About this file

This statement of work outlines requirements for the construction of an aviation skid mounted fuel system for Big Cypress National Preserve. Key specifications include replacing an existing 2500 gallon ground tank system with a new 7500 gallon cylindrical tank mounted on skids that meets UL2085 standards. The system must filter and dispense JP8 fuel at a minimum 50 GPM and include components like piping, valves, gauges, and a submersible pump. Additional requirements cover tank accessories, instrumentation, painting, signage, and installation on a new concrete pad. Maintenance of the system is also solicited through a multi-year contract to perform annual inspections, sampling, and scheduled and unscheduled maintenance in line with manufacturers recommendations.

Statement of Work

Big Cypress Skid Mounted Aviation Fuel System Project

Oasis Airfield 52105 Tamiami Trl E, Ochopee, FL 34141

Background:

The existing BICY Aviation Fuel System has been identified as needing to be replaced with a certified skid mounted aviation fuel system. The existing system consists of two 2500 gallon ground mounted flat fuel tanks, underground supply lines that run from the tanks WNW direction to a sump that supplies the filtration systems located south of the taxiway that leads from the hanger to the runway and landing pads. (Pictures included of the existing system).

All the existing system components shall be removed from work area by the Government. Filter vessels and tanks need to be drained and cleaned by awardee prior to installation of the new system. The government will inspect and store old tanks and vessels after cleaning. The awardee must disconnect old tanks as well as remove current supply and power lines in order to accommodate new system installation.

After removal, the work site leveled to grade and new concrete pad poured to support the new system (weight and dimensions dependent on system size and weight). The cement pad and new tank shall meet all Environmental and NFPA standards for the state of Florida and Collier county. The entire system will be contained on this skid system. System will be tied into the local power supply provided at the hanger on site.

Specifications for Helicopter Refueling Tank/System

Listed below are the requirements for a new helicopter refueling tank/system. The system will be located at the Big Cypress National Preserve.

3. The tank shall be skid mounted. The whole tank exterior must be visible for visual inspections.

4. The tank shall have UL2085 Double Walled compatible emergency vents and normal vents.

5. The tank shall have a 2” port for manual gauging and another 4” port for manual fuel sampling.

6. The tank shall be sloped at a ¼” per 1’ to allow accumulated water removal.

7. The tank design shall include a recessed collection area where accumulated water is held until removed. A 2” access port with an installed hand pump shall be located above the collection area to allow water removal (or similar).

8. The tank shall be cylindrical in design.

9. The tank shall have a personnel access ladder and catwalk with railings.

10. The tank shall require a ground level tank fill fuel receiving receptacle with offload pump capabilities and associated piping. The receiving/delivery receptacles shall be located inside cabinets to allow secondary containment during coupler connection. The delivery pump and receptacle will be located at the opposite end from the receiving cabinet. The receiving/delivery cabinets shall be sloped to a drain valve to allow any fuel accumulation removal.

11. A filter separator containing coalescer and separator elements shall be positioned downstream of the delivery receptacle. The vessel/element combination shall meet the latest Energy Institute 1581 specification.

a. The Facet Model HCS-222-1324 filter vessel containing 2 CAA@@-5SB coalescer elements and 1 SS324FA-5 separator element meets requirements for dispensing JP8 aviation fuel.

b. The filter vessel shall require the following listed accessories:

i. Automatic air eliminator* with check valve.

ii. Pressure relief valve*.

iii. Differential pressure gauge*.

iv. Water slug control valve (Gammon Technical GTP 1750-5-(1or2 selection dependent upon voltage available 120=1, 220=2)-3-1-3-3-3-5-0.

v. Manual water drains valves.

vi. Millipore sampling probes (upstream & downstream).

vii. System isolation valves shall be located up and downstream of the filter vessel. The valves shall be ¼ turn ball valves.

12. The delivery receptacle piping shall be ported to allow fuel recirculation through dispensing system using existing fuel receipt piping. The port connection shall be a dry break coupler compatible with dispensing hose end coupler.
