About this file
This document contains questions and answers related to a federal contract opportunity for the "Design & Install Display AV" project at the Camp Nelson National Monument. The project involves designing and installing four large-screen displays and an interactive touchscreen display to showcase historic images, maps, and databases related to the Civil War era at the Camp Nelson site.
Key details include: the displays will function independently, with the four screens showing looping slideshows of historic images and the interactive touchscreen allowing visitors to search and view related data and media. The contractor will collaborate with National Park Service (NPS) staff to visualize the data and develop the exhibit. The NPS will provide archival assets, historical databases, and other content for the displays. The project must comply with accessibility requirements for both the on-site exhibit and any online/mobile components. The solicitation is a 100% set-aside for small businesses under NAICS code 712110, with a firm-fixed price quote due on August 9, 2024. The procuring agency is the Department of the Interior National Park Service Southeast Region.

Questions-140P5324Q0046
1. Is there an order of magnitude budgetary range that can be shared?
Not at the moment.
2. Is the four-display functioning as one unit, or are there four separate single monitors?
They are four single monitors.
3. If there are four separate monitors, are they all playing the same looping content or are there 4 different videos to be created?
Each monitor will display different historic images of Camp Nelson—places and people—that were here during the Civil War.
4. How are the four displays laid out? 1x4, 2x2?
Layout provided in first set of Questions and Answers document. Please refer to that document.
5. Does the four-screen displays run independently from the interactive touchscreen?
Yes. These screens will play/display slideshows of historic images.
6. Under Work Requirements 1. it says “The contractor will collaborate with NPS staff to design data featured in the interactive and four-screen displays.” Can you elaborate on what you mean by this? Do you mean design a way to visualize the data?
Yes, visualize the data (research files of soldiers, maps of Civil War era) that fit the theme of Camp Nelson.
7. Will CANE be providing any archival assets for the five-minute looping video? If so, approximately what percentage will you be providing?
Yes, the NPS will provide all the archival assets.
8. Does the five-minute looping video have audio and/or narration?
No audio or narration.
9. Will CANE be providing any of the maps and images for the interactive? If so, approximately what percentage will you be providing?
CANE will provide all maps and images for the interactive.
10. Does the interactive have audio?
No.
11. Is the interactive for a single user?
1 user, but there will be enough space for 1-2 to stand next to each other to interact
12. Do the historical databases that need to be included in the interactive exist already? If so, what format are they in and will the contractor have access to these databases?
CANE has the historical data, mostly on excel files, and the contractor will have access to all files.
13. How do you imagine visitors will interact with the data? Is there filtering, searching, and/or an index?
Visitors will interact with the data to search for US Army regiments, individual soldiers, and other historical data related to CANE and the Civil War. There will be filtering, searching, and an index.
14. Is data presented “as is” or does it need to be visualized in some way?
Both, the data will be presented as is, mostly text, but could be visualized with an image/file of service records, images of soldiers, maps, and units.
15. Does the interactive have any interpretive text? Approximately how much, and is the contractor responsible for research and writing?
Yes, the interactive will have interpretive text to provide context. Contractor will work with NPS staff to research and write, but the bulk of the writing will be NPS staff.
16. Will the interactive exhibit have a keypad with audio description for visitors who are blind or have low vision? If so, is the contractor responsible for audio description for the interactive?
Yes to both questions.
17. If the interactive touchscreen is also hosted online within the website, will it also be designed with full keypad accessibility in mind? If the touchscreen is also web accessible, will it also need to be available to visitors on mobile devices?
Yes, full accessibility in mind and available to visitors on the mobile app—linking visitors from the app to the website.
18. How will audio description be delivered for the four-screen display? Is the contractor responsible for the audio description for the four-screen display?
The displays will feature images on a loop. If audio description is needed, the contractor will be responsible.
19. Is there an existing audio tour for the exhibit? If so, how is it delivered? Will the contractor be responsible for delivering additional audio description to be integrated into that tour?
No, there is not an existing audio tour of the exhibit.
20. Work Requirements 4. says “Data can be maintained by NPS staff at CANE”? And 5. says “vendor creates online database for park website.” Is this the same database?
Yes, that’s the same database.
21. Work Requirements 5. says “The exhibit is 508 accessible for visitors in the park and online via the park website. Is the full exhibit available at the website or just the data portion?
Just the data portion will be available on the website.
22. Will visitors be able to access similar versions of the touchscreen and monitor display(s) on the website?
Similar access to the touchscreen. The images on the display will be featured on the website via NPS Gallery.
23. Will the park service handle the full hosting of any web content, web apps, and the CMS database?
Yes to all of that.
24. In previous park service projects, any work on the park website was done by the park. We delivered files and the park installed them. Do you see a similar process for this project? What technical requirements are there for developing web content for the NPS website?
Yes, that will be the similar process here. Technical Requirements for NPS CMS:
https://www.nps.gov/subjects/developer/content-management-system-tools.htm

Confirmed. The database would be featured on the park website.
30. Has specific hardware (manufacturer, model, size) for the touchscreen and supporting computers been selected, or is that a requirement of the vendor?
Requirements of the vendor.
31. Does an existing brand or exhibit style guide exist to drive the design of the looping videos and interactive touchscreen?
No, NPS would work with vendor on brand and style guide.
32. How are the four screens and touchscreen kiosk going to be integrated into the existing exhibit? Is fabrication of new enclosures required?
No, separately. Screens will display historic images on a loop.
33. Can drawings of the exhibit space where/how the technology will be integrated be provided?
See images below.
34. Is data available in the space (hardwired or over wifi)?
Yes, both.
35. Work Requirements: "The contractor will work with NPS staff to determine the electrical power required to support digital exhibits." Will NPS install data and power were indicated for the exhibit?
