This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates the award of a firm-fixed-price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as a Request for Quotation (RFQ) 140P54Q0011. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-03 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of Everglades National Park.

This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 332420- Metal Tank (Heavy Gauge) Manufacturing. The small business size standard is 750 Employees.

All items and work completed are to follow the specifications provided without conducting discussions following FAR 13.106-2. The resultant contract will be awarded using procedures following FAR Part

13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. Companies must have a valid Unique Entity ID (UEI) number and an active System for Award Management (www.sam.gov) registration. An offeror must ensure that they are self-certified under NAICS 334420 in the Representations and Certifications portion of www.sam.gov.

DUE DATE FOR QUOTES:

All responsible sources may submit a quotation NO LATER THAN FRIDAY, MARCH 22, 2024, 05:00 PM EST. All offerors shall complete blocks 13,14,15 through 16c of the solicitation form (SF18), the price schedule below, and acknowledge (sign) any amendments issued to this solicitation. Award Selection Process:

SOURCE EVALUATION AND SELECTION PROCEDURES – NEGOTIATED PROCUREMENT

The government anticipates awarding one (1) contract. The significant features of this procedure are:

a. The Technical Evaluation Panel will evaluate technical proposals against the specified Technical Evaluation Factors using the Tradeoff process.

b. The government will evaluate price to determine price reasonableness.

In addition to the evaluation of the previously discussed elements, the government will consider in any award decision the responsibility factors outlined in FAR Part 9.

EVALUATION FACTORS FOR AWARD

All evaluation factors other than price, when combined, are significantly more important than price. All factors listed, other than price, are in descending order of importance. Any sub-factors found in the evaluation factor list are of equal importance. The evaluated price will not be rated or scored but will be considered for reasonableness in the final source selection decision.

RATINGS:

An adjectival rating system for all non-price factors will be utilized as described below. Subfactor ratings shall not be rolled up to an overall rating. A separate adjectival rating system will be assigned to past performance as described below.

Outstanding Proposal indicated an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirement and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high. Proposal is unawardable without discussions.

Unacceptable Proposal does not meet the requirements of the solicitation and thus contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable without discussions.

Past Performance Evaluation definitions:

-Recency: Recency for this solicitation is projects completed within the last five (5) years from the solicitation release date, which is the period during which past performance references are considered relevant.

- Relevance: In establishing what is relevant for the acquisition, consideration shall be given to an

Aspects of relevancy include similarity in scope of service, complexity, dollar value, use of key personnel, and extent of subcontracting.

- Quality: The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offeror's past performance on past contracts;

rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. Requirements for considering history of small business utilization are outlined at FAR 15.304(c)(3)(ii). The Past Performance Evaluation will review all past performance information collected and determine the quality of the offeror's performance, general trends, and usefulness of the information.

Once Past Performance Evaluations are completed, a past performance confidence assessment rating is assigned based on the offeror's overall record of recency, relevancy, and quality of performance.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
