QUESTIONS AND ANSWERS DOCUMENT

2 April 2021

QUES 1: Is there a certain EMR rating that is disqualifying? Or is it merely a factor in determining best value?

ANS 1: The EMR Safety Rating will be evaluated as follows:

d. Safety – EMR Rating - Provide an overview of your company Safety Program and a narrative discussion of your assessment of the safety risks associate with this tree trimming project; discuss any changes to your company’s Safety Program that are necessary to address your assessment of the project risk. Include the names, resumes, and specific safety training completed (i.e., OSHA, etc.) for the proposed Project Site Safety Manager for this project.

Additionally, submit a copy of OSHA 300A logs for the previous three calendar years along with a statement from your insurance company showing your company’s current Experience Modification Rate (EMR).

• Technically Acceptable (Pass) – with a rate of 1.0 or below

• Technically Unacceptable (Fail) – with a rate greater than 1.0

QUES 2: Does the government anticipate to award this work to be done all at once or will the work be split into phases?

ANS 2: Each contractor will propose how they will complete this work. It needs to be completed within the period of performance and meet all the requirements of the SOW and terms and conditions.

QUES 3: Will all options be awarded?

ANS 3: All, some, or none of the options may be awarded and can be awarded in any order. They may be awarded at time of award if funding is available, and they may be awarded throughout the period of performance if funding becomes available.

QUES 4: Are the trees marked on the job site?

ANS 4: All the trees are marked with yellow caution tape and a red ribbon.

QUES 5: Are we able to go out and look at the site on our own?

ANS 5: You are more than welcome to go out and look at the site on your own. Just know if you see government employees and ask questions 1. they shouldn't be answering your questions and 2. if they do answer your questions, you determine if you move forward with their answers or not as the terms and conditions of the contract and the review of the quotes will all be based on the current solicitation and all amendments posted.

QUES 6: If traffic control is required will Park Rangers assist with it or will contractor be responsible for providing?

ANS 6: Contractor is responsible for traffic control

QUES 7: Is there a staging area available?

ANS 7: Wondering Woods is available for staging. Contractor shall coordinate this with the Alternate COR, Scott Spencer.

QUES 8: Does contract include removal, or cut only?

ANS 8: Contract is to cut and remove trees, emphasis on remove.

QUES 9: With this being a firm-fixed price contract what happens if one of the hazard trees contracted to be taken down comes down due to act of nature prior to the contractor cutting it down? Will gov’t clean that tree up or will the contractor be responsible?

ANS 9: As there could be numerous unknown situation that could steer how we move forward with a tree that comes down by an act of nature prior to the contractor getting to it that will be handled on a case by case basis within the terms and conditions of the contract.
