About this file
This document contains answers to questions from potential offerors regarding a solicitation for the rehabilitation of a ranch house and terrace walls at a National Park Service site in the Midwest region. Key details include that the work involves restoration of crown molding, repair of interior lath and plaster, replacement of wallpaper which may damage plaster, and replacement of windows. The period of performance is 180 days but offerors may propose an alternate schedule with additional time. The contractor is responsible for shoring designs and temporary heating. All wood used must be FSC certified and windows pre-1940 are unlikely to contain hazardous materials. The pre-bid sign-in sheet will be published in an amendment. Lead paint can be removed, stabilized, or encapsulated.

QUESTION ANSWER
1. What is the reasoning behind the 20% Bid Bond? Normally we provide a 5% Bid Bond. Is this standard practice for the National Park Service? Is it because of the type of project this is?
In accordance with FAR 28.101-2, the bid guarantee shall be at least 20% of the bid price.
The amount protects the Government from loss should the successful bidder fail to execute further contractual documents and bonds as required.

Please see FAR 52.225-9. No percentage is specified.
2. Can the Project Superintendent also perform the duties of the Quality Control Supervisor?
