About this file

This is a Questions and Answers document for Solicitation 140P5426R0017 issued by the National Park Service for cyclic maintenance of water cisterns at Dry Tortugas National Park.

The document addresses contractor responsibilities and technical specifications for cistern maintenance work. Contractors are responsible for repairing exterior cracks greater than 1/16" and control joints, replacing damaged flashing, and repairing damaged mortar above flashing. Copper gutters are required; aluminum gutters are not acceptable. A critical clarification note specifies that all references to half-round gutters in the solicitation documents should be disregarded and replaced with 6" K-Style gutters in contractor proposals. Regarding confined space work, the cistern calls are designated as permit-required confined spaces under 29 CFR 1910.146. Contractor personnel must hold confined space entry training and certification, and a site-specific confined space entry plan is required. OSHA workplace rules apply; no additional NPS or Dry Tortugas-specific confined space protocols are required.
