Theodore Roosevelt Fencing Project Questions and Answers May 13, 2025

# Question Answer 1 Is there a specific bond form that is being required?

Bid bond form is SF24, Payment Bond is SF25A, and Performance Bond is 25

2 Is there a Warranty/Maintenance period?

Per Construction Warranty clause FAR 52.246-21 Warranty of Construction (Mar 1994) there is a 1-year warranty period after final acceptance of project.

Clause is found on Page 41 of the SF1449

3 Are there any Liquidated Damages/Penalties listed?

No liquidated damages for this project.

4 Is there an address listed for the Obligee (US NPS) and where this project is located?

Theodore Roosevelt National Park South Unit, Medora, North Dakota aligning west bound Interstate 94 from the Little Missouri River bridge to East River Road (park entry road) located within mile markers 24, 25 and 26

5 Do you have a copy of the DOT permit to show the access points

6 Will the project be staked where fence install will go

7 Do you have a manufacturer in mind that we can purchase the posts pre drilled from:

Our unit has not procured these enmasse before, however Wind Cave NP has.

From this vendor: https://www.cowcountry.net/ They will require a fabricating spec for you to procure, that said, we do not recommend, condone or endorse vendors. Note that other metal vendors may be able to furnish this supply item.

Possibly a metal fabrication shop in Dickinson ND. We are not advocating for a specific vendor, however strongly encourage an offeror to locate the best option for supplying the needed material per the specification and the lowest price according the construction schedule.

8 Can the wire spec be changed from a 2 roll 49" to a single roll height

That can be considered; however it is encouraged to think about managing the product installation as well as the terrain

BEKAERT or APPROVED EQUAL. The contractor shall furnish a wire that meets or exceeds that requirement. Length of roll was estimated to maximize efficient use of a quantity of h-brace placement. If the contractor proposes the use of equal brands the Government will review and determine suitability for the installation of “or Approved equal” products. The government encourages the offerors to consider the above factors in developing their proposals, ensuring that if proposed rolls of shorter length wire meet all other salient requirements the offeror carefully consider the cost of their added additional H-Brace materials as an effect on the outcome of the project

10 Can the fence line be mowed down, and are trees allowed to be cut down?

The new fence line location can be mowed, and the government intends for the contractor to trim or cut trees in way of construction possibly by masticator.

Is payments made per 1/2mile completion or at end of project?

The NPS will consider payment by acceptance installments per the contracting officer's approval.

Staging area is 100'x100' can that be increased any?

That may be considered. however, noting that the area should only be commensurate to the operations need.
