About this file

This is a Questions and Responses document for solicitation 140P5426R0001, addressing roof replacement work at the Visitor Center (VC) and Law Enforcement (LE) buildings at Fort Matanzas National Monument. Questions were received prior to the deadline of January 30, 2026, at 1:00 PM EST.

The document clarifies key project requirements and constraints. The Visitor Center will remain open during construction, requiring contractors to implement safety measures including temporary fencing, overhead protection, traffic control, clear signage, designated pedestrian pathways, and daily debris removal to protect visitors and staff. The government will provide a staging area for materials at both buildings. For the Law Enforcement building, gutters must be solid copper (20 oz copper half-round style) matching the Visitor Center gutters as closely as commercially available. Roof flashings (wall flashings, kickouts, valley metal, and drip edge) must use copper in historically designated areas where copper currently exists on the Visitor Center roof; aluminum or other non-steel products may be used elsewhere if compliant with Brava installation guide and Florida Building Code standards, with no steel products acceptable due to the saltwater environment. All finishes must match existing materials for historical consistency. The National Park Service will remove items attached to the LE building that require relocation prior to work commencement. The contractor must comply with all contract requirements regarding safety plans, OSHA standards, and certifications including CQM and SSHO where applicable; the onsite superintendent may perform work and NPS does not control contractor staff assignments. A reference to standing seam roof in the scope of work was confirmed as an error.

QUESTIONS AND RESPONSES

FORT MATANZAS NATIONAL MONUMENT – ROOF REPLACEMENT AT VC AND LE

BUILDINGS – 140P5426R0001

Note: The following questions were received prior to the deadline for questions which was 01/30/2026 at 1:00PM EST as per the solicitation.

1. Will the visitor center be open during construction?

Yes, the visitor center will remain open throughout the construction period.

a. If so, Do the contractors need to ensure that no materials fall on the entrance or around the building during demolition and installation?

Contractors must ensure that no materials fall on the entrance or surrounding areas during demolition and installation. Maintaining a safe work site is essential, as visitors and park staff will require access to the building throughout the day.

b. Is there a preferred method that the government would like the contractors to use?

Install temporary fencing and/or caution tape to restrict access to construction zones and equipment.

Provide overhead protection to safeguard against falling objects in areas where sidewalks or walkways are located.

Implement traffic control measures when necessary to direct visitors safely along sidewalks and designated pathways.

Post clear signage and wayfinding to guide visitors around restricted areas and indicate safe routes.

Maintain designated pedestrian pathways with protective barriers separating foot traffic from active work zones.

Ensure daily housekeeping and debris removal to keep public areas clean and hazard-free.

2. Will the government provide a staging area for the materials for both the Visitor Center and the Law Enforcement buildings?

Yes

3. Do the gutters for the Law enforcement building have to be solid copper?

Yes. The gutters must be solid copper and should match the style of the Visitor Center gutters as closely as commercially available. There are suppliers that provide 20 oz copper half-round gutters, which meet this requirement.

4. Please confirm acceptable materials and finishes for all roof flashings (including wall flashings, kickouts, valley metal, and drip edge). Specifically, is copper required to match the gutter system, or may aluminum or galvanized steel be used if compliant with the Brava installation guide and Florida Building Code? If non-copper materials are acceptable, please confirm required finish/color.

Copper Requirement:

Where copper currently exists on the Visitor Center roof, copper must be installed to maintain historical compliance.

Non-Copper Materials:

In areas where copper is not currently installed, aluminum or other non-steel products may be used, provided they comply with the Brava installation guide and Florida Building Code. No products containing steel will be accepted due to the saltwater environment.

Finish and Color:

All materials must be consistent with existing finishes and colors to preserve the historical integrity of the buildings. Use commercially available products that match existing materials as closely as possible.

Summary:

Copper is required in historically designated areas.

Aluminum or other non-steel products are acceptable elsewhere if compliant with code and installation guidelines.

All finishes must align with existing materials for historical consistency.

5. There are a few items attached to the building where gutters will be mounted, including a light and some wiring from the antenna tower. Will these be removed prior to the start of work, or who will be responsible for removing them?

Yes. NPS staff will remove the items that need to be removed/relocated on the LE building.

6. Does the superintendent need to be certified with OSHA, CQM certification, and SSHO. And can the onsite superintendent perform work?

The contractor must comply with all requirements outlined in the contract regarding safety plans, OSHA standards, and related certifications, including CQM and SSHO where applicable.

Yes, the onsite superintendent may perform work. The National Park Service (NPS) does not control contractor staff work assignments.

7. There is a reference to a standing seam roof in the scope of work. Please confirm that this is an error.

Yes. This is an error in the scope of work.
