QUESTIONS/ Answers Construction of Aviation Skid Mounted Fuel System Big Cypress National Preserve, Ochopee, FL Solicitation No. 140P5422R0007
1. Will there be an additional site visit schedule?
No, however any offeror can request an informal visit to the site via the contracting officer (Chad Williams). The request must be at least 72 hours prior to the date requesting.
2. Solicitation page 3, Item (A) 0010 states “Fuel System Removal and Installation,” Product/Service Code: E1NA, Product/Service Description: Purchase of Fuel Supply Facilities, Requisition No: 004056201.”
However, “A04_Final_Specifications” does not mention removal of any part of the system.
Please clarify any removal requirements.
Final SOW has been amended to clearly state the removal requirements.
3. Reference photo number 9. The existing fuel system tank is located on the backside of the garage building. The NPS has alluded to that the existing tanks being removed and relocated to be potentially saved or repurposed. Please provide specific additional information and/or contractor direction.
Tanks will be removed from existing system. Tanks will be cleaned and all remaining fuel will be removed so that the tanks can be hauled per interstate traffic specifications. The tanks may be able to stay on the current fuel pad SE of the hanger facility but this will be up to the contractor who will be required to remove the underground piping, sumps, electrical conduit and wiring that cannot be used to run power to the new system, and the barricades around the tanks which will be removed from site and disposed of in a landfill facility with documentation proving of its disposal in an environmentally approved method. Fuel filter vessels that are located south of the taxi way west of the hanger will need to be drained, filters removed and set aside for auction by the Preserve.
The curbing, concrete fuel concrete containment infrastructure will need to be removed and disposed on at a landfill and provide documentation that this the disposal of this debris has been done environmentally at a landfill. The only portion of the current system that may remain will be certain sections that comprise the electrical connection to the power grid, but may also need to be removed to power up the new system to include emergency back up power located on site.
4. If anything is to be removed, what part of the existing Fuel System is to be removed, and is the removed Fuel System to be disposed of by Contractor?
The tanks and filter vessels will remain on site after being emptied, cleaned and prepared for transport adhering to interstate commerce requirements. The hose reels will also remain. (See above)
5. Reference A06 Site Photos, picture 1 of 9, aerial view of the site showing the highlighted Proposed Fuel System Pad Location, and Photo number 2 of 9, the highlighted area of the Concrete Pad location.
There are no dimensions, explanation, or specifications as to how and what type of PSI cement strength, any rebar, sizes, if a containment curb is required as is present in the existing area, and the like.
The size of the pad will depend on the dimensions of the finished fuel system. Will need to find out weight, size of the newly fabricated system and design the pad to support the new system for the life cycle of the newly fabricated fuel system. Cement pad will need to be designed and certified as being able to support the system without the need for repair or replacement. The cement pad should have curbing to capture leaking fuel and include quarter turn drainage valves to drain rain water from the containment basin. This basin is designed to contain fuel that leaks from the system and is not expected to contain a complete failure of the tank system, just leaking fittings and components of the system. The pad should be large enough to walk around the entire system without interference and remaining on the cement pad. The pad will include bollards on the outside of the cement pad containment area. The entire system must be built to Collier County Storm Securement Specifications as well as all Florida code regulations for full protection against any natural disasters that are common in the area (namely tropical storms and hurricanes). The concrete support pad must also meet all State of Florida building regulations.
There is no mention of information in any documents provided on SAM.GOV, just what is shown in the photos denoting the location for some type of a pad?
Please provide additional information and or contractor direction.
All work pertaining to this removal and installation of this aviation fuel system will need to be coordinated with Mike Roof or Fred Goodwin to ensure flight operations are not impacted. Big Cypress will allow for disruptions but these will be announced and coordinated with BICY Aviation leadership listed above. Flight operations could range from one helicopter to as many as 15 operating in a high tempo and supported by numerous personnel responsible for a safe aviation operation throughout the year. NPS/BICY will notify the vendor if increased activities are expected.
6. Will the new concrete pad area require any type of engineered drawings?
The pad shall meet the requirements above and be installed to ensure the pad will last as long as the fuel system remains operational (estimated 25+ years or longer). Pad should be designed not to fail due to fractures, or cement separating and flaking over time. Submitted proposal must show new concrete pad’s ability to meet all specifications and requirements of new system.
7. There was not a Statement of Work provided for the recent site visit. Will a Scope of Work be developed to include any/all required works not previously mentioned?
The Statement of Work was posted with the Solicitation to SAM.gov. The new amended Statement of Work has been attached to Amendment #1 of 140P5422R0007’s Solicitation Documentation on SAM.gov.
8. Are there existing restroom facilities available for Contractor usage?
Contractor is expected to provide own restroom facilities for the duration of this project.
9. In addition to the Safety Plan, will a Lift Plan be required as a submittal for the placement of the Skid Tank Fuel System?
Submitted proposals shall include a Safety Plan (that includes COVID-19 precautions), a Lift Plan for the placement of the System, as well as a Bid Schedule for the entire project and detailed price proposal with line item breakdowns. The submitted proposal shall also include the specifications of both the new fuel system and the concrete pad proposal.
10. Please provide a Submittal list and/or Submittal Register for the Fuel System Removal and Installation.
The National Park Service is not keeping a formal submittal list for this action. Offerors are encouraged to submit proposals that meet or exceed the Government’s posted needs. See proposal requirements in Question 9. Proposals will be evaluated based on all evaluation factors included the quality of their technical proposals.
11. Regarding Contract Line-Item Number 020 Additive 1, Maintenance Plan: what is the specific criteria and duration for the Maintenance Plan?
For a certified aviation fuel system inspection to be conducted annually to sign off that the system is operating to manufacture and industry standards. The annual inspections will meet NFPA and Collier County EPA requirements and be documented and provided to BICY Aviation Management annually. The annual inspection will include but not limited to annual filter changes, inspection of pumps, piping, tank and system components to ensure the system is and will remain operating successfully without system breakdown or loss of discharge pressures. Pressure tests will need to be conducted to ensure the differential pressure gauges are accurate. The contract will be a multi year contract with renewable option years. The contract is for both scheduled and unscheduled maintenance. Unscheduled would require contractor to respond within 48 hours to conduct repairs unless agreed upon in writing by the NPS.
12. Do we have to include the removal of the existing fuels tanks and the whole existing system with all underground pipes in this solicitation? Or can you provide a brief explanation of what is included in the demolition?
See above
13. Do we have to provide a concrete slab designed, signed, and sealed by a professional engineer? No. However, concrete pad shall meet all Collier County and State of Florida building regulations.
14. If the lead time to manufacture the tank is longer than expected. How would you handle this situation in terms of the duration of the job?
The NPS understands that issues arise when designing and manufacturing a new aviation fuel system and allowances will be dealt with on a case by case basis and the contractor will need to demonstrate “good faith” measures are being used to ensure extended delays are not occurring. Formal procedures for requesting any extensions will be dealt with on a case by case basis and discussed in the Pre Construction Meeting with the Government.
15. Can you extend the due date of this solicitation due to the inconvenience we had to visit the site?
Solicitation has been extended until May 14, 2022 at 10am Eastern.
