Great Smoky Mountains National Park Procurement request for 40 Picnic tables
1.1 Background: Requesting the procurement and delivery of universally accessible outdoor picnic tables for The Great Smoky Mountains National Park, 187 Park Headquarters Road, Gatlinburg, TN 37738. These tables will be used to improve the usability and ADA compliance of public recreation and picnic areas, supporting inclusivity and sustainable practices through the use of 100% recycled plastic materials.
1.2 Work Covered by the Contract Documents: The Contractor shall furnish and deliver, in unassembled kit form, 40, 6-foot long, universally accessible rectangular picnic tables meeting All Specifications outlined below:
· Length: 6 feet (nominal)
· Design: Walk-through, non-tip, non-trip frame configuration with ADA-compliant dual-end wheelchair access
· ADA Compliance:
· Minimum 30" width access
· Minimum 27" height clearance
· 24" combined knee and toe clearance (19" knee + 5" toe) at each end
· Frame Construction:
· Single-piece welded end frames fabricated from 2-3/8" O.D. x 10-gauge steel pipe
· Hot-dip galvanized after fabrication per ASTM A123, minimum 2.0 oz. zinc/sq. ft.
· Diagonal steel braces (1-5/16" O.D. x 14-gauge) to support top
· Die-formed center steel channel for alignment and reinforcement
· Hot-dip galvanized finish applied to all frame components
· Seating and Tabletop:
· Top and seats constructed from 2" x 10" nominal-size planks
· Made of solid-color, 100% recycled plastic
· Brown color with integrated UV stabilizers for ultraviolet protection
· Mounted on galvanized steel subframe supports
· Fasteners: All corrosion-resistant hardware required for assembly shall be included
· Warranty: Limited lifetime warranty on steel frames
· Design Features shall Include:
· Wheelchair accessibility at both ends without reducing full seating capacity
· Non-obstructed walk-through frame layout
· Structural stability design preventing tipping from uneven loading Period of Performance: All picnic tables must be delivered, in unassembled condition. The Contractor is responsible for delivery coordination and shall provide the COR at least 72 hours’ notice prior to arrival.
ITEM 2 – CONTRACTOR’S USE OF PREMISES
· All delivery vehicles must comply with applicable park traffic regulations.
· Deliveries must be made during normal business hours: Monday–Friday, 8:00 AM–5:00 PM, excluding federal holidays.
· Tables shall be delivered in boxed or palletized kits to The Great Smoky Mountains National Park, 187 Park Headquarters Road, Gatlinburg, TN 37738

ITEM 7 – ACCIDENT PREVENTION
· Comply with OSHA 29 CFR 1926 for all delivery and material handling.
· Personnel must wear ANSI-rated PPE while on federal property.
ITEM 8– EXECUTION
This is a supply-only contract. No assembly or installation is required.
Phase 1 – Delivery Coordination:
· Contractor shall confirm delivery schedule with COR 72 hours in advance.
· All materials must arrive in boxed or palletized form, clean, and undamaged.
Phase 2 – Unloading and Site Handling:
· Park staff or COR will oversee offloading to ensure proper staging.
· Contractor must protect all components with sufficient packaging to avoid surface damage during shipping and unloading.
Phase 3 – Final Inspection:
· COR will conduct a final inspection to verify count, condition, and compliance.
· Any discrepancies must be corrected before final acceptance.
