About this file
This document is a Questions and Answers (Q&A) Amendment 3 for Solicitation Number 140P5325Q0019, detailing clarifications for a National Park Service flooring rehabilitation project at Bandy Creek. The project involves refinishing approximately 1,900 square feet of hardwood flooring across the Visitor Center and Interpretation & Education buildings, with a polyurethane semi-gloss finish for oak hardwood. Key details include a 14-day work period within a 60-day performance window, full building closure during work, and temporary relocation of operations between buildings to accommodate floor curing. The scope includes removing 29 total furniture items (22 in Visitor Center, 7 in I&E Building), with only a donation box and customer service desk requiring special handling during removal and reinstallation.
The Q&A amendment addresses multiple contractor concerns, including flooring transitions, exhibit protection, and building closure logistics. The park agreed to contractors' suggestions such as installing a thin epoxy-painted strip at door jambs and using protective measures for exhibits. Furniture can be stored in the adjacent Bandy Creek Facility Management Complex, and the park will assume responsibility for exhibit cleaning related to dust generated during floor refinishing. The project is a 100% small business set-aside with an estimated value between $25,000-$50,000, scheduled for performance from 5/19/2025 to 7/18/2025.

Questions and Answers
Amendment 3
140P5325Q0019
1. Question: Which brand of wax coats does the park prefer?
Answer: We are targeting a polyurethane floor coating designed for oak hardwood flooring in a semi-gloss finish.
2. Question: We noticed the number of days to complete the entire project is mentioned differently in a few places. Could you please confirm how many days are expected for full completion?
Answer: Period of Performance is 60 days; however, once Notice to Proceed is issued the work should be completed within 14 days. Statement of work calls for full closure of the building during work therefore the work needs to be completed within 14 days.
3. Question: Do the blue highlighted areas equate to 4700 sq ft of space that needs to be refinished?
Answer: The approx. sqft to be refinished is:
Bandy Creek VC: approx. 1095sqft
Bandy Creek I&E Building: approx. 805 sqft
TOTAL Approx. Flooring to be rehabilitated: 1900 sqft
Statement of Work has been revised to reflect correct estimated sqft.
4. Question: Approximately how many furniture items are bolted down?
Answer: Only one item—the donation box—is bolted to the floor.
5. Question: How many are screwed down and will require reinstallation once the work is complete?
Answer: Only the donation box is fastened and will require reinstallation. All other items can be moved and returned.
6. Question: How many can be removed without the use of tools?
Answer: All items except the donation box and the customer service desk can be removed without tools.
7. Question: What is the total number of furniture pieces within the designated work area?
Answer: There are 29 items to be removed in total: 22 in the Visitor Center (VC) and 7 in the
Interpretation & Education (I&E) Building.
a. VC Items:
4 wooden benches
5 chairs
4 small tables
4 exhibit stands
1 large L-shaped customer service desk (approx. 2' x 4' and 2' x 8')
1 donation box
3 rugs
b. I&E Building Items:
3 small folding tables
2 flags with stands
1 rug
1 bear
8. Question: Quarter Round Removal:
Can the contractor replace in kind any breakage that occurs while removing the existing quarter round trim above the flooring?
Answer: The park finds this acceptable.
9. Question: Furniture Storage:
Where can furniture be stored during the contract?
Answer: Furniture may be stored in the adjacent Bandy Creek Facility Management Complex.
The specific area will be identified by the COR.
10. Question: Flooring Transitions:
Contractors expressed concerns about transitions between the targeted flooring and areas excluded from the contract scope, particularly related to potential polyurethane delamination. One vendor suggested installing a thin, ½” epoxy-painted strip within door jambs to improve adhesion and create a finished appearance.
Answer: The park finds this approach acceptable.
11. Question: Building Closure Requirements:
The SOW calls for full closure of the building during work, but some contractors raised logistical concerns due to floor curing times.
Answer: The park proposes the following workaround: the 14-day period of performance will include weekday work, with operations concluding each Friday to allow the floor to cure undisturbed over the weekend. Visitor Center (VC) operations will temporarily relocate to the
Interpretation & Education (I&E) building while work is being performed on the VC, and vice versa.
12. Question: Protection of Exhibits:
Contractors were concerned about keeping exhibits in the VC and I&E buildings clean during construction.
Answer: If the contractor uses protective measures (e.g., draping, plastic sheeting, temporary ceilings) as approved by the COR, the park will assume responsibility for any exhibit cleaning needed after the contractor completes their final cleanup. This applies only to dust or materials generated by the floor refinishing. All other cleanup remains the responsibility of the contractor.
