About this file

This is a Questions and Responses document for the Cumberland Island National Seashore interior painting solicitation (140P5426Q0024). The questions were submitted prior to the 07/20/2026 deadline and address clarifications on scope, Period of Performance, materials, and operational requirements.

Key scope clarifications include confirmation that elevator doors and frames on both floors shall be prepped and painted, green millwork only in the gift shop area requires color change, and lower ceilings in upstairs hallway and reception area are optional pending fund availability. The contractor is responsible for matching existing paint colors as practicable, with drawdowns to be submitted for NPS approval. Interior doors must be painted on all six sides; means and methods are the contractor's responsibility, but no paint shall remain on hinges or hardware upon completion. Regarding Period of Performance, discrepancies between the SF18 (August 1, 2026 – July 31, 2027) and SOW Section 2.1 (August 1, 2026 – August 30, 2026) are identified as estimations for planning guidance only; contractors should propose their best estimated completion timeframe based on scope and industry standards, with final dates established at contract award. The mainland Visitor Center was built in 1998 with no Lead-Based Paint present. Work hours are 7:00 AM – 5:00 PM with restricted building access through the breezeway entrance between 8:00 AM – 3:45 PM; access must be achieved via second floor east and west elevation doors. The NPS janitorial floor sink, connected to the municipal sewer system, is approved for paint washout. CLIN 3 (Base Bid) includes painting bookstore millwork in standard facility color, while CLIN 10 (Option 1) captures only the incremental cost for color change using SW 6192 Coastal Plain for cabinets and SW 3637 Oyster White for decorative shapes, or approved equivalents.

QUESTIONS AND RESPONSES

CUMBERLAND ISLAND NATIONAL SEASHORE – PAINT INTERIOR OF MAINLAND

VISITOR CENTER – 140P5426Q0024

Note: The following questions were received prior to the deadline for questions which was 07/20/2026 at 04:00PM EST as per the solicitation.

1. Can you confirm if the color change in the bookstore area is only green? Or are we pricing to touch up the stained portion as well? I am attaching a picture for clarification

Responses: The green millwork only in the gift shop area.

2. Per the site walk as for the color of the cabinets in the sales area, it is currently green in color. Can you confirm that as for an alternate will the color remain the same or is there another color that is requested from owner?

Responses: The color is called out in the updated SOW. All changes are highlighted yellow.

3. There is no mention of painting the elevator door and frame on the 1st floor nor the 2nd second floor. Please advise if the door and frame should be painted or just the frame only?

Responses: The elevator door and frame shall be prepped and painted.

4. A discrepancy exists between the Period of Performance on the SF18 (August 1, 2026 – July 31, 2027) and Section 2.1 of the Statement of Work (August 1, 2026 – August 30, 2026). Which Period of Performance should contractors use for quote preparation?

Response: The dates listed in both SF18 and the Statement of Work are estimations intended to provide planning guidance. Contractors should propose their best estimated project completion timeframe based on the scope of work and standard industry duration for similar interior painting activities. The final Period of Performance will be established at contract award.

5. Elevator door and trim – Should these be prepped and painted?

Responses: The elevator door and frame shall be prepped and painted. Details of the task are in Section 7.0 of the updated SOW. All changes are highlighted yellow.

6. Lower ceilings – Should the lower ceilings in the upstairs hallway and reception area be painted?

Responses: The NPS shall review pricing for this task as an option dependent on availability of funds. Details of the task are in Section 7.0 of the updated SOW. All changes are highlighted yellow.

7. Please also advise whether an amendment to the Statement of Work will be issued, or if we should base our proposal solely on the current solicitation of documents.

Responses: Any necessary changes are updated in the SOW in response to RFIs.

8. Period of Performance Discrepancy: The SF18 and Solicitation details (Block 6) indicate a Period of Performance from 08/01/2026 to 07/31/2027 (12 months). However, SOW Section 2.1 requests a strict Period of Performance from August 1, 2026, to August 30, 2026 (30 days). Please clarify the correct performance timeline expected for this project.

Responses: The dates listed in both SF18 and the Statement of Work are estimations intended to provide planning guidance. Contractors should propose their best estimated project completion timeframe based on the scope of work and standard industry duration for similar interior painting activities. The final Period of Performance will be established at contract award.

9. Lead-Based Paint (LBP) Presence: SOW Section 5.0 (Personal Protective Equipment) specifically mentions "Protective clothing (especially for LBP)". Please confirm if there is known Lead-Based Paint present on the surfaces to be prepped and painted, and if EPA RRP (Renovation, Repair and Painting) certification and specific abatement/containment protocols are required for surface preparation.

Responses: The mainland VC was built in 1998 and has no LBP. The comment was stricken and highlighted.

10. Six-Sided Door Preparation: SOW Section 3.4 requires that "Interior doors shall be painted on all six (6) sides." Please clarify if the Government requires the Contractor to physically remove the doors from their hinges and remove all existing door hardware to perform this task, or if painting the edges while hung in place is acceptable.

Responses: Means and methods are the responsibility of the contractor. The NPS has an expectation that no paint shall be on hinges or door hardware when the job is completed.

If the contractor finds paint on door hardware before painting begins, they shall notify the COR before painting of the door begins.

11. Washout Containment vs. Sink Usage: SOW Section 4.0 (Item 8) grants the Contractor access to the NPS janitorial floor sink for washout. However, Section 6.0 (Item 3) states the Contractor must ensure all washout is "contained and disposed of in accordance with local, state, and federal regulations." Please clarify if the provided janitorial sink drains to an approved municipal sewer system suitable for latex paint washout, or if the Contractor must physically capture and pump out the wash water from the sink for off-site disposal.

Responses: This mop sink is connected to the municipal sewer system. Washout in the sink is permissible.

12. Option 1 Scope Definition: Regarding CLIN 10 (Option 1: Color change for millwork in bookstore) and SOW Section 7.0, please clarify the pricing structure. Should the Base Bid (CLIN 3) include painting the bookstore millwork the same standard color as the rest of the facility, making CLIN 10 strictly the additional/delta cost for introducing a second color? Or does CLIN 10 represent the entirety of the labor and material required to prep and paint the bookstore millwork?

Responses: The Base Bid (CLIN 3) should include painting the bookstore millwork to match the standard color used throughout the facility. CLIN 10 (Option 1) is intended to capture only the additional cost for performing a color change to the millwork in the Eastern National Bookstore area, specifically using SW 6192 Coastal Plain for cabinets and cabinet doors, and SW 3637 Oyster White for decorative shapes on cabinet doors, or approved equivalents. CLIN 10 should represent the incremental labor and material required for the alternate colors, above and beyond the base bid scope. Please refer to Section 7.1 of the updated SOW for details; all changes are highlighted in yellow.

13. Working Hours and Access: SOW Section 4.0 (Item 7) requires the Contractor to minimize disruption to NPS operations and maintain safe visitor access at all times. Are after-hours or weekend work shifts permitted to help mitigate visitor disruption? If so, will an NPS escort be required, and will the Government provide that escort at no cost to the Contractor?

Responses: Work Hours 7:00 AM – 5:00 PM. The contractor shall not access the building through the breezeway entrance between the hours of 8:00 AM – 3:45 PM. Access shall be achieved from the second floor east and west elevation entry doors.

14. Color Selection and Coverage: SOW Section 4.0 specifies Sherwin Williams Emerald Interior Acrylic Latex Paint with "Color TBD" for Gypsum and Millwork. SOW Section

3.3.2 mandates exactly two (2) finish coats. Because deep, ultra-deep, or vibrant tinted bases frequently require more than two coats to achieve full opacity without lap marks, will the Government limit the color selection to standard pastel/light bases, or should the Contractor assume the risk and price for deep-tint bases?

Responses: The contractor shall be responsible for matching the existing paint. The existing paint colors shall be matched to existing colors as well as is practicable.

Drawdowns will be provided after the matching process to the NPS during the submittal process.
