Question: What exactly is the deck under the tile as it exists now?
Answer: To the best of our knowledge, the following document was found in a historic structures report conducted in 2009:

Question: Is there currently plywood that needs to be removed, and if so, how is it attached? (Glued to a concrete deck, spanning rafters and attached to steel, etc?)
Answer: Below is a photo that shows evidence of a wood deck (not sure if it’s plywood or shiplap) with wood sleepers above for roof tile attachment. Removal of roofing materials will be conducted to expose wood decking/overlay to identify, during NPS inspection, if any wood plywood or shiplap is deteriorated enough to warrant replacement. It is estimated that wood sections many need to be removed and replaced where water leaks in the roof were prevalent, which is mainly (but not limited to) the area around the skylight. New plywood/shiplap decking that will be replaced shall be nailed to the embedded sleeper (as shown in Figure 101 from previous question) with 6d nails at 6” o.c. No use of adhesives are permitted.

Question: If we are putting in new plywood over a concrete deck, how do we want to attach it? (adhesive, drive pins?) If there is no concrete deck, how to we attach the new plywood to the steel rafters?
Answer: Refer to the answers in previous questions.
Question: How long will we have between removal of tile and underlayment for a NPS inspection of deck prior to installing underlayment to prevent water intrusion? The specs say we must have the building dried in at the end of each day, yet we must wait for NPS inspection of the deck with possible repairs to deck being via change order. I’m concerned about how much we can remove and dry in each day with this inspection process.
Answer: Park COR will be on-site daily, so as long as times of removal are coordinated with COR, they should be present to walk the roof deck with contractor, even if it’s conducted in phases to account for the larger roof area. The walk-thru is to identify areas of wood sheathing that will need to be replaced and any areas of concern.
“The project estimates an amount of 10% replacement of wood sheathing, approximately 1400 square feet”. This is to be included and account for in the bid submitted.
Question: What are we to do as far as staging and material storage goes? Designated areas, etc.
Answer: PMC driveway can be used as staging area. Staging, parking, and secured, fenced-off perimeter is identified on Sheet G0.1
Question: What are the exact dimensions for the tile and where can we locate the material?
Answer: See attached pictures for dimensions. The bidder will need to locate a tile supplier.
Question: (related to previous question) How is it fastened?
Answer: We detail tiles nailed on wood battens. Some ridge or eave/end units may be mortared.
Question: Are we replacing or detaching and resetting the tile?
Answer: Shingles will be detached and salvaged for re-installation/resetting. Any new tile to supplement damaged or missing pieces will need to match existing, with samples submitted to NPS for approval.
Question: Do you have the paint code for the color on the stucco?
Answer: Benjamin Moore, Super White color, code S1-15 W1-4x17
Question: Are we to replace the lead flashing around the perimeter?
Answer: Yes, existing flashing and drip edge will be replaced with copper.
Question: Are we replacing all of the copper gutters?
Answer: No. Gutters and downspouts to remain in place.
Question: Are we replacing the shingles?
Answer: The question does not specify which shingles. If referencing the shingles on the carport, yes, those are to be replaced with new matching the color.
Question: Is skylight to be replaced? Or detach and reset? If replaced, what type of skylight is that or would we have to custom manufacture a skylight for that skylight well?
Answer: Skylights will be removed and replaced with new. New skylights will need to be custom.
Question: Will we be able to store our SkyTrak there overnight or have to haul it out every day?

Answer: Equipment and Materials can be stored onsite. It is the responsibility of the contractor to secure the fenced-in area of the work site. More details are found in Specification Section 01 10 00 General Requirements.
Question: What is the payment process for this project?
Answer: See Page 14 of 49 of the solicitation, Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (APR 2013). This will provide you with invoicing and payment instructions
Questions: What do the liquidated damages for this job include?
Answer: There are no liquidated damages.
Question: The existing skylight frame has 13 panes per side but only 11 are depicted in the plans. The frames and lights that are there now are not all equal in size. Will the NPS please clarify if they want 11 equal sized panes per the plans and specs or match what is in there currently?
Answer: Concur, 11 equal-sized panes on each skylight per design drawings.
Question: Has the NPS conducted a LBP and Asbestos Survey for the organic felt underlayment or decking material underneath the existing roof?
Answer: No.
Question: If asbestos is identified how will the NPS want the contractor to proceed?
Answer: If asbestos is identified the contractor shall stop work in that area and notify the COR and CO.
The Contractor shall plan, schedule, and execute the work to prevent stoppages at one area from stopping all work at the construction site.
Question: There is no known way to tell how many clay tiles will be damaged upon removal from the decking. Some of the tiles now were identified to have hairline cracks in them and are likely to break upon removal. Identifying and accounting for all tiles that might possibly break is not possible during the site visit. Will the NPS please provide a CLIN to account for the purchase of roofing tiles by the square funded by the NPS?
Answer: A line item will not be added. The contractor is to allow for 3,000 SF of the existing tile to be replaced and include that in their bid price.
Question: Is there a warranty on the existing tile roof? If so, which contractor has that warranty?
Answer: There is no warranty on the existing roof.
Question: Have the skylight glazing and the mortar on the underside of the roof decking been tested for asbestos?
Answer: No asbestos testing has been done.
Question: Due to the tight site restrictions, will restoration of the grass from lift traffic be seed and straw, or sod?
Answer: Per general notes on Sheet G0.1, “17. Grade any disturbed perimeter grade back to pre-project conditions and vegetation to match adjacent. Provide straw mat as required for stabilization. Grading shall not result in any ponding of water.”

Question: Is replacement of tile broken or damaged during removal and handling to be included in the base bid, or will there be an addendum square footage allowance for all bidders to base their number from and a price per square thereafter?
Answer: The contractor is to allow for 3,000 SF of the existing tile to be replaced and include that in their bid price.
Question: In areas where decking is found to be damaged and in need of replacement, will the existing, underside lath and mortar system also be replaced once new decking is installed?
Answer: It is to our knowledge that the metal lath and parge coat on the underside of decking is applied to a 1-1/2” concrete deck beneath wood sheathing. The replacement of this interior coating is not within the scope of this SOW.
Question: Is there an attachment or material spec on the lath and mortar?
Answer: No interior metal lath/mortar work is in this scope of SOW.
Question: Are there any plans or shop drawings available on the existing skylight or roof assembly? On the proposed replacement assemblies?
Answer: Basis of design drawings and specs were provided with request for bid. Contractor shall provide shop drawings submittals for roofing tile installation and skylights assembly for approval by NPS.
Question: Are bids going to be excepted without a site visit?
Answer: Yes
Question: Section 01 10 00-1.2-C-7 states “….installing salvaged, new replacement tiles….”. Does this mean that any additional tiles that are procured for use on the roof must be new tiles, or can they be reclaimed tiles from other structures as long as they match the existing tiles?
Answer: There are no re-claimed tiles from other structures on-site or at HOSP park. Additional tiles that are procured for use on roof must be new.
Question: There appears to be at least two different types of tiles that have been used sporadically for repairs. Should those “non-conforming” tiles be reinstalled, or discarded?
Answer: Non-conforming tiles shall be discarded and replaced with new.
Question: Detail 5/A2 calls for roof to wall flashing to be replaced. The existing flashing appear to be embedded behind stucco. Is this stucco to be removed, new flashing installed, and stucco replaced?
Answer: If this question refers to Detail 5 on sheet A4, this details the flashing from the cupula “wall” to the skylight assembly. With the installation of the new skylights, the flashing and stucco should be removed and replaced as needed to complete the assembly. The embedded roof-to-wall flashing located elsewhere on the building can remain in place so long as the flashing is determined to be in working condition to maintain a water-tight roof assembly.
Question: Should the entire wall be painted to match, or is the painting to be limited to where the new stucco is installed?
Answer: The extent of stucco repair should occur only at the base of the cupula. The stucco at the cupula shall be repainted in its entirety. Any embedded flashing and stucco is replaced at other roof-to-wall locations, limit painting to where new stucco is installed.
Question: Detail 7/A2 shows “cut and closed” valley pieces. Some of these are missing. Should those be replaced with new cut and closed valley pieces instead of packing with mortar?
Answer: Missing valley pieces shall be replaced with copper “cut and closed” valley pieces.

Question: Will the NPS mandate that a certified scaffolding erector with proof of certification erect all scaffolding or can a OSHA competent person assume that role?
Answer: OSHA standard requires that the scaffolding be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. The contractor shall be required to have a “qualified” competent person for the duties specified above. This duty does not have to be subbed out if there is someone in-house that is qualified. The contractor shall provide information describing the basis for determining the individual to be the "qualified" and "competent" and how that individual meets the basis. This information is to be provided as a supplement too the project safety plan and submitted with the project safety plan submittal.
Question: Will there be a clause for color difference based on age of the tile?
Answer: Color variance is allowed to accommodate the fading and age of existing tile. New tile samples shall try to match a majority of the existing product. Once approved, the contractor shall conduct the installation with a “random” mix of new tile in salvaged tile to avoid any single area of color-difference or patching.
