• Pre-Tour Comments…………………………….Contracting Officer, Laurie Sherrod o Provide all personnel, materials, equipment, and supervision required to remove and dispose of hazardous trees throughout Mammoth Cave National Park in accordance with the statement of work.
o 100% small business set-aside.
o Firm-Fixed Price Service o The NAICS code is 561730 and the size standard is $8.0M.
o Service Contract Act Wage Determination 1980-0151, Rev 57 o Complete quote package consists of:
a. Signed SF18
b. All Amendments Acknowledged (SF 30s)
c. Technical Approach – A technical description of the items/services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, equipment to be used, or other documents if necessary.
d. Safety – EMR Rating - Provide an overview of your company Safety Program and a narrative discussion of your assessment of the safety risks associate with this tree trimming project; discuss any changes to your company’s Safety Program that are necessary to address your assessment of the project risk.
Include the names, resumes, and specific safety training completed (i.e., OSHA, etc.) for the proposed Project Site Safety Manager for this project. Additionally, submit a copy of OSHA 300A logs for the previous three calendar years along with a statement from your insurance company showing your company’s current Experience Modification Rate (EMR).
• Technically Acceptable (Pass) – with a rate of 1.0 or below
• Technically Unacceptable (Fail) – with a rate greater than 1.0
e. Past Performance - Shall have past performance with Specimen trees. (Recent – Within the Past 5 Years & Relevant) (See attached Past Performance Worksheet) o All questions shall be emailed to laurie_sherrod@nps.gov NLT 12:00 pm CDT on Wednesday, March 31, 2021 o All quotes shall be submitted via e-mail to laurie_sherrod@nps.gov NLT Wednesday, April 7, 2021, 12:00 pm CDT.
o Cover Evaluation Process o Representation and Certifications in SAM.gov shall be completed and updated prior to award.
o Covered the base and option items

Option items can be awarded in any order; all, some or none may be awarded.
• Tour Description………………………..……………..……………...COR, David Dahl o Covered bat monitoring requirements from 4/1/2021 – 11/15/2021
POP will be adjusted to put a one year POP on the contract to allow for a 11/16/2021 start date but option to cut during 4/1/21 – 11/15/21 is allowed with MACA approval after bat monitoring takes place
• Bat monitoring will take place one night tree shall be cut next day when approved.
• MACA can only monitor three trees at a time o Covered new maps being provided due to a discrepancy in a couple of the tree numbering on the original maps. GPS coordinates were correct originally just the tree numbering had some discrepancies.

Scott Spencer o Does contract include removal, or cut only?
Contract is to cut and remove trees, emphasis on remove o Coordination with Campground: Scott Spencer is the alternative COR.
He will coordinate necessary closure.
o With this being a firm-fixed price contract what happens if one of the hazard trees contracted to be take down comes down due to act of nature? Will gov’t clean that tree up or will the contractor be responsible?
Government team will discuss and clarify in the amendment.

No sidebar conversations between contractors and government employees
Question shall all be asked in a group setting so everyone hears the questions and the answers provided
When traveling to locations of trees either everyone in attendance rides together in one vehicle or the government team rides in a separate vehicle. There shall not be contractors riding with a government team employee unless EVERY contractor rides with them.
