About this file
This document is a set of questions and answers related to a federal contract opportunity for the repair and paving of the Oregon Inlet parking area. The key details are:
The contract opportunity is for the REPAIR PAVE OREGON INLET PARKING AREA, solicitation number 140P5324R0011, issued by the Department of the Interior National Park Service Southeast Region. The document addresses questions received about the project, including requests to modify the design, such as using drainage pavers instead of asphalt and removing the asphalt prime coat requirement. The agency responded that the current design will not be changed and the prime coat requirement will remain. The agency also clarified that any milled asphalt material must meet NCDOT specifications for ABC base, and the National Park Service does not want to retain any excess soil materials from the project. No additional details are provided about the overall contract requirements, pricing, or award timeline.

QUESTIONS RECEIVED FOR OIFC PAVING PROJECT
1. The grading and paving plans for the concession building parking area reference plans by
Quible Associates, and those plans are not in these documents. Will the Quible plans be sent out as part of this bid package?
• The park service has requested as-built drawings from Quible on the landscaping work they completed around the concessions building and the park service will provide them for everyone to see once they are received from Quible. The drawings included in this package are complete.
2. The constructed elevations of the curbs and walks around the new building, which were built after the plan date of 4-14-23 show elevations which will not drain the water. The area around the building is too flat to drain, and there are no outlets. Would it be allowable to include drainage pavers around the building to take the water down into the ground below the pavers in lieu of the asphalt paving at this location?
• The 100% design shows the elevations on sheet 25 – Concessions Parking Lot Grading.
Also, you will be able to coordinate with Quible before commencing any construction or paving operations to verify existing and current elevations. Quible will provide as-built elevations and tie in elevations of the curb and gutter around the building. We have requested them. We will not be including any drainage pavers around the building as you suggested. The design provided includes accommodations to make sure the elevations are increased in needed areas and water will flow towards the marina. Quible will be at the site visit to answer any other questions you may have.
3. We would like to request to delete the asphalt prime coat requirement, as this can present a problem with ongoing vehicle traffic while under construction. Prime coat material cannot be driven thru while the stone base is being paved with asphalt, so entire sections of the project will be shut off to vehicles and during the fall / early winter when the center will still be open. Prime coat is still in the NCDOT master spec, but the individual project special provisions almost all the time delete the requirement of prime coat on ABC base. The prime coat is used where the stone base would be sitting for a while before paving, to keep water from getting into the stone base.
• All options on how to keep the marina concession store open and some parking available will be considered. The scope of work says that access to parking must remain while the project is in work. The park would prefer to close only side of the parking lot while construction is in work until that side is completed, then switching to the other side once one side is complete. The asphalt prime coat will not be removed from the scope of this project. The Marina is open all year around and we are accommodating this project and the park service would prefer it to happen as smoothly as reasonably possible.
4. Do you have an asphalt bore report available so that we may see the thickness for removal?
• We did not complete any asphalt boring samples and do not have a report to provide. The engineers who designed this paving project have estimated it to be 2 inches thick in some
(most) areas and up to 4 inches thick in other (less) areas.
5. Pages EC1.0 to EC1.4 show silt fence in the legend/table but does not show where silt fencing should be placed on the plans. Details for silt fencing are also included on sheet
EC5.0. Please clarify if/where silt fencing is required.
• The silt fencing is referenced on the design plan - view pages 37-43 of the drawings
(Erosion Control) EC0.0, EC1.0, EC1.1, EC1.2, EC1.3, EC1.4 and EC5.0 - NPDES requirements will need to be met. I have attached updated drawings (see below) of the parking lots erosion control plan that clarifies the placement of the silt fencing.
6. The project requirements state that we are to recycle the milled asphalt material for use as
NCDOT spec ABC base. (Drawings, Sheets C1.1, C1.2, C1.3, C1.4: "Mill grind full depth existing asphalt pavement. Retain for use as road base and gravel surfacing.") We are unable to guarantee that this material can meet the required specifications. Even if it is possible to reuse, the requirement to mix with offsite quarry stone will make it more expensive to recycle the existing material for use onsite than to use all import materials. Therefore, we request to have this as an option to recycle existing materials rather than a requirement. Accordingly, any unusable asphalt or base material removed would be hauled off-site for disposal/recycling.
A. If the milled material does not meet the required specifications for NCDOT spec ABC base, imported materials will be allowed. Ultimately, the material used must meet NCDOT spec ABC base requirements.
7. Will the National Park Service want to retain any stockpiled soil materials on the site generated from grading operations? This would include sandy soils, sand-clay pavement base materials, or any other soil material. If not to remain on-sire, we will figure hauling away all excess materials.
• The NPS does NOT want to retain any stockpile soil materials on-site. Please figure in hauling away all excess materials.
