About this file
This document contains questions and answers related to solicitation number 140P6324B0004 for wastewater system improvements at Fort Union Trading Post National Historical Park. The solicitation seeks a contractor to complete previously installed drain field chambers and connect them to the overall drain field system, using two to three days for excavation work. Bidders must include this work in their firm fixed price base contract lump sum bid under the schedule of values item for drain field construction. Spare LED bulbs must be provided as specified even though their lifespan is long. The contractor will not be responsible for previously installed materials but must notify the contracting officer if repairs are needed, and will be responsible for any damage caused to existing materials. The previously installed force main was not pressure tested and must be tested upon completion along with the new force main. The National Park Service and contractor will keep the housing units serviced during construction by coordinating septic tank pumping with the facility manager. The contractor may provide equal materials for insulation, backfill, and fittings in their submittals for approval.

FOUS Water Waste System Improvement Quesons for Solicitaon # 140P6324B0004
Queson 1: Updated from previously posted quesons/answers atached to Amendment 001
If the sewer laterals that were previously installed are not visible, is the contractor responsible for exploratory excavaon as part of the bid or would this be a T&M change order? If it is to be part of the base contract, what bid item would you like it under for the schedule of values?
Government Response:
Approximately half of the drain field chambers have been installed. Depth of exisng chambers are at 24 inches and are idenfied on the plans. The contractor will be responsible for carefully opening the ends of the drain field lines to expose them and e them into the overall drain field system as show on the plan set. The contractor will be required to expose the ends (eight in total) to allow connecon to the connector piping. The government esmates the contractor will ulize two to three days for digging work using a backhoe bucket where approximately 24 square feet per end trench will be needed. The government will provide addional measurements and GPS readings (within 1-3 feet) taken of the exisng work prior to onsite work commencing. This work should be included in the contractor’s firm fixed price base contract lump sum bid. Connecng the exisng drain field chambers shall be under the “Drain Field with Insulated Manhole” schedule of values item details.
Updated: Flags/markers have been set to idenfy approximate locaons of exisng chambers.
Queson 2: No update.
It is stated under Secon 16420 Submersible Grinder Pumps and Controls, 2.2 Pump Control Panel, O.
Panel Indicator Lights, that 4 addional bulbs for each size bulb used in the panel door is required. We use LED colored lights for our panel door indicator lights that have a long lifespan, htps://new.abb.com/products/1SFA611621R1042/mlbl-04g , will you sll require (4) bulbs of each size and color if LED is to be used instead? The top alarm light as it is an LED fixture, spec is calling for (2) spare bulbs, but these come as whole units and last for a very long me as well.
Government Response:
Please provide spare bulbs as per specificaon. LED lights will be considered “or equal”.
Queson 3:
Can we put an office trailer/living quarter on the exisng concrete pad with ulity hook ups?
Government Response:
Government will provide a designated area during the performance period for an office support trailer.
This designated space will be discussed during pre-construcon meeng or when awardee is on site.
Living quarters within the park near the site will not be authorized for this requirement. Contractor can contact local RV parks nearby for other living arrangements.

Queson 4:
Will the awarded contractor be responsible for previously installed materials?
Government Response:
The contractor will not be responsible for previously installed materials, however if the awarded contractor discovers that repairs are needed to previously installed materials, the contractor will need to nofy the Contracng Officer regarding the discovery of damaged materials and if necessary, may request equitable adjustment using the firm fixed price clauses contained within the contract. If the awarded contractor causes damage to previously installed materials, the contractor will be required to repair/replace at no cost to the government.
Queson 5:
Regarding the bore that has already been completed, has it been pressure tested? Did it pass the pressure test? Will it need to be tested again?
Government Response:
The previously installed force main had not been pressure tested. The new and exisng force main will require pressure tesng upon compleon per specificaons. If the previously installed exisng force main fails pressure tesng, the contractor may request equitable adjustment under the firm fixed price clauses within the contract.
Queson 6:
What was the circumstance(s) that occurred to have this project not originally be completed?
Government Response:
The original project ran into a relavely small archeological anomaly. The Naonal Park Service, at that me, did not have a migaon plan for dealing with archeological discoveries in place to move forward with the project. A migaon plan is now in place to be able to complete the project. If unancipated archeology is found, the NPS and the contractor can adjust and relocate to complete the planned facilies using the clauses contained within the firm fixed price contract.
Queson 7:
The project is calling for 6” of cerfoam insulaon board. Can it be 3 layers of 2” thick cerfoam?
Government Response:
The contractor may provide “or equal” materials submitals that will be evaluated during the submital approval process aer award and prior to construcon.
Queson 8:
At what me does the contractor become liable for pumping of the exisng sepc tank? What sepc pumping company are they currently using?
Government Response:
The contractor and the NPS will be responsible for keeping the housing units sewered during the construcon of this project. The NPS will be responsible for pumping the exisng tanks unl the me that the contractor takes them offline to connect to the new tanks and li staons. Coordinate sepc tank pumping with the Facility Manager. The Facility Manager at FOUS can supply a contact for sepc tank pumping.
Queson 9:
The use of ducle iron fings on PVC seems unusual. Is this for sure going to be the requirement? SCH 40 PVC fings for non-pressurized sepc would seem to make more sense.
Government Response:
The contractor may provide “or equal” materials submitals that will be evaluated during the submital approval process aer award and prior to construcon.
Queson 10:
Preference would be to use pea rock for backfill/ground stabilizaon around sepc tanks and li staons.
Would this be a possible opon?
Government Response:
The contractor may provide “or equal” materials submitals that will be evaluated during the submital approval process aer award and prior to construcon.
The Government does not ancipate that there will be a need to respond to addional quesons. The Government feels that contractors should be able to provide a lump sum price considering the specificaons, drawings, and updated quesons and answers.
