140P5424R0015 Amendment 1 Attachment 1
Question #1: Regarding the Brava Shake, is this guideline is a strict guideline, or if would be possible to use the traditional Grade A Blue Label Cedar Shakes which the National Parks normally uses for these types of looks?
Answer: The solicitation does say “or approved equal”, but the NPS would not consider a traditional cedar shake comparable. With the composite, there is a 10 to 15 year longer life expectancy, composite usually costs less, requires less maintenance, and it does not lose it's color/newer look like the natural shingles.
Question #2: Your posted package shows the approximate squares of each of the buildings. Is the pitch and waste factored into the amount of squares listed for each building?
Answer: Per the statement of work, "Measurements and quantities are approximations and offerors must field verify all proposed dimensions and materials necessary before submitting a proposal."
Question #3: Does the NPS want new gutters with each building as well?
Answer: No. Extreme care should be exercised not to damage existing gutters. Any damage resulting from the contractor's operation shall be repaired and/or replaced with like-in-kind material at the approval of the COR, at no additional cost to the Government.
Question #4: What gauge does the NPS prefer for the metal roof? 24 gauge? 26 gauge?
Answer: 24 gauge for steel and 0.040 inch thick for Aluminum and Aluminum-Alloy
Question #5: Are you looking for steel, or aluminum? The reason I ask is because aluminum will be the only panel That carries a warranty that is close to water.
Answer: Per the statement of work, the roofing material at Castillo must be weathered shake to match the HQ building roof. At Fort Matanzas Restrooms – a warranty period will be an evaluation factor in the choice of material for the metal roof. Provide warranty data with material option (s). Additionally, provide the cost and benefits for each type of material you include in your estimate(s). (Florida's coastal areas also pose a challenge with salt-laden air, which can accelerate corrosion. The FBC requires that metal roofing materials used in these areas be corrosion-resistant. This often means using materials like aluminum, zinc-coated steel, or stainless steel, and ensuring proper coatings are applied to prevent rust and corrosion over time. ***Include these details in Volume II, Tab 4 of your proposal***
Question #6: Can you specify underlayment type?
Answer: The underlayment type shall meet the Florida Building Code and be installed in accordance with both the underlayment manufacturers and roof covering manufacturer’s installation guide/instructions. Include material details in your estimate so the NPS can verify recommended material with the roof covering manufacturer and Florida Building Code***Include these details in Volume II, Tab 4 of your proposal***
Question #7: Can you specify the fastener type (stainless steel or galvanized)?
Answer: No. Dependent on manufacturer and Florida Building Code.
Example :
Standard Fasteners (Brava) All shakes should be installed with two corrosion resistant fasteners of sufficient length to penetrate no less than 3/4-inches into the deck or completely through the roof deck. Ring shank roofing nails or screws may be used depending on application and code requirements. Brava recommends using screws whenever high winds are typical. Always ensure fasteners are in compliance with building codes and design requirements and that corrosion protection is sufficient for regional conditions.

The FBC requires that metal roofing materials used in these areas be corrosion-resistant. This often means using materials like aluminum, zinc-coated steel, or stainless steel, and ensuring proper coatings are applied to prevent rust and corrosion over time. (Include the recommended coating in your proposal)
Applicable building codes shall be followed, and all products shall have Florida Building Code
Product Approvals. Additionally, provide the cost and benefits for each type of material you include in your estimate(s).
Question #10: Should our proposal include removing the gutters, replacing the roof and re-installing the gutters?
Answer: Extreme care should be exercised not to damage existing gutters. Any damage resulting from the contractor's operation shall be repaired and/or replaced with like-in-kind material at the approval of the COR, at no additional cost to the Government.
Question #11: Regarding the Roofs at CASA, is the metalwork needing to be copper due to the proximity of the building to saltwater? (Valleys and Drips).
Answer: Florida's coastal areas also pose a challenge with salt-laden air, which can accelerate corrosion.
The FBC requires that metal roofing materials used in these areas be corrosion-resistant. This often means using materials like aluminum, zinc-coated steel, or stainless steel, and ensuring proper coatings are applied to prevent rust and corrosion over time.
