The contractor is responsible for removing debris, sediment, and vegetation that is impeding water flow. While a full list of drainage structures is not provided, the contracting agency will identify the specific locations and quantities to be cleaned. Flagging operations will be required but road closures are not allowed. No payment or performance bond is required, but the contractor must provide liability insurance. Solicitation 140P5324Q0026 question Drainage cleaning
Email question: Reviewing the documents for this solicitation it mentions a listing of the sites to be addressed in this project. The only listing we see is the Bid schedule with the mile markers and quantity of drainage devices to be addressed but not an exact indicator of how the devices to be cleaned out will be identified.
Since there are more drainage devices within the mile marker ranges than the bid schedule quantities accounts for, will the districts have a dedicated person with the project to identify which drainage devices need to be cleaned? Or is this at the discretion of the contractor? The North Carolina bid option 2 and Virginia Base Bid 1 are where this is the most applicable.
If there are any markers already on the parkway to identify the problem devices, please identify what should be looked for.
Question and responses:
Question 1: Reviewing the documents for this solicitation it mentions a listing of the sites to be addressed in this project. The only listing we see is the Bid schedule with the mile markers and quantity of drainage devices to be addressed but not an exact indicator of how the devices to be cleaned out will be identified.
Answer: As mentioned in the SOW, asphalt lined ditches within the Mile Markers listed should be cleaned by "removal of debris, and sediment blocking or improperly directing surface waters from roadside drainage systems that run parallel to the Parkway pavement. This can be accomplished by mechanical clearing or hand clearing of the drainage structures." "The dirt, rocks, and/or vegetation will be removed and disposed of at sites along the parkway that will be designated by a point of contact in each district."
Question 2: Since there are more drainage devices within the mile marker ranges than the bid schedule quantities accounts for, will the districts have a dedicated person with the project to identify which drainage devices need to be cleaned? Or is this at the discretion of the contractor? The North Carolina bid option 2 and Virginia Base Bid 1 are where this is the most applicable.
Answer: BLRI Employee's surveyed these drainage structures for this contract. If there are additional structures, the park will identify the quantity (length) and total listed in the option before work is started. No more work than what is listed in the option will be requested of the contractor.
If there are any markers already on the parkway to identify the problem devices, please identify what should be looked for.
Answer: Work involved as described is the cleaning of asphalt line drainage devices and side drainage drop inlets. Work should be visible to on site. Work could include removal of loose gravel, stones, larger rocks, parts of trees (limbs, stump, trunk), refuse, dirt/debris, leaves and any growing vegetation that may hinder the flow of water into culverts.
· Is a part-time or full-time quality control manager and/or inspector required to be provided by the contractor for the duration of the work?
Park Response: Yes, PRIME contractor shall have a superintendent or a Project Manager at the site daily, this person can also act as a safety rep.
· Is a part-time or full-time traffic control supervisor and/or manager required to be provided by the contractor for the duration of the work?
Park Response: Not required for the duration. Contractor will need to provide staff (trained) for flagging operations when needed.
· Is a performance or payment bond required?
Park Response: No this is not construction, but liability Insurance will need to be provided prior to work starting.
· Do you have a map of the locations of the work to be completed?
Park Response: No map to provide. Work is described by Mile Markers listed in SOW.
· The VA base bid schedule calls out 107 each Asphalt drainage ditches with 16.8 miles listed in the right margin. Is the total ditch cleaning amount 16.8 miles? We would like to perform a site visit to review the conditions, a map showing the locations would be helpful.
Park Response: VA Base Bid is 16.8 total miles of asphalt drainage ditches listed in Base Bid 1 (not 16.5)
1. Virginia Base Bid 1 with 107 asphalt drainage ditches (16.5 miles), and 32 culvert inlets between MP 145.3 to MP 216.9.

· What is the average depth of sediment/debris located in the drainage ditches?
Park Response: Unknown average depth. Debris can be sporadic items such as rocks, tree limbs or compacted debris such as leaves, gravel, grass that could be 2 or more inches in depth.
· The bid schedule lists, culvert inlets. Is only the inlet of the culvert to be cleaned? Does the outlet need to be included in the cleaning or would this count as an additional “inlet”? Is cleaning required throughout the length of the culvert?
Park Response: Work covers the cleaning of asphalt lined ditches to above abrove ground inlets to drop ins and culverts. All parts should be clear of debris to allow water to flow free from drainage devices.
