About this file

This is a Questions and Answers document for the Jewel Cave National Monument Windows and Doors Project (Solicitation #140P6326Q0032), issued by Contract Officer Joseph Kirk on August 17, 2026.

The document addresses five key clarifications regarding the windows and doors replacement project. Contractors are responsible for ensuring that ordered windows and doors fit correctly, as the government provided only rough estimates of sizes during the site visit. Regarding building access, the government will make best efforts to clear personal property from working areas, but contractors must be prepared to adjust accordingly depending on tenant occupancy at the time of installation. For government-owned items, the government will move items in front of windows and near doors to facilitate removal and installation. The contractor assumes responsibility for removing and installing locksets, while the government will remove IC cores and provide them to the contractor along with a core key for reinstallation. The government approved the contractor's proposed alternative window configurations—welding three windows as one unit in living rooms and two windows as one unit in bedrooms to eliminate faux wood trim gaps—with the stipulation that the contractor bears all responsibility and cost for any structural changes required to accommodate these modifications.

Jewel Cave NM Windows and Doors Project

Solicitation # 140P6326Q0032

Questions and Answers

# Question Response

1 There are discrepancies in the measurements. The RFP has listed dimensions, but while at the site visit, not all windows matched the corresponding dimensions. Please confirm that the window sizes listed are accurate.

The contractors were provided with rough estimates of window sizes and door sizes. It is the contractors responsibility to ensure that the windows and doors that are order fit correctly. The reason for the site visit and allowing the contractors in the building was so the contractor can accurately bid on the project. The government provided rough sizes only.

2 Please confirm the government will have all personal spaces cleared of tenant's personal items (bedrooms, common rooms, etc.).

Depending on the time of award and the time of installation, tenants may or may not be in the building. We will do our best to keep personal property away from the working area. The contractor will be expected to adjust accordingly

3 Please confirm the government will remove and reinstall government owned items.

When referring to government owned items. We will ensure that items in front of windows and near doors will be moved to accommodate the removal and installation of doors and windows

4 Locks/key - how will the chain of custody be handled?

The contractor will be responsible for the removal and installation of locksets. The government will remove the IC cores and provide them to the contractor along with a core key for reinstallation

5 We would like to propose providing the following window configuration at locations where there are existing side by side windows:

• Living room - three (3) windows welded together as one unit. This would eliminate the faux wood trim gap fill - picture attached.

• Bedroom - two (2) windows welded together as one unit. This would eliminate the faux wood trim gap fill - picture attached

These appear to be reasonable proposals. The government will not be responsible for any structural changes that may have to occur because of the proposed change.

Joseph Kirk Contract Officer
