About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation 140P5326R0006 addressing clarifications on technical specifications and project requirements for work at Mammoth Cave National Park.

The Q&A addresses six primary areas of contractor responsibility and project requirements. Testing costs for asphalt and independent testing agency services are the contractor's responsibility per specification section 02510 1.5. Stone aggregate testing requirements are clarified to apply only to hot mix asphalt paving (section 02510) and not to dense grade/crushed stone aggregate (section 02255). An electrical pole owned by Warren Electric requires investigation and coordination by the contractor with the utility company to determine if post-construction stabilization is needed. Excavation quantities, including rock excavation and undercut, must be estimated by the contractor in the bid, as these are not paid separately and no geotechnical report is provided. Traffic control requirements including early warning signs, channeling devices per MUTCD standards, and certified flaggers are mandatory near roadwork. Piezometric observation wells are required to monitor groundwater levels prior to excavation below the static water table. The anticipated construction timeline is approximately 180 days, with the period of performance extended to 2027 to account for winter mobilization, construction activities, and invoicing processing.

QUESTIONS – PART 2

140P5326R0006

1. Spec section 02510 1.5 says asphalt is to be tested by independent testing agency selected by the owner, as well as cores. Who is responsible for carrying that cost?

a. Testing is the responsibility of the contractor.

2. Spec Section 02510 1.5D says stone needs to be test but 02255 3.1 says that stone does not have to be tested. Which are we to go by?

a. Section 02255 refers to dense grade/crushed stone aggregate. According to the specs, this does not need to be tested.

b. Section 02510 refers to the hot mix asphalt paving and needs to be tested via testing agency to the levels specified.

3. There is a note in the drawings to shore up an electrical pole, is that pole owned by the park or by KU? Has information been relayed to KU for the project?

a. That pole is owned by Warren Electric. The contractor is responsible for all the work in this contract, including investigating and coordinating with the electric pole owner, to verify if stabilization, post-construction, is required. The contractor is responsible for coordinating with all utility companies involved.

4. Unclassified Comment:

a. Note 16 on the plans says “all excavation is unclassified”

b. In the statement of work 2200 3.21 E seems to read that undercut will be paid separately

c. Does rock excavation and/or undercut pay separately or is the contractor suppose to “estimate” those quantities in the bid since a geotechnical report is not provided?

d. The contractor must estimate those quantities. Excavation undercut is not paid separately.

4. Traffic Control: Note 3 on plans indicates early warning signs and channeling devices will be needed per MUTCD along with certified flaggers. Is this the park's intent as well?

a. Yes. Certifiers must be in place near roadwork, per MUTCD standards.

5. 2140 “dewatering” 3.2 D says: Piezometric observation wells are required to monitor the ground water level to insure proper dewatering prior to excavation below the static water table. The number of wells required will vary depending on the size and depth of structures. Is the park's intent to use piezometric monitoring?

a. Yes.

6. Period of Performance: We anticipate the work to actually take approximately 180 days however, the POP will be extended to 2027 to account for mobilizing/constructing throughout the winter and invoicing in the system.
