Amendment #1

Fire & Security Alarm Systems Replacement

Hopewell Culture National Historical Park

1. When attending the site visit it appeared that the existing fire and security systems were all wired. Specification 28 46 00 makes numerous mentions about the requirement for a wireless capable system and wireless devices. Is there a requirement for the newly installed system to be fully wired, fully wireless, a combination of wired and wireless, or is the contractor permitted to provide the system of their choice?

Existing conduit, surface mount junction boxes, surface mount device boxes, surface raceways, and wiring will remain and be reused to the fullest extent possible after wiring has been fully tested. Relocate and/or install new devices as indicated on Contract Documents and provide additional raceway and wire for relocated devices as required.

Provide wireless intrusion alarm devices as described in the Contract Documents.

Systems are required to be wireless capable for NPS future needs.

2. Sheet G2, Fire and Intrusion System General Note 6 calls for a Digital communicator (DAC/Phone line), Cellular, or Wireless Transmitter (radio) as required by the NPS.

Note 7 calls for an integral IP dialer. Please clarify the means of alarm communication. Is the contractor required to provide an IP dialer and a secondary means of communication?

Refer to note 7. "FIRE AND INTRUSION ALARM CONTROL UNITS SHALL TRANSMIT

SIGNALS TO THE CUYAHOGA VALLEY NATIONAL PARK SERVICE MONITORING CENTER

VIA TC/IP COMMUNICATIONS. EACH FIACU SHALL BE EQUIPPED WITH AN INTEGRAL IP

DIALER. INSTALL CAT6A DATA COMMUNICATION CABLE BETWEEN THE FIACU AND THE

NPS DATA CABINETS. COORDINATE INSTALLATION, PROGRAMMING, AND TESTING WITH

NPS."

3. It is more common for commercial Fire and Security systems to be separate systems rather than a combination fire and security systems which are what is currently installed. Does the government require separate fire and security systems, combo fire and security systems, or is either acceptable?

The project intends to utilize combination fire and intrusion systems. The intent is to utilize as much of the existing conduit/wiring as possible, where found to be functional based on testing, and to minimize impact to the historic fabric and existing penetrations.

4. Please confirm the requirement for the Fire Alarm system to be fully addressable with addressable initiation devices.

The Fire Alarm system is required to be fully addressable with addressable devices.

5. Please confirm the requirement for the Security system to be fully addressable with addressable initiation devices

The Security system is required to be fully addressable with addressable devices.

6. Is the new Access Control system intended to be stand alone or does it need to be connected to an outside system or server? Are there any security protocols or requirements the new Access Control system is required to meet? Can a specification for the Access Control system and components be provided?

Fire and intrusion alarm control units shall transmit signals to Cuyahoga Valley National Park monitoring center via TC/IP communications. Each FIACU shall be equipped with an integral IP dialer. See note 7, sheet G2. No additional security protocols or requirements will apply to the Access Control system beyond the specifications. The access control elements are included in Technical Specification Division 28 for Electronic Safety and Security.

7. Is the contractor required to create and submit floor plan shop drawings for each building? If yes, will the government provide CAD floor plans to the contractor for this purpose?

Yes, the contractor is required to create and submit shop drawings for each building. The government will provide CAD files for reference purposes.

8. Sheet FD7 keynote 1 calls for the removal of a rooftop antenna. Will roof patching be required once the antenna is removed? Can an image of this antenna be provided?

Patching is required and is to match all existing conditions. A photo will be provided.

9. Will the government make an interior space available to the contractor for an construction office and for material storage?

Specification Division 1, 3.4 Staging Areas: Most tool and small material storage can be in the buildings were the demolition and installation are taking place. No vehicles will be parked around buildings except for loading or unloading, then they will be moved to public parking areas. Vehicles need to be operated and temporarily parked on hard surfaces when available. Such surfaces are limited up close to the structures and can be identified on a map. Work and staging areas will create as minimal interference with the visitor experience as possible. Main storage or CONEX boxes need to be placed in the lot adjacent to the Maintenance Building. Coordinate any/all material storage areas with NPS.

All material stored on NPS property is the Contractor's responsibility and liability.

10. Will billing for material stored on site but not yet installed be permitted?

Billing for materials stored onsite but not yet installed may be allowed pending review and approval by NPS. However, liability will not be on the NPS for materials stored but not yet installed. The Contractor is also responsible for storing materials in conditions as required by the manufacturer.

11. It does not appear there is a requirement for networking the systems in each building together. Networking the systems together would require cabling be installed underground between the buildings. Can you please confirm that there is no requirement for networking the systems in each building together?

Each building system will be standalone. No underground trenching is permitted.

12. Can the CFM be provided for all HVAC equipment in the 4 buildings getting new Fire Alarm systems? HVAC shutdown is required when systems have a supply output of 2,000 CFM or more.

The only units that require duct detectors are located within the Visitor Center. The design documents show two duct smoke detectors for the two units within the Visitor Center.

13. Are both proprietary and nonpropriety systems acceptable?

Acceptable manufacturers are in Part 2 (2.1) of the Fire and Intrusion Alarm Specification.

Resideo by Honeywell, DMP, DSC, NAPCO, Inovonics, Linear. All products and equipment shall be available through general distribution. Products available through authorized dealers or dealer networks will not be considered. Manufacturer must have a service organization local to the project site and the service organization must be registered in SAM.gov.

14. Can the fire alarm and intrusion system be two separate systems (as all-in-one systems are more of a security risk because if one system goes down, they are more likely to both go down)?

No, the project requires a combination system.

15. Some buildings/spaces are not environmentally controlled. Devices are indicated to be rated for this environment (Sheet FA5 for example). In this situation, the Fire alarm control panels must be installed in a controlled environment since there are no known panels for the uncontrolled environment. What measures need to be taken to place the FACP in an environmentally controlled space?

All panels are proposed and intended to be located within conditioned spaces. No additional weather-proofing measures are anticipated for panels.

16. Spec section 28 46 00, 1.2.C.4 states: System shall be installed under the direct supervision a technician who is factory trained by manufacturer and is certified as a minimum of NICET Level III in Fire Alarm Systems. Is a NICET III required to be at the jobsite (direct supervision?) during all installation activities?

A NICET Level III is NOT required to be on-site at all times. Per NPS Structural Fire Reference Manual 58 and the Regional Fire Marshal, the Fire Alarm installer shall be a NICET Level II or higher.
