About this file

This document is a Questions and Answers (Q&A) amendment for the Beach Access Upgrades solicitation at Apostle Islands National Lakeshore. The Q&A addresses five key clarification points from potential bidders, including specifications for porous pavers, electronic bid submission procedures, project bidding requirements, concrete footing details for kayak railings, and seed mix ratio percentages. Notable responses include confirming electronic bid submissions are acceptable, clarifying that bids must cover the entire project, specifying that 20 kayak slide rail concrete footings are part of the base bid and will be surface-mounted per a forthcoming addendum, and explaining that seed mixes should use equal percentages for listed plant types (e.g., 25% each in a four-plant mix).

Beach Access Upgrades – APIS

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response 1.

Is there a specification for the gravel porous pavers, since I wasn’t able to ascertain that information from the spec?

As a matter of clarification, there are no specific gravel porous pavers included in the project. The ABAAS path, as indicated in keynote P2 on construction drawing sheet C2.1, identifies the base bid as being a Porous Flexible Paving System with Aggregate Infill. All specifications and pertinent design information for this item are identified within detail 2 on construction drawing plan sheet C3.1.

2.

On page #57 of the solicitation document it states:

“Electronic submissions will not be accepted”

But other areas of the solicitation state that they are to be submitted electronically – please advise?

Please strike this line from that page

– all Bids are to be submitted electronically. This note/line should not be contained in this section.

Please submit all bids electronically to the email address contained in the solicitation by the date and time as outlined in this IFB.

3.

We do not do all parts of the project. So with that, we are not able to submit to this project?

The IFB (invitation for bid) posted to SAM.gov is for the entirety of the project. The only bids submitted for this IFB are for the totality of the project. Any quote you are looking to provide to a potential bidder is between you and the bidder who reached out to you. They in turn will most likely include that cost into their total bid submitted for the project.

4.

The hardest part of the concrete portion of this is the 20 box footings under the kayak railings. I assume this will have to be part of the base bid and I assume you would want us to pour those correct? If we have to dig them in and pour them, the plan is showing the railings wet set into the footings. I guess I am wondering if surface mounting those is a possibility since wet setting them would get interesting(bracing 4 railings to height, straight, pouring around them, etc). Surface mounting allows easier future replacement as needed. Or, a sleeve type mounting system might simplify things. Just wondering. Also wondering if these could be sonotubes, but thinking they might be designed square to hold back the stone in the cobble flume.

Thinking of preforming plywood boxes.

The 20-kayak slide rail pc concrete footings are a part of the base bid.

An addendum will be issued with construction drawing revisions to plan sheets C3.2 and C3.3. The railings will be surface mounted to the footings per the revised details.

The geometry of the footings is to be maintained as shown, sonotubes are not allowed.

5.

Is there information on the seed ratio percentages, I cannot find this information anywhere. (i.e. 10% x seed, 15% y seed.).

Within the Plant Schedule on construction drawing sheet L0.1, all identified “Seed Mix” items have a quantity designation of “EQ”. The design intent is for these to be custom mixes with equal ratio percentages for each plant type listed. As an example, the “Low Grow Native Grass / Perennial Mix:

Open Lawn Areas” has 4 plant types listed (PP, SG, LB, CA), thus each one would be 25%.
