Pre Solicitation Questions 09/16/2025:
1. Question: Approved Equals – Will the Government accept equivalent ADA-compliant picnic tables that meet or exceed the specifications, or must vendors strictly match the listed design (e.g., brown color, recycled plastic, specific frame dimensions)?
Answer: Vendors must strictly match the listed design
2. Question: Wheelchair Accessibility – The SOW references “dual-end wheelchair access.” To confirm, is the Government requiring accessibility at both ends, or would tables with single-end wheelchair access still be considered compliant?
Answer: The Government is requiring wheelchair access at both ends and table tops must stay within the 6ft dimension.
3. Question: Delivery Logistics – The SOW notes that deliveries must be in unassembled, boxed/palletized kits with park staƯ assisting in oƯloading. Will contractors need to provide any material-handling equipment (e.g., pallet jack, liftgate), or will the park assist in handling all unloading?
Answer: The Park will have a forklift, pallet Jack, etc.. and staƯ to unload.
4. Question: Warranty Requirements – The SOW specifies a limited lifetime warranty on steel frames. Many manufacturers only oƯer 5-year or limited warranties. Will the Government accept warranties that do not meet the “lifetime” requirement, provided they are still substantial (e.g., 5 years), or is a lifetime warranty strictly required?
Answer: The Park would prefer the limited lifetime warranty
5. Question: Buy American Act Compliance – Since the requirement is for 100% recycled plastic materials, will the Government accept products manufactured outside the U.S. if compliant with Buy American / TAA provisions, or must the picnic tables be U.S.-made only
Answer: OƯerors must comply with the Buy American Act (BAA). If the proposed picnic tables are not manufactured in the United States, the oƯeror must clearly indicate this in their proposal and provide justification, such as:
The product is not available domestically in suƯicient quantity or quality, or The product is compliant with the Trade Agreements Act (TAA) and manufactured in a TAA-designated country.
The Government reserves the right to determine whether an exception to the BAA applies. If the product is not U.S.-made, oƯerors must disclose this at the time of submission so the Government can evaluate compliance accordingly.
6. Question: Ship-to address: We see both “187” and “107” Park Headquarters Rd. NPS lists 107 Park Headquarters Rd, Gatlinburg, TN 37738—please confirm which to use.
Answer: 187 Park headquarters Road, Gatlinburg TN 37738
7. Question: Accessibility: Should every table provide a wheelchair space (universal across all 40), with forward approach and ABA-compliant knee/toe clearances, or a percentage? (If percentage, what %?)
Answer: Every table needs to be accessible at both ends, and knee and toe clearances need to be as specified
8. Question: Table length & layout: Preferred length (6 ft or 8 ft)? End-access vs. side-access design?
Answer: End access at both ends 6ft table length
9. Question: Finish & color: Accepted colors for recycled plastic (e.g., cedar, brown, gray)?
Answer: Brown, I have attached pictures of a table with Brown recycled plastic
10. Question: Hardware & corrosion: Is 304/316 stainless required for all fasteners?
Answer: All that is required for hardware is that it is Corrosion-resistant
11. Question: Mounting: Portable vs. surface-mount vs. in-ground; any anchoring requirement?
Answer: No anchoring requirement
12. Question: Delivery scope: Curbside only, or inside drop/staging? OƯloading equipment available on site? Delivery window/hours and POC for coordination.
Answer: OƯloading will be in the maintenance yard, we have regular deliveries daily and all size of transport trucks, we have forklifts and pallet jacks and staƯ to unload, operating hours of the maintenance facility is 7am to 5pm Monday-Friday. Contact information will be provided after award.
12. Question: With regards to the aforementioned RFQ, please advise if the facility has a forklift to unload the truck or a delivery with a liftgate is required.
Answer: The Park will have forklifts, pallet Jacks, etc.. and staƯ to unload.
13. Question: Partials: Are partial shipments allowed before 10/30/2025 if production is completed early?
Answer: Partial deliveries will be allowed
14. Question: Submittals: Any brand-name-or-equal references, product data sheets, recycled content documentation, warranty term (assume 1-year standard), and labeling/pack list specifics?
Answer: Please see attached references and specifications.
15. Question: Acceptance: Acceptance criteria and inspection at destination.
Answer: Park staƯ will inspect all materials for damage and quantities
16. Question: Please clarify the dimensions of the table in your above-referenced solicitation. For a 6' ADA table, the benches are 6' length. The tabletop is 8' length with either a single or double overhang. There is no overhang design for a 6' tabletop. You cannot have an ADA table that is 6' in length for top and bench unless it is like the table design below.
Answer: The park is requesting that the total length of benches and table top be 6ft in length with wheelchair access at both ends, in the Great Smoky Mountains in the picnic areas and campsites there is a predetermined area for the picnic table at each site, and to allow ADA access around the table and to stay within the predetermined area the table total length cannot exceed 6 ft
17. Question: Please clarify the dimensions of the table in your above-referenced solicitation For a 6' ADA table, the benches are 6' length. The tabletop is 8' length with either a single or double overhang. There is no overhang design for a 6' tabletop. You cannot have an ADA table that is 6' in length for top and bench unless it is like the below table design.
Answer: The park is requesting that the total length of benches and table top be 6ft in length with wheelchair access at both ends, in the Great Smoky Mountains in the picnic areas and campsites there is a predetermined area for the picnic table at each
18. Question: I am writing to confirm the ideal length of the tables. 6' tables generally do not allow for 2 wheels chair access (one on either end). One of my manufacturers are recommending 8' (96" length table tops) that have 72" (6') benches to conform to your request of wheelchair access on both sides and no compromising on seating.
Does that make sense? I am attaching specifications drawings to clarify. Without it being an 8' tabletop the number of seats is most definitely compromised. Note, the images shows the 6' table top option (not available in planks) but you can see how the benches shrink from 72" to 51-5/8". This is the FROG 6' (really 90" not 72") Table:
SKU PB 8BROGFPICADA. This allows for the 72" tabletop and benches + the space for 1- additional wheelchair guest (see images attached). Not sure if that is within scope. Please see attached specs, their designs are fantastic.
Answer: The park is requesting that the total length of benches and table top be 6ft in length with wheelchair access at both ends, in the Great Smoky Mountains in the picnic areas and campsites there is a predetermined area for the picnic table at each
