About this file

This is a Questions and Responses document for federal contract solicitation 140P5426Q0001 regarding monitoring and testing of fire and security alarms at Timucuan Ecological and Historic Preserve. The question deadline was February 3, 2026 at 4:00 PM EST. The document addresses 18 questions submitted by prospective contractors concerning system specifications, equipment inventory, inspection reports, and contractual responsibilities.

Key clarifications from the government responses include: FMSS codes referenced in equipment breakdowns should be disregarded; park staff are already programmed into all DMP panels with individual access numbers; inspection reports for Johnson Barn and Quarters 4 from the previous year are available along with stamped drawings for the new DMP system installed in August 2025, though detector and sensor quantities on drawings may not be exact due to minor installation changes; the incumbent contractor will not release existing cellular communicators, making the new vendor responsible for providing them; new DMP panels function as both fire and security panels depending on structure requirements per the Scope of Work; contractors are responsible for replacing wireless device batteries (CR123a type); programming codes will be provided to contractors if monitoring equipment needs to be switched; all fire alarm control panels are in good condition with confirmed secondary power and battery backup as of February 4, 2026; and system manufacturers and details are listed on page 4 of the Scope of Work.

QUESTIONS AND RESPONSES

TIMUCUAN ECOLOGICAL AND HISTORIC PRESERVE – MONITORING AND TESTING

OF FIRE AND SECURITY ALARMS – 140P5426Q0001

Note: The following questions were received prior to the deadline for questions which was 02/03/2026 at 04:00 PM EST as per the solicitation.

1. On the breakdown of equipment on page four, there is an FMSS number in the last column. Do we know what that stands for. Any lockout codes provided for these DMP panels.

No need to worry about the FMSS codes, that was not meant to be in the document. I’m not exactly sure what you are referring to with “lockout codes”. The park staff are already programmed into all of the DMP panels with their own individual number. I have the manual on hand for how to program the panels.

2. Can I get copies of the annual fire alarm inspection reports? The amount/type of equipment determines the inspection costs. Are there 10 smokes or just 1? Are there sounders in every room?

I can provide the inspection reports for Johnson Barn and Quarters 4 from last year. I am also providing the stamped drawings for the new DMP system that was installed (August 2025) in most of the structures. Please realize the number of the detectors and sensors on the drawings may not be exact because some minor changes did occur during installation, but they are fairly close in location and in number.

3. Are there any available copies of the annual fire alarm inspection reports?

Please refer to Question #2.

4. Could you please confirm the quantity and type of equipment? For example, are there 10 smoke detectors or just 1? Are there sounders in every room?

5. Regarding the Starlinks, could you clarify if internet connectivity or similar devices are included in the scope. If so, will these be released by the current contractor, or should we account for them in our offer?

Do not anticipate the current vendor releasing the cellular communicators. Vendor will be responsible for providing cellular communicators.

6. Please confirm whether the incumbent contractor will release and transfer monitoring services for existing Starlink cellular communicators, and whether recent Annual Fire Alarm Inspection Reports for each site are available.

Please refer to Question #5.

7. Would the current alarm contractors be releasing the communicators existing on site? Or are new communicators going to be required?

Please refer to Question #5.

8. DMP Panels Are the new DMP panels being installed intended to function as security panels, fire panels, or a combination of both?

Yes . Please refer to the Scope of Work for which structures have fire, security, or both.

9. Previous Inspection Reports Does the Government have any previous inspection, or testing reports available for review?

10. Wireless Device Batteries Is the contractor responsible for replacing wireless device batteries as part of the contract scope?

Yes.

o If so, would the customer provide the specific battery types required? CR123a Note: During the site walk, it was requested that a device be taken down; however, we were advised that the systems were not currently in test mode.

11. Monitoring Points List Can the customer provide a points list for monitoring (i.e., the full inventory of devices/zones to be monitored)?

12. I am writing to ask if the zone lists for the fire alarm systems are available for each site listed in the scope of work for this project.

13. For this project, would you mind sharing what company the existing system is from?

Please refer to page 4 of the Scope of Work. The table has the systems listed and their company/manufacturer.

14. Can you provide inspection reports/record of completion with device counts for each location?

15. Will the programming code be provided in the event we need to switch the monitoring equipment?

Yes.

16. The most recent fire alarm inspection and testing reports for each location, including any open deficiencies.

17. Current system status for each panel, including any active trouble, supervisory, or communication conditions.

Good.

18. Confirmation of secondary power and battery condition at each fire alarm control panel.

Confirmed. It seems to be good at all panels as of 2/4/2026.
