Reupholster the seats in the theater.

1 Project Introduction

Project Name: Reupholster and replace the foam for the theater seats.

Park Name and Address:

1.1 Location and Facilities

This project is located on the Theater at Chamizal National Memorial. The Memorial can be reached by taking the Piedras exit (20) off interstate 10. For more information see the Chamizal NM website http://www.nps.gov/cham

1.2 Short Project Description

The Visitor Center is the focal point at Chamizal National Memorial. The Visitor Center is open to the public seven days a week, Monday through Sunday from 10:00 am till 5:00 pm. A breeze way connects the Visitor Center to the Administration Building. The Administration Building is open Monday through Friday from 8:00 am till 4:30 pm.

The project consists of removing the old fabric and foam on the audience seats in the theater and reupholstering the chairs with new foam and fabric. Contractor is responsible for disposal of the old materials taken off the seats. Contractor will also be responsible for uninstalling seats if necessary to replace textiles. Contractor is responsible for reinstalling seats back to their original order based off the provided audience plot.

All work will be performed under a single contract.

2.0 PROJECT REQUIREMENTS

2.1 Scope of Work and Project Summary/Requirements

The work of this project consists of reupholstering the fabric of all the seats in the theater at Chamizal National Memorial and replacing the foam if necessary. All supplies and materials used should be the most sustainable and environmentally friendly products.

The contractor shall provide all labor, material, equipment, coordination, supervision, and quality control to satisfy all contract components.

Period of Performance: 90 days. Contingent on award of contract.

2.2 Minimize Service Impacts

Minimize dust and fumes during the construction project. Protect the surrounding areas in the project area from construction debris generated from demolition of the existing textiles and foam.

2.3 Staging Areas

Work light is limited in or near the working area. Equipment and material storage shall be located at the maintenance shop area. All staging areas shall be returned to pre-service conditions once service is complete.

2.4 Quality Control

The quality of all work shall be the responsibility of the Contractor.

All areas of work shall be cleaned daily and free of tools, equipment, surplus materials, and rubbish.

WARRANTY: The contractor shall guarantee all labor, materials, and workmanship to be free from defect, under normal usage for a period of one (1) year. Contractor is to provide the applicable standard industry warranty information for fabric.

2.5 Working Hour Restrictions

Work hours are between 8:00 a.m. to 3:30 p.m. Central Time Monday thru Friday.

All deliveries shall be limited to the weekday hours of 9:00 a.m. to 3:30 p.m. unless otherwise coordinated through the Park Point of Contact and approved by the Contracting Officer. No deliveries shall occur on National Park Service holidays or weekends without prior approval. The deliveries should be accomplished from award of contract, throughout December 31, 2024, due to critical park/visitor activities. All material and equipment must be on – hand before any demolition or removal work takes place.

Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.

The following Federal holidays are observed by the National Park Service:

New Year Day Martin Luther King, Jr’s Birthday Washington’s Birthday Memorial Day Juneteenth National Independence Day Independence Day Labor Day Columbus Day Veterans Day

Thanksgiving Day Christmas Day

Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on Sunday will be observed on the following Monday. The specific day that each holiday is recognized for each year can be found at the following site: Federal Holidays (opm.gov).

WORK SITE ETIQUETTE- (Attire and Demeanor) will always remain professional while on-site.

EXAMINATION OF THE SITE

All interested contractors are urged to visit the work location site and examine existing conditions before submitting quotes. Contractors will be accountable for understanding existing conditions. Contractors will be expected to complete the work as quoted.

2.6 Hazard Control

Take all necessary precautions to prevent fire during construction. Do not store flammable or combustible liquids in existing structures. Provide adequate ventilation during use of volatile or noxious substances. Remove old fabrics and keep debris to a minimum.

2.7 Smoking

Smoking is prohibited within any federal buildings or temporary storage sheds.

3 Performance Requirements

3.1 Protection

Protect any adjacent areas from debris from the repair operations. Keep dust and dirt to a minimum. Use suitable methods to limit dust and dirt from rising and scattering in air to lowest practical level. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area. Provide temporary barricades as required to protect personnel and public from injury due to selective demolition work. Provide adequate fire protection. Keep area clear of hazardous substances and debris.

4 Project Description

4.1 Detailed Project Description:

The project consists of removing the old fabric and foam from the audience seats in the theater and reupholstering the chairs with new foam and fabric. There are a total of 502 seats to be reupholstered by the Contractor. Contractor is responsible for disposal of the old materials taken off the seats.

Contractor will also be responsible for removing seats to replace textiles. Contractor is responsible for reinstalling seats back to their original order based off the provided audience plot.

The contractor will adjust the seats if they are loose. If the hardware that holds the seats is broken during the reupholstery process the contractor will be responsible for replacing or fixing the damages. Damages to the stage floor, concrete floor, or arm rest must be replaced or repaired by the contractor at no additional cost to the Government.

Fabric must be quality of up to 400,000 rubs per. Fabric color of choice is dark gray. Fabric color will be chosen by the National Park Service. Prior to upholstering, the fabric will be checked for flaws. Service must be done in a timely manner. The National Park service will provide a space for the contractor to conduct the service. If the contractor chooses to use the provided space to conduct the repairs, the space must be returned to its original state and the floor must be protected by ram board. If the Contractor chooses to work offsite. The Contractor is responsible for taking seats out and shipping them to the work site. The park service will not be responsible for removing seats and shipping the seats to the work site. Work can be done on park grounds. AC power is available to the contractor. If the seats do need to be removed and shipped off site, the contractor is responsible for the logistics and removal.

Submittal:

Fabric Color to be approved by the National Park Service.
