About this file
This document is a set of responses to contractor bid questions for the Ever Pine Island Maintenance Yard Replace Roofs & Paint Exteriors project administered by the National Park Service (NPS).
The project scope includes roof replacement on eight buildings, exterior painting of all buildings, replacement of existing gutters and downspouts (in-kind where currently installed), removal and reinstallation of lightning protection systems, and replacement of up to 25% of deteriorated structural roof components (decking, fascia, and trim) per individual building. Exterior underdeck areas and exposed ceilings are included in the painting scope, but interior painting, roll-up doors, and soffit/soffit vents are excluded. On-site metal panel fabrication is acceptable only for the standing seam metal roof building. The project includes two bid items: Item 010 for the Maintenance Yard (all buildings except Building 164) and Item 020 for the Ranger Station (Building 164). Contractors must provide cost breakouts by individual building and unit prices for wood component replacement. Existing exterior conduit, electrical services, lighting fixtures, and AC units remain in place and shall be painted if previously painted or protected during work. Signage interfering with surface preparation must be removed and reinstalled by the contractor. The 25% allowance for deteriorated wood applies per building individually; quantities exceeding this allowance will be addressed by government-issued change orders using agreed unit pricing. Roof systems must comply with referenced Notice of Acceptance (NOA) criteria and include minimum 20-year no-dollar-limit weathertight warranties with full labor-and-material coverage. Roofing manufacturer substitutions are acceptable post-award provided full equivalency is demonstrated. Building 186 is non-contributing but located within a historic district, requiring visual consistency without special preservation methods. The NPS is the Authority Having Jurisdiction; no state or local permitting applies. Weather delays, including tropical storms and hurricanes, are excusable delays. Standard site access is 8:00 a.m. to 5:00 p.m., with 7:00 a.m. earlier access and weekend access available only with prior approval. No asbestos survey has been conducted; the contractor shall comply with OSHA/EPA regulations and notify the government if suspect ACM is encountered, with any confirmed ACM handled by a separate NPS abatement contractor. NPS will coordinate active yard operations around the approved construction schedule and will clear Building 116 and remove stored items prior to construction.

Yes. Bid Item 020 shall include all costs associated with Building 164 (Ranger Station). All other buildings identified in the specifications shall be included under Bid Item 010.
Contractors shall also provide a cost breakout by individual building for Government review.
3. General Notes #5 calls for replacement of up to 25% of rotten or damaged structural roof components fascia & trim as part of the contract. Please clarify how the 25% is being measured – is it 25% of each individual component (1. Decking @ 25%, 2. Fascia @ 25%, 3. Trim @ 25%)? We also note decayed soffit & soffit vents on some buildings.
The 25% allowance applies per building and per individual wood component. Up to 25% of the decking, 25% of the fascia, and 25% of the trim may be replaced on each building, as required. Unit prices shall be provided, and the Government will only be charged for quantities actually used. Soffit and soffit vents are not included in this allowance
4. At the site visit we noted damage to some of the gutters/downspouts – please clarify if these damaged components should be replaced as part of the contract The scope includes replacement of existing gutters and downspouts only, where they are currently installed. New gutters and downspouts are not required at locations where they do not presently exist.
5. Please clarify the extent of the paint scope. Several of the buildings include open bays with elements that are under roof, but exposed to view (Steel Columns, Beams, Ceilings, etc.). Please clarify which components are being painted.
Building exteriors are to be painted with all existing conduit left in place; removal is not required. Lighting fixtures may be temporarily removed or protected to prevent paint from getting on them and will be reinstalled afterward. For structures with open bays, all structural elements and any ceiling surfaces exposed to open air are included in the paint scope.
6. Are roll-up doors included in the paint scope?
No, roll up doors are not included in the paint scope.
7. If the intent is to prep/paint under roof areas of open bay buildings, will NPS be responsible for removing/re-setting any items that are currently being stored in those areas?
Yes, the intent is for the contractor to prep and paint the underside of the roof of the open bay structures. NPS will be responsible for removing and returning any items currently stored in those areas.
8. Please clarify if signage needs to be removed/re-installed as part of the exterior paint project. Is remove/re-set – is that being done by NPS or as part of the contract?
Yes, any signage that interferes with proper surface preparation or painting shall be removed and re-installed by the contractor as part of the prep work in the is contract.
9. Please clarify that all other elements attached to the buildings (Electric services, conduits, lighting, AC units) can be left in place and either painted or protected during paint and do not need to be removed/re-set unless they are attached to a component that requires replacement (i.e. decayed fascia, etc.)
Yes, all existing building mounted elements such as electrical services, conduits, lighting, and AC units may remain in place. These items shall either be painted if they were previously painted or protected as required during the work.
Q1 Line Items Confirm the exact building breakdown (by number) for Line Item 010 and Line Item 020, including associated square footage for each, so pricing can be properly allocated.
Provide a cost break down by individual building, square footages are provided in drawings and specs.
Q2 Submittals vs NTP Given the requirement to begin work within 10 days of NTP and the stated 10 day minimum review period for material approvals, confirm whether procurement and submittals may proceed prior to NTP, or if a delayed start will be granted pending approvals.
Submittals may be submitted after award. NTP will be issued once required submittals are approved, and the 10-day start period begins only after NTP is issued. Procurement of materials may begin once the applicable submittals and the project schedule submittal have been approved.
Q3 Roof Deck Replacement The specifications indicate an estimated 25% deteriorated decking.
Confirm that any deck replacement beyond this allowance will be handled as a change order on a unit cost basis, and provide the method of measurement and approval process. Additionally, confirm whether the unit price will be agreed upon pre award or at time of award.
Yes, the specifications include an allowance of up to 25% deteriorated roof decking per building.
Any decking replacement beyond that allowance will be handled as a change order using the contract’s unit price for deck replacement. Measurement will be based on the actual square footage of decking removed and replaced, with all quantities verified and approved by NPS prior to installation. The unit price for this work will be established and agreed upon at the time of award.
Q4 Building 186 Historic Status Building 186 is identified as non-contributing. Confirm that historic preservation requirements do not apply to this structure, including material restrictions, detailing, and approval processes.
There are no historic preservation requirements in this contract.
The contributing/non-contributing information is included solely for the contractor’s awareness.
While the buildings themselves are not historic, they are located within a historic district, so their overall appearance must remain as close as possible to the existing look. However, no special preservation methods or treatments are required.
The materials and specifications provided in the contract were selected with this visual consistency in mind, so contractors do not need to take any additional preservation measures.
This information is included only to explain why alternate materials or methods that would significantly change the appearance of the buildings will not be considered.
Q5 Building 116 Access and Contents Confirm whether the Government will clear all equipment and contents from Building 116 prior to construction, or if the contractor is expected to coordinate protection and phased work around active operations.
NPS will be responsible for removing any items currently stored in Building 116 prior to construction activities. While there will be active daily operations in the main yard, NPS will coordinate those activities around the approved construction schedule to ensure the contractor has the access needed to perform the work.
Once the contractor’s schedule is approved, the project will proceed in accordance with that schedule. No deviations from the approved schedule will occur without prior notice and written approval.
Q6 Staging and Site Confirm designated staging, storage, and laydown areas within the site, including any restrictions on access, security, environmental protection requirements, and after hours or weekend access.
Staging, storage, and laydown areas are tentatively designated as shown in the attachment below. Standard site access hours are 8:00 a.m. to 5:00 p.m. Earlier access beginning at 7:00 a.m. may be accommodated. Weekend access is available only with prior notice and Government approval and is not preferred; it will be granted only under special circumstances.
Q7 Roofing Manufacturer Substitutions The specifications list Firestone Building Products as the basis of design for the SBS modified bitumen system. Confirm whether a proposed equal manufacturer may be submitted for approval post award, and confirm the required warranty terms including duration, NDL requirements, and manufacturer inspection requirements that any substitution must meet.
A substitute modified bitumen roofing manufacturer may be submitted in accordance with the contract’s substitution procedures, provided the proposed system meets or exceeds the Firestone basis-of-design criteria. Any acceptable substitution must furnish a minimum 20-year no-dollar-limit (NDL) system warranty with full labor-and-material coverage and include all required manufacturer quality assurance measures, including interim and final inspections prior to warranty issuance. The contractor is responsible for demonstrating full equivalency in system performance, warranty terms, installation method, and manufacturer oversight. The contractor may reference Firestone’s published technical and warranty documentation online.
Q8 Weather Delays Confirm that weather delays, including tropical storms and hurricanes typical for the project location and season, will be considered excusable delays under the contract.
Yes. Weather delays, including tropical storms and hurricanes, will be considered excusable delays under the contract.
Q9 Lightning Protection Installer Confirm that the required UL certified lightning protection installer may be provided by a qualified subcontractor.
Yes. A UL certified lightning protection installer may be provided by a qualified subcontractor, as long as they hold the required UL listing and meet all specification requirements. The prime contractor remains responsible for their qualifications and performance. The lightning protection system is a remove-and-replace item and shall be reinstalled in the same configuration as existing, in accordance with UL requirements
Q10 Phasing Sequence Confirm whether there is a required phasing sequence for the buildings, and identify any blackout periods or scheduling restrictions the contractor should be aware of prior to submitting a project schedule.
While phasing will need to occur, there is no fixed phasing sequence for the buildings. NPS staff will continue to operate on the site throughout construction, and the contractor’s schedule will be coordinated with NPS to ensure safe and uninterrupted operations for both NPS personnel and contractor crews. The contractor may determine the sequencing of work provided the approach maintains safety, access, and coordination with NPS. Roof areas may not be left uncovered or exposed for extended periods, and the contractor is responsible for protecting all buildings from weather at all times and for any resulting damage if a roof is left unprotected. No blackout periods or additional scheduling restrictions apply beyond the standard working hours identified in the Scope and specifications.
Q11 What R value for the insulation?
The tapered insulation thickness shown in the contract documents has been selected to meet the applicable energy-code requirements for this building type (1" Tapered Insulation and ½” coverboard). For a commercial maintenance yard with workshop spaces, the required roof insulation value is approximately R-30. The specified tapered insulation, together with the modified-bitumen roof assembly, meets this R-value. No additional insulation beyond what is in the specifications is required.
1. Please issue Sheet 05 — Maintenance Yard Drawings — as an addendum at the earliest possible opportunity. Without this drawing the following items cannot be accurately scoped or bid: a. Gutter and downspout locations, lengths, and outlet positions per building b. Lightning protection system layout — buildings included, air terminal locations, conductor routing, and ground rod locations c. Building-specific roof plan dimensions for takeoff verification d. Flashing and edge metal details e. Any site-specific drainage or slope requirements If Sheet 05 cannot be issued prior to the bid date, please confirm whether the proposal due date will be extended to allow adequate time for bidders to review and incorporate the missing information.
No additional drawings will be issued. This is a roof-replacement project, and bidders shall base pricing on existing conditions and the requirements provided. Gutters and downspouts are to be replaced in their existing locations. The lightning protection system is remove-and-replace and shall be reinstalled in the same configuration. Roof slope is achieved through the specified tapered insulation system.
Contractors are expected to field-verify existing conditions and be prepared to provide itemized roof shop drawings for each structure if requested by the Government. Shop drawings are intended solely to confirm layout and coordination and may be limited to simple plan-level documentation. Additional detail will be requested only if necessary to verify compliance with the contract documents.
We will provide the NOA for an approved roof assembly to assist bidders in identifying a compliant system. This information is for clarification only and does not modify the scope of work or contract requirements. The contractor shall provide a roofing system that meets or exceeds the performance requirements of the referenced NOA(s).
Equivalent NOAs from the basis-of-design manufacturer or other approved manufacturers are acceptable. The following NOA(s) are provided as reference for required performance criteria.
NOA No.: 16-0628.05-Wood deck NOA No.: 23-0613.24-steel deck NOA No.: 19-0909.16- SSMR
2. Please clarify and confirm the intended replacement roof system type for Building 113
— standing seam metal per Section 074113, or corrugated/ribbed metal panel replacement in kind per the drawings. In the event of conflict between specifications and drawings, please identify which document governs per the contract order of precedence. b. Please confirm whether the existing roof deck on Building 113 is solid continuous sheathing or spaced/open sheathing. If spaced sheathing is confirmed, does the scope of work include installation of solid sheathing over the full roof deck area to provide a suitable substrate for the new roofing system? If so, is this work included in the contract lump sum or subject to separate unit pricing?
The table shown in the drawings reflects existing conditions. The existing corrugated metal roofing on Building 113 is to be replaced with a new standing seam metal roof system as specified. The existing roof deck condition (solid sheathing vs. spaced/open sheathing) cannot be field-verified prior to bidding. The new standing seam metal roof system must comply with the approved NOA requirements. Bidders shall include in their proposal all components required for a complete, NOA-compliant installation. If solid sheathing or any additional substrate is required to meet the NOA or manufacturer installation requirements, it shall be included in the contractor’s lump-sum price for Building 113. This clarification does not modify the scope of work; it establishes the pricing basis to ensure the roof system complies with the NOA regardless of existing deck conditions.
3. Please confirm that '1-inch Tapered Insulation' as specified in Section 011000 refers to factory-tapered polyiso insulation board with a minimum starting thickness of 1 inch at 1/8-inch per foot slope (commonly referred to as an 'A' panel), as further defined in Section 072100. b. Is there a minimum R-value target that the new roofing assembly must meet or exceed for any or all buildings under this contract, per applicable energy codes or NPS facility requirements? c. Are core samples required on any buildings prior to bid submission or prior to commencement of work, or does the specified assembly serve as the complete contractual basis of design regardless of existing conditions?
1-inch tapered insulation’ refers to factory-tapered polyiso starting at 1 inch with a 1/8-inch per foot slope. No additional minimum R-value is required beyond what is already specified in the contract documents. Core samples are not required prior to bidding. Any materials needed to achieve a complete, NOA-compliant roofing system shall be included in the contractor’s lump-sum price.
4. What base sheet attachment method and fastener pattern does the specified roofing system require for application over 4x6 T&G; Southern Pine structural roof deck at 16-foot I-beam spacing — specifically fastener type, spacing, and row pattern in field, edge, and corner wind zones? 2. Does the specified roofing manufacturer (Holcim/Firestone or approved equal) have a current product approval or engineering evaluation for this deck substrate type that supports the required 20-year Material and Labor NDL warranty? Are there any Government drawings or structural records available showing the T&G; deck species, grade, or original fastener specifications for these buildings?
The base sheet attachment shall follow the roofing manufacturer’s approved fastening requirements for installation over wood decking. If the applicable NOA lists “wood decking” as an approved substrate, this includes tongue-and-groove (T&G) wood decking. Fastener type, spacing, and row patterns for field, edge, and corner zones shall be provided by the roofing manufacturer in accordance with their NOA or engineering evaluation to support the required 20-year Material and Labor NDL warranty. The Government does not have additional structural drawings or records for the T&G deck beyond what is shown in the contract documents.
5. Does the specified SBS roofing system product approval cover mechanically fastened base sheet attachment to Type B steel deck at 7-foot structural support spacing? If the 7-foot span falls outside the published approval tables, does the Government have existing structural documentation for Building 115 confirming the steel deck gauge and span rating that can be provided to bidders, and will a manufacturer engineering evaluation or special approval be required to support the 20-year NDL warranty on this building?
The mechanically fastened base sheet shall be installed in accordance with the roofing manufacturer’s approved fastening requirements for the existing steel decking on Building 115. If the 7-foot structural support spacing falls outside the manufacturer’s published NOA or product approval tables, the roofing manufacturer shall provide the engineering evaluation or special approval required to support the specified 20-year Material and Labor NDL warranty. Any corrections, enhancements, or additional measures necessary to meet the manufacturer’s engineered attachment requirements shall be included in the Contractor’s proposal and provided as part of delivering a fully warrantable roofing system. The Government does not have additional structural drawings or records for Building 115 confirming the steel deck gauge or span rating. This clarification does not modify the scope of work.
6. Is a 20-year full Material and Labor NDL warranty required for the metal roofing system on Building 113, or will a manufacturer's standard metal roof warranty (typically a paint/finish warranty) be acceptable for this building? 2. Who is the Authority Having Jurisdiction (AHJ) for this project? Should the Contractor's permit submittal package be structured per Florida Building Code 8th Edition HVHZ standards, and what is the NPS internal review and approval process for construction documents and permit submittals on this project?
A 20-year full Material and Labor NDL weathertightness warranty is required for the metal roofing system on Building 113, and all costs necessary to obtain this warranty shall be included in the Contractor’s proposal. The National Park Service is the Authority Having Jurisdiction (AHJ) for this project. Because the work occurs on federal land, no state or local permitting applies, and no Florida Building Code or HVHZ permit submittals are required. All construction documents and submittals will be reviewed through the NPS internal review process as described in the contract documents.
7. Please confirm that replacement of the existing roof on Building 186 is required under this contract. The Contractor understands the likely reasons include: (a) placing all buildings on a uniform warranty schedule, and (b) enabling full deck inspection and any necessary deck repairs that cannot be performed without tear-off. If replacement of Building 186 is confirmed as required, no further clarification is needed on this item.
Replacement of the existing roof on Building 186 is required under this contract.
8. Does the gutter scope require installation of new 4-inch seamless gutters and downspouts on all perimeters of all 8 buildings, or only on buildings where gutters currently exist (Buildings 164 and 186)? 2. Building 186 currently has 6-inch gutters all around. Does the specification require replacement with new 4-inch gutters, or should the existing 6-inch gutters be retained or matched? Replacement with a smaller gutter size would represent a hydraulic downgrade from the existing condition. 3. Building 164 has an existing integral box gutter all around the upper roof. Is the box gutter to be replaced with the new 4-inch seamless system, or retained and integrated into the new roofing assembly? 4. Please issue gutter and downspout layout drawings (expected on Sheet 05) showing location, size, slope, and outlet/downspout positions per building.
Gutters and downspouts are to be replaced only where they currently exist. Existing gutter types and sizes shall be replaced in-kind; Building 186 shall receive new 6-inch gutters matching the existing size, and the integral box gutter at Building 164 shall remain and be integrated into the new roofing system. No new gutters are required on buildings that do not currently have them.
9. Please confirm that the Contractor should match existing drip edge face dimensions at each building respectively, rather than install a uniform size across all buildings. 2. For buildings with existing 2-piece counter flashing reglet systems (Buildings 114, 115, 164):
can the existing reglet be retained in place with only the cap/face piece replaced, or is full 2-piece counter flashing replacement required? 3. What metal type is specified for drip edge, counter flashing, and associated edge metal on this project — aluminum, galvanized steel, stainless steel, or copper?
Drip edge shall be replaced to match the existing face dimensions at each building.
Existing reglets shall remain in place; only the cap/face flashing is to be replaced and integrated with the new roofing system. All drip edge, counter flashing, and associated edge metal shall be aluminum as specified.
10. Is the 25% fascia replacement allowance applied per building or across the project as a whole? If a single building's fascia deterioration exceeds 25% of its perimeter, how should the Contractor address quantities beyond the included allowance — change order, unit pricing at bid, or another mechanism? 2. What is the specified flashing or sealant detail for making the 2x fascia/wood blocking plate/CMU wall joint watertight at Building 116?
The 25% fascia replacement allowance applies to each building individually. Once the total fascia replacement across the project exceeds the included allowance, additional quantities will be addressed by change order. For Building 116, the fascia/wood blocking plate/CMU wall joint shall be made watertight using sealant and flashing integrated with the new roofing system in accordance with standard manufacturer details.
11. Please confirm the minimum required VTR pipe height above finished roof surface per the contract documents. This confirmation is needed to accurately scope and price pipe extension work across all affected buildings.
Existing vent heights shall be maintained unless extension is required to meet applicable code and roofing manufacturer requirements.
12. Is raising the existing electrical conduit onto pipe stands above the new roof surface included in the roofing contractor's scope of work, or will the Government coordinate a separate electrical contractor to perform this work? 2. What is the Government's required timeline for conduit relocation relative to roofing installation on Building 164?
Raising or relocating existing electrical conduit onto pipe stands is not included in the roofing contractor’s scope of work. The Government will coordinate this work through a separate effort.
13. Does the lightning protection scope apply to all 8 buildings, or only to specific buildings?
Please provide a building-by-building LP scope list. 2. Building 158 appears to have an existing copper LP system. Is the LP scope for Building 158 a new system, a full replacement, or an extension/upgrade of the existing system? 3. Please issue lightning protection layout drawings as part of Sheet 05 or as a separate addendum, showing air terminal locations, conductor routing, ground ring, and ground rod locations for each building in scope. 4. Can the Government provide a list of pre-qualified UL OWAY-listed LP installers for this region to assist bidders in sourcing qualified subcontractors?
All eight buildings included in the project have lightning protection systems. The lightning protection scope is remove and replace for all eight buildings to provide complete UL/NFPA-compliant systems integrated with the new roofing. Lightning protection layout drawings are not included in the contract; the contractor shall provide a complete code-compliant design. The Government does not maintain a list of pre-qualified UL-listed installers.
14. Has the Government identified a specific approved manufacturer, or may the Contractor propose any manufacturer whose system meets the performance specification? 2. Is manufacturer pre-approval and project registration required prior to bid submission, or is this a post-award obligation? 3. For buildings with non-standard deck substrates, will the Government accept a manufacturer engineering letter or special warranty in lieu of standard approval table coverage?
The Contractor may propose any manufacturer whose system meets the specifications and can provide a full 20-year weathertight warranty for all roof assemblies and substrates included in the project. Manufacturer approval are post-award requirements.
For buildings with non-standard deck substrates, the Contractor shall provide all manufacturer engineering letters, approvals, and warranty documentation necessary to ensure full 20-year weathertight warranty coverage. The Government will not accept systems or assemblies that cannot be warrantied.
15. How should the woodwork allowance items be structured in the bid — as a single combined lump sum, or broken out separately by component type (sheathing/deck boards, sub-fascia, fascia, soffit, trim) and/or by building? 2. Is soffit repair and replacement included within the woodwork allowance scope, or is it a separate bid item? 3. If actual quantities of deteriorated wood on any building exceed the 25% allowance, how will overage quantities be addressed — Government-issued change order, or unit pricing submitted at bid time? If unit pricing is required, please provide the applicable unit price schedule format and component list. 4. If actual quantities come in below the 25% allowance on any building, will the Government take a credit? If so, how is the credit calculated — based on the same unit pricing, or a different mechanism? 5.
Please clarify whether the 25% allowance is applied per building individually or as a blended average across the entire project.
The 25% woodwork allowance is applied per building and is used only for actual quantities of deteriorated wood that require replacement. The Contractor shall provide unit prices for each applicable wood component, and payment will be based solely on the quantities replaced using those unit prices. Soffit repair and replacement are not included in the woodwork allowance and shall be handled separately. If actual deteriorated wood quantities exceed the 25% allowance for any building, the excess will be addressed by Government-issued change order using the same unit pricing. Unused allowance quantities are not charged.
16. Please provide the hazardous materials report referenced in Section 070150. Its omission prevents bidders from assessing ACM risk and confirming EPA pre-notification compliance prior to roofing demolition. Has a formal pre-demolition asbestos survey been conducted on all 8 buildings? If so, please provide the survey report. If not, is the Contractor required to commission a survey prior to demolition, and is that cost included in the contract scope? 3. If ACM is confirmed present, is abatement a contract line item or handled by a separate NPS contractor? How will discovery of unanticipated ACM during demolition be addressed contractually? 4. Please confirm the applicable EPA NESHAP notification jurisdiction and required lead time for this federal project location.
No asbestos or hazardous materials survey has been performed for these buildings, and no report is available. The contract does not require the Contractor to conduct a survey.
Roofing demolition shall proceed in compliance with all applicable OSHA/EPA regulations, with stop-work and Government notification if suspect ACM is encountered.
Any confirmed ACM will be addressed by a separate NPS abatement contractor, and unanticipated ACM will be handled through Government direction.
