1.0 BACKGROUND

Gasoline and diesel fuel tanks in the Pine Island District are aging, worn, rusting, and corroded, and require replacement Heavy pitting is present on interior plumbing that is inaccessible for repair. Leak protection steel pipes on top of the tanks are severely corroded, creating the potential for fuel to leak into interstitial areas and breach the containment space. Gas Boy dispensers and pump boxes are in poor condition and antiquated; replacement parts are scarce. Fuel systems are vital to Everglades National Park operations, serving Law Enforcement, Fire, Interpretation and Education, Utilities, and Administration.

2.0 OBJECTIVES

The NPS seeks to hire a contractor to provide supervision, labor, materials, and equipment to replace four 2,000-gallon fuel tanks with one 4,000-gallon gasoline fuel tank, one 4,000-gallon split gasoline and diesel fuel tank, four Gas Boy dispensers (two per tank), and two sets of galvanized steel stairs with handrails as described in section 6 herein. Two temporary tanks, one unleaded gasoline and one diesel fuel will be provided to serve re-fueling needs during removal and installation.

3.0 PLACE OF PERFORMANCE

Everglades National Park is located west of urban and developed Miami-Dade County, with Park Headquarters located at 40001 State Road 9336, Homestead, Florida, 33034. The work will take place at one site within the National Park boundary. A pre-award site visit is strongly recommended.

4.0 PERIOD OF PERFORMANCE

All tasks and deliverables are 90 days from the date of award and must begin no later than 60 days from contract award. Days listed herein refer to calendar days.

The primary and approved work schedule is Monday through Friday between the hours of 7:00 AM and 3:30 PM, Eastern Standard Time (EST). Any days or hours outside the primary work schedule must be scheduled in advance and approved in writing by the Contracting Officer’s Representative (COR) in advance. If there are any schedule delays the due to lead time of materials, the Contracting Officer (CO) and COR should be notified immediately.

5.0 GENERAL SCOPE

The contractor shall deliver the following service and provide a cost breakdown to include materials/equipment, labor, administrative, mobilization, and other fees. The contractor shall have an on-site superintendent/foreman present at all times during project performance; there will always be an English-speaking person in a position of authority at the job site. In accordance with the terms and conditions herein, the prime contractor or his sub-contractors shall perform the work of this contract for the NPS.

The contractor shall:

5.1 Furnish all labor, materials, equipment, and supplies needed to replace four 2,000-gallon fuel tanks with two 4,000-gallon tanks, dispensers, and hoses as specified in this contract. One 4,000-gallon tank will store and dispense unleaded gasoline fuel, the other 4,000-gallon tank will store and dispense 2,000 gallons of unleaded gasoline fuel and 2,000-gallon diesel fuel. Contractor services will remove and legally dispose of offsite existing fuel tanks, electrical wiring, and related components and install new in the existing locations, mounted to the existing concrete support slab;

5.2 Pump fuel from existing tanks and transfer to temporary tanks;

5.3 Furnish and install required emergency vents, primary vents, leak protection gauging, mechanical overfill protection, remote fill box, high-level alarms, placards, valves, and piping;

5.4 Furnish and install hoses and nozzles, high hose retrievers, whip hoses, breakaways, and swivels on fuel tanks;

5.5 Furnish and install four Gasboy 9820 Astra Dispensers or equivalent, two on each tank.

Replacement dispensers or equivalent must be compatible to with the existing Gasboy communications program.

5.6 Furnish and install Duplex Racor Spin on filter sets for each dispenser;

5.7 Furnish and install three external fuel level gauges; one on the 4,000-gallon gasoline fuel tank, and two on the combination tank, one for gasoline and one for diesel fuel;

5.8 Furnish and install Class 1 DIV 1 electrical to tanks and pumps with emergency stop and placards as required by National Fire Protection Association (NFPA) 30 and 30A;

5.8.1 Electrical work shall be performed by a NFPA-Certified Electrician;

5.9 Furnish and install two sets of galvanized hot dip steel stairways, one for each tank, compatible with the tank height that fits on the existing concrete support slab. The stairways must be secured to the slab;

5.10 Provide engineering design drawings as required to obtain required permits from the Florida Department of Environmental Protection (FDEP) and Miami-Dade County Environmental Resources Management (DERM);

5.11 Perform testing and obtain required inspections;

5.12 Verify the quantity of materials needed to complete the task identified;

5.13 Provide two temporary double-walled 2,000-gallon fuel tanks with pumps and dispensers (one gasoline, one diesel) in the Pine Island Maintenance Yard;

5.14 Perform a tank integrity test on all tank lines and sumps;

5.15 Provide tank closure report as required by the Department of Environmental Protection

(DEP);

5.16 Provide a worksite and environment that is safe for employees, park visitors, and NPS staff. If necessary, the work area will be cordoned off and secured;

5.17 Perform all work Monday through Friday, 7:00 AM to 3:30 PM Eastern Standard Time

(EST). No work will be performed on weekends or federal holidays without prior approval from the COR;

5.18 Do Not install or display company signs on government property. Eating and smoking will be performed in areas designated by the COR. Contractor employees shall wear appropriate clothing at all times and refrain from the use of profanity within the earshot of visitors and the public;

5.19 Notify COR of scheduled site visits to ensure access to secured areas; and

5.20 Before submitting a quote for the project, the Contractor shall be knowledgeable of the site and required tasks and hazards.

6.0 TASKS

Under this contract, the contractor shall complete the following tasks and requirements:

6.1 Notify the CO and COR of any schedule changes or delays.

6.2 Confine the staging of materials, equipment, and vehicles, and all other operations in connection with this contract to areas designated by the COR. The contractor shall return all equipment, staging, ladders, and supplies to this agreed-upon area daily throughout the workday and at the close of business.

6.3 Possess proven experience and expertise in replacing 4,000-gallon fuel tanks and dispensers. The contractor will utilize industry-standard removal and installation practices.

6.4 Before submitting a quote for the project, the Contractor shall be knowledgeable of the site and required tasks and hazards.

6.5 Properly dispose of offsite all equipment material and waste generated by the work of this contract unless otherwise directed by the COR; and

6.6 Clean up the worksite daily and rectify any damage caused by the application or workmanship. It is suggested that before the commencement of work, the contractor together with the COR walk the project and make a list of all existing damage. Each party should keep a dated copy.

7.0 SUPPLY SPECIFICATIONS AND SPECIAL MATERIAL REQUIREMENTS

7.1 4,000-gallon double wall UL # 2085 Fireguard fuel tank or equivalent with a 30-year warranty – Quantity 1. The tank must be two-hour fire-rated, ballistic, and impact-resistant.

7.2 4,000-gallon double wall UL # 2085 Fireguard fuel tank or equivalent with two separate holding areas with a 30-year warranty – Quantity 1. The tank must be two-hour fire rated, and ballistic and impact-resistant.

7.3 Galvanized steel stairways with safety handrails that allow safe access to the top of the tank that fits on the existing concrete slab – Quantity 2.

7.4 Gas Boy 9820 Astra dispensers and pumps or equipment – Quantity 4 (two for each tank);

7.5 Class 1 DIV 1 electrical for tanks and pumps.

7.6 Emergency stop and placards per NFPA regulations.

7.7 External fuel level gauges – Quantity 3: One on the gasoline tank, two on the gasoline/diesel combination tank – one to service gasoline fuel, one to service diesel fuel; and

7.8 Emergency vents, primary vents, leak detection, gauging, mechanical overfill protection, remote fill box, high-level alarms, valves, piping, and all other appurtenances as required for functionality and by law or regulations.

8.0 DELIVERABLES

Before Commencement of Performance

8.1 Provide a written narrative summary of how the contractor will execute the project within a timeline. The document will be referred to as the Pine Island Fuel Tank Replacement Schedule;

8.2 After the award of the contract, the contractor will participate in a planning meeting with NPS staff and the COR at Everglades National Park Headquarters (HQ), or via conference call at the COR’s discretion. The planning meeting will include site visits to view project locations. Project objectives, logistics, methods, equipment, staffing, scheduling, and regulations/guidance for working within the park will be discussed.

The planning meeting should be attended by essential personnel from the contracting team;

8.3 Provide a safety plan as identified in section 9; and

8.4 Provide proof of liability insurance and Electrician Certification.

Invoices and Payments

8.5 The contractor shall supply a complete invoice to the COR promptly for payment.

Payment shall be made through the government electronic payment system.

Adjustments for Inadequate Performance

8.6 Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately competed by the contractor; and

8.7 In the event the contractor fails to successfully perform the required work, the NPS has the right to withhold partial payment.

9.0 SAFETY

9.1 Before onsite work begins the contractor must submit a site/project-specific written safety and accident prevention program containing the following:

9.1.1 Name of responsible supervisor to carry out the program;

9.1.2 Site-specific information including emergency response contact information and emergency response protocols;

9.1.3 Provide and submit a safety plan outlining your safety program specific to this site;

9.1.4 Outline each phase of work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, NPS personnel, and contractor’s employees

9.1.5 Hazardous materials (HAZMAT) to be used:

9.1.5.1 Copies of Safety Data Sheets (SDS) must be provided to the COR

9.1.5.2 Proper storage of hazmat

9.1.6 Personal Protective Equipment (PPE) and proper use of;

9.1.7 Spill Prevention, Control, and Countermeasure (SPCC) Plan;

9.2 Fuel spills should never occur and must be prevented by ensuring experienced personnel properly deploy a spill kit before performing any function requiring preventative measures. The contractor shall report any spill immediately to the COR;

9.3 The contractor shall provide a safe workspace for all employees while on the NPS site;

9.4 The contractor shall follow all Occupational Safety and Health Administration (OSHA) requirements, Environmental Protection Agency (EPA), Federal, State, and local safety and health requirements;

9.5 The contractor shall report all accidents to the Contracting Officer or Contract Specialist assigned to the contract immediately and assist the Contracting personnel and other officials as requested in the investigation of the accident. Accidents that occur outside of the allowed maintenance area, and cause damage to natural resources or museum collections shall be reported;

9.6 The contractor shall provide a level of public safety commensurate with exposure at an NPS worksite.

9.7 The contractor shall comply in rectifying all unsafe or unhealthful conditions called to their attention by the Contracting Officer; and

9.8 The contractor shall allow for informal and formal, announced, and unannounced safety inspections by the COR, NPS Construction Inspector, and/or appropriate Safety Officer at the worksite.

10.0 TRAVEL

The contractor shall be responsible for all travel-related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

11.0 QUALITY ASSURANCE REQUIREMENT

11.1 The government will periodically evaluate the contractor’s performance by this statement of work;

The contractor shall develop and maintain a quality control program to ensure services are performed following commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work;

1.1 Additional requirements:

1.1.1 Any damages, including natural and cultural resources impacts, by the contractor will be corrected and repaired where reasonable at no additional cost to the government.

2.0 PROJECT PERSONNEL

2.1 Contract Officer or Contract Specialist:

2.1.1 To be determined at the time of award;

2.2 Park Point of Contact and COR:

2.2.1 To be released at the time of award.
