Obed Wild and Scenic River Wartburg, TN RFP Questions General:

· The provided Exhibits are referenced to historic Quad Maps that do not detail the current ownership and parcel details as exists currently in the Tax Registry. The below questions, as itemized per the scope of work, detail Parcel Numbers that were derived from the TN Parcel View GIS site (link: TN Property Viewer) to aid in confirming the specific common boundary lines to be surveyed per the RFP scope.

Note: Questions in Red with Images attached to each below the RFP Scope per Tract:

1. Tract 102-01 (approximately 3000 feet)

a. As depicted in red on Exhibit 2, survey the north line of Tract 102-01.

Questions:

· Distance does not scale to measure 3,00-feet.

· Assume the boundary survey is to establish the common property line between Parcel Numbers 103 008.00 and 103 008.01.

Image:

Park Response: Distance is approximate only. A more precise estimate of the distances to be surveyed may be obtained using the description provided (in this case, “the north line of Tract 102-01”) as depicted on the attachments provided by the NPS. Tax maps are often inaccurate, as in the case of the line to be survey here, which is shown on the tax maps as being a straight line, when in fact it curves in a manner more consistent with the green shading seen on the tax map base layer. With that caveat, however, it is in fact true that the boundary to be surveyed in this phase is the common line between Parcel Nos. 103 008.00 and 103 008.01.

2. Tract 102-05 (approximately 3000 feet)

a. As depicted in blue on Exhibit 2, survey the exterior (generally north) line of Tract 102-05.

Questions:

· Assume the boundary survey is to establish the common property line between Parcel Numbers 103 011.00 and 103 011.01.

Park Response: It is correct that the line to be surveyed in this phase is the common line between Parcel Nos. 103 011.00 and 103 011.01.

3. Tract 101-52 (approximately 2000 feet)

a. As depicted in red on Exhibit 3, survey the approximately 1000-foot line generally southeast to northwest at the western end of Tract 101-52 and t approximately 1000-foot line terminating at the Obed River running gene southwest to northeast also at the western end of Tract 101-52.

Questions:

· Parcel configuration does not match from provided Exhibit when compared to TN Parcel Viewer.

· Assumed to provide a boundary survey of the State of Tennessee Parcel Number 113 001.00 with the adjoining Parcel Numbers 105 012.00, 116 001.02 and 106 013.01

Park Response: We believe the online tax maps are inaccurate in this area. See maps provided by the NPS for what we believe to be a more accurate depiction of the line to be surveyed. On the TN Parcel Viewer, this line could be roughly identified by starting at the northeastern corner of Parcel 105 012.00 and from there running northwest with the southern line of Parcel 116 001.02 until that line turns back to the northeast, then running with that line northeast and at the end of that short line continuing northeast with the green shading on the tax map baselayer. Uncertainty regarding this line is an important part of the need for having it surveyed.

4. Tract 101-25 (approximately 500 feet)

a. As depicted in red on Exhibit 4, survey the approximately 500-foot line r generally north/south at the eastern end of Tract 101-25.

Questions:

· Proposed Property Line to be surveyed does not align with the adjoining parcel line to the south as per the provided Exhibit.

· Assumed to be the common property line between Parcel Numbers 094 018.02 and 105 004.00

Park Response: It is correct that the line to be surveyed in this phase is the common line between Parcel Nos. 094 018.02 and 105 004.00, regardless of its relation to adjacent property lines.

5. Tract 103-16 (approximately 4500 feet)

a. As depicted in red on Exhibit 5, survey the exterior (generally north) line tract 103-16.

Questions:

· Assumed to establish the property line of Parcel 102 003.00 with all adjoining Parcel Numbers 103 014.00, 103 017.00, 092 015.00 and 091 014.00.

· Park Response: It is correct that the line to be surveyed in this phase is the common line of Parcel 102 003.00 with the adjoining Parcel Nos. 103 014.00, 103 017.00, 092 015.00 and 091 014.00.

6. Tract 103-08 (approximately 2500 feet)

a. As depicted in blue on Exhibit 5, survey the north line of Tract 103-08.

Questions:

· Assumed to establish the common property line between Parcel Numbers 102 002.00 and 091 013.00.

Park Response: It is correct that the line to be surveyed in this phase is the common property line between Parcel Nos. 102 002.00 and 091 013.00.

7. Tract 104-48 (approximately 2500 feet)

a. As depicted in red on Exhibit 6, survey the south line of Tract 104-48.

Questions:

· Unable to determine location from provided Exhibit. Please advise or Parcel Number per TN Parcel Viewer website or a Lat/Long Location to confirm area.

Park Response: The line to be surveyed in this phase is the common line between Parcel Nos. 092 001.00 and 092 003.01.

8. Tract 104-18 (approximately 4500 feet)

a. As depicted in red on Exhibit 7, survey the north line of Tract 104-18.

Questions:

· Difficult to decipher exact location and Parcels per the Exhibit.

· Assume the common property line between Parcel Numbers 082 014.00 and 082 019.00

Park Response: The above assumption is incorrect. The line to be surveyed in this phase is the common line between Parcel No. 083 024.02 on the south and Parcel Nos. 083 024.00, 083 024.03 and 083 024.04 on the north.

9. Tract 104-41 (approximately 4500 feet)

a. As depicted in blue on Exhibit 7, survey the south line of Tract 104-41.

Questions:

· Assume the common property line between Parcel Numbers 092 003.01 and 092 001.00

Park Response: The above assumption is incorrect. The line to be surveyed in this phase is the common line between Parcel No. 093 003.02 on the north and Parcel Nos. 093 003.00, 093 003.03 and 093 003.05 on the south.
