About this file
This document is a Questions and Answers (Q&A) Amendment 1 for a National Park Service contract to repair the Bartlett Comfort Station at Cumberland Gap National Historic Park in Kentucky. The Q&A addresses three key contractor inquiries: restroom facilities, project cost range, and work timeline. Specifically, the answers clarify that contractors must provide their own porta potties, the project is estimated between $25,000 and $100,000 in construction magnitude, and the period of performance is 60 days from the Notice to Proceed.
The related solicitation details reveal this is a 100% small business set-aside for repairing a comfort station damaged by a fallen tree, involving comprehensive restoration including roof replacement, structural repairs, electrical and HVAC work, and masonry restoration. The contract is a Firm-Fixed Price Construction type with a performance period from 10/1/2025 to 1/30/2026, using NAICS code 238990. The Request for Proposal closes on 8/1/2025 at 1 pm EDT, with proposal submissions via email to Ashley_Warcewicz@nps.gov and a site visit scheduled for 7/15/2025 at 1 PM EDT in Middlesboro, Kentucky.

Amendment 1
NPS, Cumberland Gap, KY - Repair Bartlett Comfort Station
1. Question: Will the contractor have to provide a restroom trailer for the public as the work is done on the renovations?
Answer: No, however, the contractor should provide porta potties for themselves. We have two porta potties on site for public use. These are tied to pavilions that are rented to the public and extra use by contractors will require the park to pay for extra cleaning/servicing.
2. Question: Can you any market research on expected cost range of project?
Answer: In accordance with FAR Subpart 36.204, the magnitude of construction is estimated:
(b) Between $25,000 and $100,000.
3. Question: What is maximum timeline for work to be done?
Answer: Period of Performance is 60 days from Notice to Proceed
