QUESTIONS/ Answers Construction of Aviation Skid Mounted Fuel System Big Cypress National Preserve, Ochopee, FL Solicitation No. 140P5422R0007

1. Item 1 of the Scope of Work (SOW) included with Amendment 01 states that “the tank size shall be 7,500 gallons.” In order to address the issues the client is experiencing with fuel suppliers, we respectfully suggest a 10,000 gallon tank with a diameter of 10 feet.

The rationale for this suggestion is as follows:

It is our understanding that you are receiving about 3 loads of JP8 fuel per year due to the location and the amount requested. A fuel truck providing JP8 fuel will only be able to provide 8000 gallons of fuel per trip and will only be able to provide up to 90% capacity of the tank due to the overfill prevention. Additionally, you will not have access to about 10-15% of the fuel sitting at the bottom of the tank.

In short, you will generally lose about 20% capacity in total, meaning that with a 7,500 gallon tank, you will only have access to about 6000 gallons of fuel; a 10,000 gallon ultimately saves time and money, as well as provides a foundation for future expansion aviation vehicles. Please advise.

Oasis is not the ultimate location the system will stay at. It will move in three to five years 25 miles west to a new airbase location. We will keep the capacity at 7,500 gallons to help keep costs low.

2. Items 3 & 18 of the SOW state that “the tank shall be skid mounted,” with the intent being that the “whole tank exterior must be visible for visual inspections,” at a “height which allows a complete inspection of the tank bottom.” Skid mounted tanks do not provide whole tank exterior access; to provide the required visibility, the tank will need to be saddle mounted on top of a skid. Please advise.

NPS desires skid mount to facilitate movement/relocation of the system as required. Saddle mounted is not necessary.

3. Item 7 of the SOW states that “an installed hand pump shall be located above the collection area to allow water removal.” Instead, we respectfully suggest installation of a tank hand pump at ground level, incorporating an anti-siphon valve. Please advise.

Either solution is acceptable.

4. Item 9 of the SOW states that “the tank shall have a personnel access ladder and catwalk with railings.” Does the catwalk need to cover the entire length of the tank, or just where tank appurtenances are present?

Just where they are present.

5. Addressing Items 10 & 23 of the SOW: we intend to provide an enclosed canopy/equipment area with locking anodized aluminum roll door, which will provide equipment security, approximately 250 gallons of spill containment, and equipment protection from weather. Both off load and dispensing will be located on the west side of the tank. Please advise if this is acceptable.

The SOW addresses the minimum requirements. Anything else that increases safety and efficiency would be acceptable.

The described single cabinet configuration on the west end of the skid mounted tank system will be acceptable and allow the space for offload deliveries and dispensing capabilities.

6. Regarding Item 22 of the SOW: submersible pumps are not the best choice for aviation use. We respectfully suggest that you go with two Gorman Rupp or Blackmer pumps; we recommend a dual pump system with a valve, in order to operate one pump at a time in case a particle pump fails. This option provides a fully operational system, while taking the necessary precautions. The lead time for parts could take 30 days or more. Please advise if this is acceptable.

The SOW addresses the minimum requirements. Anything else that increases safety and efficiency would be acceptable.

7. Regarding Item 27 of the SOW states that “bollards will be required for the fuel receipt end.” We respectfully suggest that bollards be placed around the entire tank in order to reduce risk of safety emergencies.

The SOW addresses the minimum requirements. Anything else that increases safety and efficiency would be acceptable.
