m. and 3:30 p.m., Monday through Friday. No work shall be performed after 3:30 p.m. or before 7 a.m., nor on Saturdays, Sundays, or federal holidays, unless requested and approved in advance by the PI. E. Security

The Contractor shall be solely responsible for the security of the job site, and for all project work and materials until receipt of written notification of final acceptance of the contracted work by the PI.

3. QAULIFICATIONS

Contractor: The contractor and proposed sub-contractors must verify that they are licensed in the state of Missouri and must be able to demonstrate they have a minimum of 5-years’ experience completing NFPA compliant inspection testing and maintenance of fire protection systems per the specific requirements of this statement of work.

Technicians: Lead technicians performing fire protection system inspection, testing and maintenance must meet one of the following:

NICET II or greater certification for the type of system being worked on.

Certified by the manufacturer for the make and model of system being worked on.

4. EXECUTION

A. Examination of Site

Contractor shall visit and carefully examine the site and shall familiarize himself/herself with the conditions under which the work must be carried out.

B. Standards

All damage to the site features occurring as a result of the Contractor’s operation shall be repaired or the damaged items or features replaced in kind to their original condition and/or configuration at no additional expense to the Government and the repair shall be approved by the PI.

C. Cleaning

All tools, equipment, surplus materials and rubbish shall be removed from the site upon completion of the contract.

5. CONTRACT CLOSE-OUT

A. Completeness

Should the PI determine that the work is substantially complete, he will prepare a punch list of deficiencies that need to be corrected before final acceptance and issue a Notice of Substantial Completion with the deficiencies noted.

B. Incompleteness

Should the PI determine that the work is not substantially complete, he will immediately notify the Contractor, in writing, stating such reasons. After the Contractor completes the indicated work, he/she shall resubmit certification and request for final inspection.

C. Acceptance of the Work

After all deficiencies have been corrected, a letter of Final Acceptance will be issued to the Contractor by the Contracting Officer. If only designated portions of the project have been inspected and accepted, a Letter of Partial Acceptance will be issued for that portion of the work. Acceptance may be given prior to correction of deficiencies which do not preclude operation and use of the facility; however, final payment will be withheld until all deficiencies are corrected. Until receipt of Letter of Final Acceptance, the Contractor shall be held responsible for all the work of this contract.
