# Questions Response
1 Is there a contractor supplied material lists and if not, is there a material spec for the pip to be removed
There is neither a material list nor material specification for existing pipe for contractors.
2 What is the typical depth of pipe to be removed
If the pipe is past 4ft, this would be considered a differing site condition.
3 What is the depth of pipe to be installed?
Pipe will generally be placed at the elevation of the removed pipe. Be careful to follow the construction drawings and specifications for variable depths.
4 What is the type of pipe material being removed?
PMIS description identifies copper, black iron and polyethylene types in the housing area.
5 Are there site-specific safety orientation requirements prior to work?
See specification 01 10 00 for specific safety requirements for this project.
6 Is a licensed plumber certification needed for all work and/or by all personnel, or just service hook-ups?
All work having to do with the construction of the propane distribution system with require a licensed plumber.
7 Accepted Erosion Control materials and amounts?
See construction drawings and the specifications for erosion control requirements that have been provided. If a material quantity takeoff is needed, the construction drawings are scaled—making it possible for you to perform the takeoff.
8 Is all disturbed soil to be reseeded or just around culvert clean out, if so, does it have to be all hydromulched or erosion blanketed?
The culvert cleanout will not be the only disturbed area during construction. See construction drawings and the specifications provided for detailed requirements.
9 Who is responsible for performing soil compaction tests and record completion, if contract what are the requirements?
The contractor is responsible.
Specific compaction requirements have been explicitly provided within the specifications provided.
10 Is drilling acceptable to reduce restoration?
Project shall be constructed as designed.
11 Will washing equipment or wash pads be needed or required every time we leave the Badlands?

12 Is all water supplied for the project? Page 13 of 140P6326B0003 states UTITLITIES CONSERVATION The contractor will be required to participate in government energy conservation programs for the purpose of this contact, utilities such as water, electricity, etc., will be furnished by the government at no cost to the contactor.

The on page c10 of drafts erosion control notes states THE
CONTRACTOR SHALL FURNISH WATER FOR DUST
CONTROL AND COMPACTION PURPUOSES
13 Will the contractor be asked or expected to participate under the contract or on a T&M basis in the following activities: a. Providing tanks?
b. maintaining propane inventory?
c. Temporary re-piping of the risers while the system is brought down?
d. Reestablishing service?
e. Performing relights?
Awarded contract will be a firm fixed price contract. Make sure to include all cost with in your bid amount. No funds will be added unless a differing site condition is determined.
14 B08 solicitation attach 2 drawing PDF under
General Propane Distribution construction notes at line item B states you need to be a licensed SD plumber to build your propane system. Please clarify.

Construction Note B. The responsible contractor for the construction of the propane distribution system shall be a licensed plumber in South Dakota.
15 Noticed there was mention of Prime coat being applied to the base course in both the specifications and the plans. MC-70 Prime is usually the material utilized and based on DOT specs needs a 72-hour period before asphalt paving/patching can actually happen.
Does the government really want Prime applied to the base course or can that requirement be done away with for this patching?
