About this file

This is a Questions and Answers document for Solicitation #140P6026B0001, Amendment #1, addressing contractor inquiries regarding the FOSM - Interpretive Overlook Rehabilitation project managed by the Department of the Interior National Park Service Midwest Region.

The document clarifies key project scope and logistical requirements. Regarding interpretive signage supply, the National Park Service will provide interpretive panels and fiberglass overlays, while the contractor is responsible for providing and installing steel panel frames and posts per specifications on sheet LS5.1. Environmental concerns were addressed, confirming that an eagle's nest identified across the riverbank in Oklahoma will not impact the project due to sufficient distance. Site access details specify that contractors may use both the NPS south entrance (which has an active railroad crossing requiring navigation) and the north entrance. If utilizing the north entrance through City of Fort Smith property, contractors must obtain their own permission and assume full responsibility for repairing or replacing any damage to sidewalks or grounds caused during site access or mobilization activities, such as ruts created by drilling rigs for piers.

Solicitation #: 140P6026B0001 Amendment #: 1 FOSM – Interpretive Overlook Rehabilitation

Question
Answer/Response
1.
Regarding the separate NPS contract for the supply of the interpretive signage. Does this separate contract include the supply of the frames or are the supply of the frames for the interpretive signage part of this contract?
Per details 05 and 06 on sheet LS5.1, the panel inserts are to be provided by NPS for contractor install. The steel panel and posts are in the contractor's scope of work to provide and install. This also applies to detail 02/LS5.1, metal panel frame to be provided by the contractor. NPS provides interpretive panel and fiberglass overlay for contractor to insert into contractor furnished frame.
2.
Contractor noted eagle’s nest across the riverbank in Oklahoma and requested confirmation that this will not impact the project.
Confirmed. The nest is far enough away and will not impact the project.
3.
There are two points of access to the site. Will contractors be able to use both entrances? There would be a price difference for mobilizing things like the drilling rigs for piers.
The NPS south entrance is available to use; note that there is an active railroad crossing enroute to the NPS south gate. The north entrance is also available. Note that permission to cross/use City of Fort Smith property to access NPS property will be the contractors responsibility to acquire if the north entrance to the park is used. If there is damage to any sidewalk or ruts are created on the grounds, it is the contractor’s responsibility to repair or replace all damaged areas.
