About this file

This document is a Questions and Answers (Q&A) addendum for Solicitation #140P6425Q0018, a Fire Extinguisher Inspection Service contract for Mount Rushmore National Monument. The solicitation is a 100% small business set-aside with NAICS code 561790 and a small business size standard of $9.0M. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type, seeking a vendor to perform comprehensive fire extinguisher inspection services.

Key details from the Q&A include clarifications on service scheduling (no fixed windows, but urgent due to past-due inspections), inventory expectations (minimal changes anticipated), submission requirements (prefer PDF with checklist from page 9 as cover), and evaluation criteria. The government will award the contract based on best value considering price, technical capability, and prior experience. The contract does not include kitchen (Class K) extinguishers or fire suppression systems, and contractors must comply with Service Contract Labor Standards and prevailing wage requirements. Questions will be accepted until 12:00 PM ET on March 25, 2025.

Solicitation #: 140P6425Q0018

Amendment #: P00001

Fire Extinguisher Inspection Service - MORU

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. Amendment & Clarification Process

Can you confirm how amendments to the solicitation (if any) will be communicated, and is there a preferred method to acknowledge these changes?

At this time there is only one amendment projected to post Q&As received from all prospective vendors. The preferred method to acknowledge will be on an SF-30. Instructions to acknowledge will be posted with any amendments.

2. Task Order Specifics For the task orders under the IDIQ, is there any flexibility regarding scheduling inspections, or are there fixed windows we should plan around?

There are no "fixed windows" per se. However, the entire extinguisher stock is currently not code compliant, in large part, because of past due annual inspections/certifications.

Thus, a near immediate response for service would be in the best interest of the park. The COR there every day and can accommodate nearly any vendor service schedule with some advance notice

3. Inventory and Service Scope Could you provide more detail on how the fire extinguisher inventory might change over the contract term and how that may impact service scheduling?

We would expect very little, if any, change to the current inventory. A possible rare exception could be if a future safety inspection from an outside entity determined an additional device was required in a space or spaces not currently equipped.

4. Technical & Quality Expectations Are there any specific quality benchmarks or performance metrics beyond the standard NFPA and OSHA requirements that we should be aware of?

The standard NFPA and OSHA requirements applicable to FE's are the quality benchmarks

5. Submission Details For the quote submittal package, are there any format or content nuances (e.g., additional attachments or formatting preferences) that the contracting officer prefers?

Nothing required. However, appreciated if you submit one document with all required documents in PDF format. Use the checklist from page 9 of the solicitation document as the cover page.

6. DOL Wage Determination & Compliance Could you clarify any key compliance issues related to the DOL Wage Determination that we need to address in our pricing or staffing proposals?

There are no key compliance issues that need to be addressed in your quote. Just know that Service Contract Labor Standards apply and employees are service employees are required to be paid no less than the wage rates and fringe benefits found in the prevailing wage statement bases on the class of employee. It is the responsibility of the contractor to classify employees.

7. Evaluation Criteria Weighting Can you share any additional insights into how the evaluation factors (price, technical capability, and prior experience) are weighted or prioritized?

As the solicitation states…..

Award will be made in accordance with FAR Part 13 to the offeror that provides the best value to the government based on price, technical, and prior experience. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

8. There were no class K(kitchen) extinguishers or fire suppression systems listed. Are they not included?

Class K(kitchen) extinguishers or fire suppression systems are not included and a part of this requirement.

9. On your price schedule, some extinguishers have a price for hydrotesting and some say recharge with hydrotesting. Do you want the cost separated on all units?

Assume if quoting a hydrostatic test a recharge is also required. Quote all hydrotesting to also include the cost of a recharge. A revised price schedule will be posted to avoid the confusion.

10. Will signs and mounting be charged separately?

Sign and mounting are not a part of this reequipment. Any signs and mounting will be handled by Monument Staff separately.

11. For your clean agents(halon, halotron and

FE36). Are you wanting to stay with certain types or just the best price? (New unit pricing for Ansul Clean Guard FE36 comes in sizes 5,9 and 13 pound).

Not requiring a specific brand. Quote a like product of the same size. Current clean agent fire extinguishers are Ansul Cleanguard 5lb. FE-36, Model FE05.
