About this file
This is a Questions and Answers document for solicitation 140P5326Q0027, addressing clarifications on custodial services requirements for the Sugarlands Visitor Center and associated comfort stations at Great Smoky Mountains National Park in Gatlinburg, Tennessee.
The scope encompasses daily custodial services at the visitor center's public areas (approximately 8,000 square feet) and comfort stations (approximately 2,500 square feet with 22 toilets, 8 urinals, 20 sinks, 4 baby changing stations, and 1 mop sink), plus weekly services for employee areas and training rooms. Daily cleaning intervals are scheduled at 8:00 AM, 12:00 PM, and 4:00 PM, with contractors required to maintain presence throughout operating hours for spot-checks and responsive custodial needs rather than continuous on-site attendance. The government furnishes consumables including toilet paper, paper towels, hand soap, and trash bags; consumables are stored on-site in dedicated areas with bulk supplies at an operations facility 0.5 miles away. Contractors must apply Tennessee Wage Determination WD 2015-4643 Rev 31 exclusively (North Carolina determination does not apply). Background investigation costs of $170 per employee should be included in pricing based on the contractor's own staffing plan. This is a new requirement with no incumbent contractor or previous contract history. Performance may occur during and after operating hours with four parking spaces available on a first-come, first-serve basis (parking passes provided free by the Contract COR). On-site storage totals approximately 108 square feet across three locations for equipment and supplies.

QUESTIONS
1. The SOW requires the contractor to "maintain a presence throughout the day" at the comfort stations between the three scheduled cleaning intervals. Is this a requirement for a dedicated on-site employee during all park operating hours, or is it satisfied by periodic spot-check visits at contractor-determined intervals? Cleaning intervals should be an initial cleaning in the morning, receive a second cleaning daily at noon, and a third cleaning at 4 pm, spot checks including restocking and cleaning shall be conducted between these times. Contractor shall maintain a presence throughout the day for any custodial needs.
2. Section 3.2.18 requires quarterly soft pressure washing of building exteriors, sidewalks, and stonework. Can you provide the approximate linear footage or square footage of exterior surfaces subject to this requirement, or confirm whether this will be covered during the site visit? In section 3.2.18, I have updated the Statement of Work to exclude quarterly exterior pressure washing, as there is insufficient water supply available from the exterior of the structures.
3. The SOW requires a Schedule of Values breaking down pricing by location, with per-day pricing for daily-service locations and per-week pricing for weekly locations. Should prices on the price schedule (Attachment 002) reflect annual totals per location, monthly totals, or both? Both would be appreciated
4. Section 5.1 states the current cost of a Tier 1 background investigation is $170 per person. Approximately how many employees does the government anticipate will require credentialing at contract start, based on the previous contract's staffing? We want to ensure our pricing accounts for realistic on-boarding costs. There is no previous custodial services contract for the Sugarlands Visitor Center or the associated comfort station. These facilities have historically been maintained by a small number of in-house employees performing the daily required tasks. Because there was no predecessor contract, there is no prior contractor staffing level to reference.
For proposal purposes, offerors should develop their own staffing plan based on the performance requirements of the Statement of Work (SOW) and apply the Tier 1 background investigation cost ($170 per person) to the number of employees they anticipate needing to meet those requirements.
5. Section 7.6 states contractors must comply with the parking pass program. Are parking passes provided to contractor staff at no cost, or is there a fee, and what is the process for obtaining them at contract start? Parking passes will be issued to contractor personnel free of charge. The Contract COR is responsible for obtaining and distributing parking passes at the commencement of the contract.
6. The SOW references Tennessee and North Carolina wage determinations. Given that all performance locations are at 1420 Little River Road, Gatlinburg, TN, can you confirm whether the North Carolina wage determination is applicable to any portion of this contract, or whether Tennessee WD 2015-4643 Rev 31 is the sole controlling determination? Please just use Tennessee Wage determinations
7. Are custodial services expected to be performed during operating hours, after-hours, or a combination of both? Combination of both
8. Is the Government expecting continuous onsite custodial coverage while facilities are open, particularly for the visitor center and comfort stations? For the comfort station cleaning intervals should be an initial cleaning in the morning, receive a second cleaning daily at noon, and a third cleaning at 4 pm, spot checks including restocking and cleaning shall be conducted between these times. Contractor shall maintain a presence throughout the day for any custodial needs.
9. During peak visitation periods, are multiple restroom servicing intervals/daytime touchpoint cleanings expected? Cleaning intervals should be an initial cleaning in the morning, receive a second cleaning daily at noon, and a third cleaning at 4 pm, spot checks including restocking and cleaning shall be conducted between these times. Contractor shall maintain a presence throughout the day for any custodial needs.
10. Can the Government provide approximate square footage and/or restroom fixture counts for the facilities included within the scope? The Sugarlands Visitor center area (Lobby & Exhibit) is approximately 8000 sqft, Sugarlands VC employee area is Approximately 2500 sqft. Including 2 toilets and 2 sinks, Sugarlands Training room is approximately 2500 sqft, Sugarlands comfort station including foyer is 2500 sqft. Which includes 22 toilets, 8 urinals, 20 sinks, 4 baby changing stations, and 1 mop sink.
11. Section 1.4..6 references both weekly and daily service intervals. Can the Government clarify which facilities or service areas are expected to follow daily service schedules versus weekly service schedules? Daily cleaning shall be conducted in the Sugarland Visitor center visitor use areas (Lobby & Exhibit room) and the Visitor Center Comfort stations (Men’s, Women’s and foyer) Weekly cleaning is the training room below the comfort station, Sugarlands visitor center employee areas which include Entryways, hallways, breakroom, offices/employee workspaces, and employee restrooms.
12. The solicitation references both Wage Determination WD 2015-4643 (Tennessee) and WD 2015-4417 (North Carolina). However, the facilities identified in the Statement of Work appear to be located at the Sugarlands Visitor Center complex in Gatlinburg, Tennessee. Please just use Tennessee Wage determinations
13. Could you please confirm whether offerors should base their pricing solely on the Tennessee Wage Determination, or whether both wage determinations should be considered when developing pricing for this requirement? Please just use Tennessee Wage determinations
14. Is there an incumbent contractor for these custodial services? If so, is the current or most recent contract value available through FPDS or another source? There is no incumbent contractor.
15. The Government furnishes consumables (TP, paper towels, hand soap, trash bags, sanitary bags). Does the Government also furnish trash can liners for the 4 exterior trash cans at the Visitor Center, or is that contractor-furnished? The government will provide trash bags for all trash receptacles owned by the government.
16. The quarterly exterior pressure washing requirement references "all buildings, sidewalks, stonework." Approximately how many total linear feet of sidewalk and square feet of building exterior are in scope? Is there a water source on-site for contractor use? In section 3.2.18, I have updated the Statement of Work to exclude quarterly exterior pressure washing, as there is insufficient water supply available from the exterior of the structures.
17. What is the approximate daily visitor count at the Sugarlands Visitor Center Comfort Stations during peak season (June-October)? The average daily visitor count is 7,000–7,500.
18. What are the required hours of performance? Is after-hours cleaning permitted for the Visitor Center and Office areas? The contractor is permitted to enter both before opening and after closing hours.
19. Is contractor employee parking available at Sugarlands? There are four parking spaces set aside for employee parking, these parking spots are first come first serve.
20. Is on-site storage available for contractor cleaning equipment and supplies, or must contractors transport all equipment daily? There is a storage area between the men’s restrooms approximately 60 sqft, and smaller storage area where the mop sink is located it is approximately 48sqft, in the employee area of the Sugarland visitor center there is a custodial closet.
21. Would it be possible to receive a copy of the sign-in sheet from this morning's site visit?
The site visit sign‑in sheet is an internal attendance record and will not be posted to the solicitation.
22. As a formal question for consideration: the Statement of Work describes maintaining presence at the comfort stations throughout the day, in addition to the three scheduled cleanings at 8:00 AM, 12:00 PM, and 4:00 PM. Could you help us understand the Government's expectation for coverage between those scheduled cleanings? Specifically, is a continuous on-site attendant required during visitor hours, or is periodic spot-checking with on-call response acceptable? We want to build a staffing plan that fully meets the park's needs. To clarify the Government’s expectation, the requirement is not for a continuously stationed on‑site attendant, but it does require the contractor to maintain a presence throughout the day to address any custodial needs as they arise. This means broad coverage throughout the day is required. Periodic spot-checks and responsiveness are acceptable, as long as the contractor can promptly address any custodial issues. The intent is to ensure that facilities remain in a clean, sanitary, and serviceable condition at all times – not necessarily that an attendant is stationed there every minute. In short your staffing plan should insure reliable daytime coverage, regular spot-checks, and the ability to respond quickly to custodial needs between the scheduled cleaning
23. Could you please identify where restroom consumables (toilet paper, soap, paper towels, etc.) issued to the contractor within the park? Adequate amounts of consumables will be stored in the storage area on site, the bulk of consumables are stored in the operations facility which is 0.5 miles from the visitor center
24. Should offerors include the $170 background investigation fee per employee in the Annual Firm-Fixed-Price cost, or will these costs be reimbursed or handled separately by the Government?
For proposal purposes, offerors should develop their own staffing plan based on the performance requirements of the Statement of Work (SOW) and apply the Tier 1 background investigation cost ($170 per person) to the number of employees they anticipate needing to meet those requirements.
25. Is this a new requirement, or has this work been previously contracted?
This is a new requirement.
26. Is there an incumbent contractor currently performing these services?
N/A
27. If available, what was the total value of the previous contract (base period and option years, if applicable)?
N/A
28. Have there been any significant changes to the scope of work compared to the previous contract? If so, could you please identify the major changes, additions, or deletions?
