Answer: Revised Spreadsheet has been uploaded.
3. Question: Could the performance work period begin earlier than July?
Answer: No, see Special Instructions, no work shall be performed between May 1st and
August 15th.
4. Question: Is it expected that the work will be conducted throughout the year or in a specific season?
Answer: Specific time frames are required; no work Shall be performance between May
1st and August 15th.
5. Question: The notes say to keep flowering species. Can NPS confirm that the only species to be kept are listed in the solicitation and there are no additional "flowering" species.
Answer: No, we are asking that the specific species are the only ones we are asking the contractor to keep. Any other species shall be removed.
6. Question: Please confirm that no work will occur both in 2024 and 2025 from May 1st to
August 15th?
Answer: That is correct, and also no work will be completed in October any year.
7. Question: Is there a list of approved list of herbicides for Ailanthus and Paulownia and general use as described in the vista spreadsheet?
Answer: We are not asking the contractor to apply any herbicides for this project.
8. Question: Are the Vista lengths at MP 242.4 and MP 325.90, supposed to be in inches or feet?
Answer: All vista lengths and widths are in Feet.
9. Question: Does the government have a published budget for this project?
Answer: No.
10. Question: In areas where there is no parking, is the contractor allowed to pull onto the shoulder provided signage indicating work is being conducted is adequately distributed?
Answer: Yes, at many of the sites the contractor will need to pull their vehicles totally of the pavement, and the posting DOT approved road work signage is always part of the project.
11. Question: Are dedicated traffic control personnel required when blocking a lane of traffic? Please confirm how long a lane of traffic maybe blocked at a time.
Answer: Yes, if you block a lane of traffic to perform your work you will have to have traffic control personnel to direct traffic. In past projects, closing a lane of traffic has never been required, but if it happens, you will need to notify Park dispatch, and the lane closure will be ten minutes or less. Almost all the vista clearing work is downhill with respect to the Parkway.
12. Question: Example: see VISTA SPREADSHEET--- I.D. No. 296A MP 218.5; If I multiplied the VISTA LENGTH, (830’) x VISTA DEEPTH,(150’) = 124,500sf or 2.858 acres. Plus add the VISTA LENGTH (830’) X 30’ (SPECIAL INSTRUCTIONS
BEHIND GUARDRAIL) for a total of .057 acres. VISTA 296A grand total maintenance area of 2.915 acres? Is this formula correct in meeting area maintenance estimates and the expectations of this Solicitation?
Answer: The length and depth of the vista are given to the contractors as information only. The Special Instructions are what the contractor will complete under this project.
One method of calculating the work to be completed is as you have suggested. I have attached the GPS view of vista 296A so you can get a feel for the work to be completed.
The successful bidder will be given access to the GPS tool. 830' length X 30' depth =
0.057 acres. That is all the work to be completed at this vista site 296A, MP 218.5. Of course, this number is approximate but should be good enough to use for your estimating.
