General Information

The National Park Service, Midwest Regional Office is issuing a solicitation for the modification of an audio, visual, and teleconferencing system installed in the Midwest Regional headquarters building in Omaha Nebraska.

Under the scope of the contract, the vendor will complete modifications, and configuration changes to the existing

AV equipment as well as procure and physically install additional hardware devices in order to expand AV functionality. The equipment servicing this facility includes, but is not limited to, ceiling mounted projectors, motorized projection screens, ceiling installed microphone arrays, wall/ceiling mounted speakers, cameras, and the associated controllers, amplifiers, and mixers required to integrate the individual components. Upon completion of the contract, the system must provide all capabilities specified in the body of this document and must be accompanied by thorough documentation and instructions for use.

All equipment and supporting infrastructure installed as part of the contracted work must be installed using industry standard methodologies as specified in the applicable standards and regulations cited in the scope of work.

Assuring compliance with the cited standards as annotated in the body of this document. It is the responsibility of the contractor to familiarize themselves with the applicable standards or seek professional design consultation prior to submitting a bid to be considered for this solicitation. All work completed under the scope of this contract is subject to review by a subject matter expert to ensure compliance with the stated relevant industry standards and/or codes. All cabling and equipment installed under the scope of this contract must be tested according to industry standards for performance and signaling quality and be labeled according to its purpose and location. A set of simplified operating instructions must be published and provided by the contractor in both printed and digital (PDF format) forms. Component manufacturer’s operating instructions will not suffice for this criteria. Upon completion of the contract, all areas impacted by the installation must be cleaned by the contractor in order to remove any materials left by the work. Full functionality of all newly installed equipment and systems will be verified by the assigned Contracting Officer’s Representative (COR).

Solicitation Guidance

The work to be completed under the scope of this contract is follow on work to address discrepancies between the system as installed and the desired functionality of the customer. This scope of work will make references to existing equipment and system functions requiring previous knowledge of the current AV system design, components, software, and configurations. Reconfiguration of Existing Equipment

IOS App Based Controllers

- The existing audio visual control system must be modified to allow for four iPad app based control panels to be used for control of the system. All licensing required to allow for Apple IOS based app control of the system must be purchased by the contractor. All necessary modifications to the systems software, firmware, and hardware must be completed by the contractor.

- Three Apple iPad controllers must be configured as standard user controllers. The two iPad controllers must utilize the same software button layouts as the room installed touch panels. The Apple iPad controllers must be able to connect to the internet using the government provided conference room wireless network while controlling the installed audio visual system.

- One additional iPad controller must be configured for administrative use. Control templates on these devices may differ from the wall mounted controllers in order to provide advanced administrative control of audio visual components. The administrative template must provide volume control of speakers installed in each individual room. The administrative template must provide level adjustment for microphones in each room regardless of room operating mode. All standard functions must also exist within these configuration templates.

- iPad connectivity will be provided by an existing wireless AP installed in the conference room. A network cross connect between the installed network switches will be made to support inter-device connectivity.

DVD/Blue Ray Output

- The system must be reconfigured to allow for any one of the three existing Blue Ray input sources to be selected by any room. Blue Ray player sources should be labeled with a numeric identifier corresponding with a label on the device in the AV room.

Conjoined Rooms Functionality

- Signal mixing needs to be reconfigured to allow rooms to be used entirely independently of one another, or in a combined mode with any two, or all three rooms operating as a single presentation space [ Example –

Arrow + Bison, Bison + Sequoia, Arrow + Bison + Sequoia]. When in conjoined mode, all room attached microphones should operate within the conjoined spaces.

- When rooms are in conjoined mode, room volume should be synchronized and adjustable using any of the control panels installed in the rooms being used. A separate administrative volume control template is required allowing for independent room volume control when rooms are joined.

System Macro Reconfiguration

- The system time out macro must be changed to 12-hours. System timeout must result in the powering down of projectors and room lights.

- Motorized projection screen functions must be disconnected from all other functions. Projection screen movement will only be triggered by direct user interaction or by a total system timeout of 12 hours.

- Projectors must be automatically powered on in the event of an input source being selected.

- Projector timeouts must be disabled. Only a total system timeout after 12 hours should power down projectors.

IP Addressing and Network Convergence/interconnection

- The contractor must reconfigure the IP addressing utilized by all AV components in order to allow for interconnection with the customer provided audio visual network segment. The contractor may reconfigure devices to use the customer provided address space or provide routing functionality between the two segments. The contractor must work directly with a NPS network technician to ensure communications between networked AV components and the customer-provisioned network.

- The following IP addresses MUST be used when re-configuring the AV network components.

192.168.4.50-254/255.255.255.0

- The contractor is responsible for the procurement and installation of all interconnection devices and materials required to converge all network switches used in the AV system. The contractor will ensure that all devices on the designated AV local area network (LAN) communicate effectively and without error as identified using relevant industry standards.

System Function assessment

- The customer requests that prospective contractors provide an assessment of the current system and provide any professional recommendations on how the system may be improved. Any changes or additional hardware may be quoted as separate contract options to the customer.

Required Equipment Installation

- The contractor must install and integrate two customer provided Shure UR4S wireless receivers into the existing system. Customer provided wireless receivers may be provided prior to installation for configuration. The wireless receivers must be selectable as a microphone input device in any of the three rooms individually or when operating in a conjoined configuration.

- The contractor must procure, install, and configure one Aurora IPX-TC1 transceiver to support the addition of a digital cable input source. A customer provided Cox digital cable box will be provided by the customer that provides audio and video output using a single HDMI cable. The IPX-TC1 device must be mounted in the existing Aurora mounting rack located in the AV equipment closet. The TV tuner must be a selectable input source in all of the individual rooms and when operating in a conjoined configuration.

- The contractor must procure, install, and verify functionality of a Shure UR2/SM58-G1 wireless handheld microphone. The microphone must be wirelessly paired to one of the customer provided Shure UR4S wireless receivers.

Required Physical Component Modifications or Relocations

- The contractor must install 1 EA 4 post telecommunications equipment racks above the drop ceilings in each one of the 3 conference rooms. The telecommunications equipment racks must be securely fasted to the cement subfloor and positioned such as to minimize visual impact as viewed from the conference room area. Each rack must be equipped with a single 1U telecommunications grounding bus bar attached to a verified earthen ground.

- Each of the 3EA ceiling mounted 4 post telecommunications equipment racks rack must be equipped with a

1U, rack mounted uninterruptable power supply (UPS) with a minimum rating of 120V, 450 watts, and 750 volt-ampere (VA). All UPS equipment must be properly grounded to a verified telecommunications ground prior to any equipment being powered on and provided power by the unit.

- Each of the 3EA ceiling mounted 4 post telecommunications equipment racks rack must be equipped with sufficient Aurora 1RU Dual Rack Mount Kit PN: IPX-TC1-RK1 required to hold all Aurora IPX-TC1 transceiver modules required by the AV system to provide functionality in the associated conference room space. After completion of the project, all Aurora IPX-TC1 transceivers must be securely rack mounted.

- Each of the 3EA ceiling mounted 4 post telecommunications equipment racks rack must be equipped with sufficient rack mount shelves as to support the relocation of all equipment currently located in the ceiling recessed enclosures in each of the conference rooms. At the conclusion of the contract, all equipment required to provide functionality of the cameras, microphones, and projectors in each of the conference rooms must be securely mounted in the 4 post telecommunications rack mounted within that room.

- All digital signal sources to specifically include the IPX-TC1 transceivers used to provide video signaling to and from sources within the conference rooms must be relocated to the ceiling mounted equipment racks.

All signaling cable providing signal to or drawing signal from AV devices must be ran from source to destination terminating securely within the associated equipment located within ceiling mounted telecommunications rack. All power supplies necessary to power the equipment must be mounted within the 4 post telecommunications equipment racks and must be connected to the system UPS. Every effort must be made to minimize the visual impact of the installed cabling.

- No ancillary equipment may be mounted to or within the vicinity of user area installed AV devices to specifically include projectors and cameras.

Support and Warranty Requirements

- The contractor must provide two initial on-site customer instruction classes on the operation and maintenance of all equipment installed during completion of the contract. These classes must be provided within the first three-months after completion of the installation tasks required by the contract.

- The contractor must provide one initial year of support and service as part of the contract award. Support and service includes completion of all hardware warranty replacements, on-site troubleshooting of component and/or functionality failures, reconfiguration of components and software according the customer’s request, and periodic updates and service required to maintain subcomponents of the audio visual system. Updates include firmware and software used by AV equipment. Firmware currency must be verified a minimum of twice annually in no less than a 4 month interval (example: January 1st and May 1st).

- Phone service and support must be available between the hours of 7AM Central Time to 7PM Central

Time, Monday-Friday including federal holidays. The contract must include next business day on-site service after remote-diagnosis. Both phone and on-site emergency support services must be available on

Saturdays.

- The contractor must provide an on-site training on the operation of the audio visual equipment twice a year on a schedule chosen by the customer. These trainings must be scheduled on the request of the customer.

The customer will provide a minimum of a two week lead time for scheduling of on-site training.

Support and Warranty Option

- In addition to an initial year of support provided within the scope of the contract award, the contractor must provide the customer the option to purchase up to 4 additional years of the support services as outlined in the previous section. This option must be quoted in single year increments for each consecutive year.

Contractor Electrical Work

- The contractor must provide dimming functionality to the recessed ceiling lighting installed in all three rooms. Only the recessed ceiling lights require dimming functionality. Dimming functionality may be provided using manual controls located in the wall switches at the back of each room.

- Each of the three rooms in the conference center runs on an independent circuit originating at the Crestron lighting controllers located in the AV equipment room. The contractor may choose to install an electronic dimming controller or a simple rheostat lighting control switch in the previous dimming switch location in each conference room.

- The contractor must install a single 19”, 1U telecommunications equipment grounding bus bar in each of the three ceiling mounted equipment racks in the conference rooms. The grounding bus bar must be attached to the AV equipment main grounding bus bar located in the AV equipment room or to a newly installed and verified earthen ground. The contractor is responsible for ensuring the correct diameter grounding conductor is used for each bus bar and that the mechanical grounding connection is verified in accordance with

Contractor Provided Equipment

The contractor is required to procure the following devices and all ancillary devices or materials required to install the required equipment.

1 EA Aurora Multimedia IPX-TC1 audio video transceiver

1 EA Shure UR2/SM-58-G1 Microphone

All electrical wiring, connectors, switches, relays, or other materials required to support the designated functions of the electrical work.

Customer Provided Equipment

The customer will provide the following equipment. Any additional ancillary devices or materials required to install the following devices must be provided by the contractor.

1 EA Shure SM-58 handheld microphone

1 EA Cox digital cable tuner box (Figures 11, 12, and 13)

Project Design and Planning Meeting

All potential contractors are encouraged to participate in a pre-bid proposal meeting, either on-site or through use of virtual video teleconferencing, with the project COR and technical representative. During the meeting, customer representatives will clearly identify the expected functionality of the AV system as installed, the infrastructure installation techniques and quality control measures implemented by the potential contractor, equipment installation methodologies, and all other topics relevant to the execution of the contract. All contractors will be evaluated based on the knowledge of the applicable standards, technologies, and proposed project execution methodologies. The results of the meeting will be used in the evaluation of the proposals and determination of the ability of the contractor to complete the work as desired by the customer. It is recommended that the contractor provide the customer access to all relevant engineering, installation, and sub-contractor staff to be involved in the execution of the contract at the time of this meeting. It is highly encouraged that all potential contractors attend a consolidated site visit for a walk-through of the current system. All questions will be answered in an amendment to the solicitation at www.fbo.gov.

Labor Expense Breakdown and Project Cost Documentation

- Each proposal is requested to include a comprehensive and detailed report regarding all labor costs associated with the execution of the contract. A report must include staff designations to include the role of the contracted staff, the components that that staff member will install or configure, or the technical role that the staff member will fulfill in the execution of the work. All labor hours submitted as a component of the contract must include the hourly or proposed flat-rate charge of the labor component.

- All equipment and materials purchased under the scope of the contract must be accounted for in the expense breakdown report. All major hardware components (software licenses, AV components, and major infrastructure components) must include an individual item prices in the report. Expendable materials such as cable, installation materials (connectors, fasteners, shop and bench stock) may be bundled under a single installation materials line item.

Documentation

- The Contractor shall develop as-built information, including scaled as-built drawings, manufacturer’s installation, operational, and troubleshooting documents, material cut sheets, and all other records required for the life cycle operation, support, and maintenance of installed products.

- As-built documentation must be submitted to the customer in printed form and electronically as an editable

Microsoft Word (2010 or greater), Adobe PDF, or Microsoft Visio (2010 or greater) document.

Schedule

- The Contractor shall develop, submit to the customer, and maintain a project schedule identifying all significant milestones and major tasks, and shall update this schedule in writing, providing copies of the update to the customer, within 5 days of identifying any changes to this schedule. The project schedule shall be marked and identified clearly with the contract number, original date, and any revision number and date, and the name and signature of the responsible contractor representative.

- Deviations from the proposed schedule must be documented by the contractor and submitted to the customer.

Contractor Worksite Maintenance and Cleanup

- The Contractor shall keep the work areas free from accumulation of waste material and rubbish. All recyclable waste materials must be separated and disposed of at an appropriate recycling facility. Upon completion of the job, the Contractor shall leave the work area and premises in a clean and neat condition.
