QUESTIONS AND ANSWERS

QUES 1: In the (Price Schedule) I am not seeing an audio recording person. Is that something I can add? It can be very difficult for a camera op to run a mixer and shotgun mike while also running the camera.

ANS 1: If you need to make adjustments please do; you know better than us what positions and quantity of those positions you need.

QUES 2: In the (Price Schedule) doc what is the difference between the Base Item, Option 1, and Option 2? I am not sure what I need to do to work that out.

ANS 2: We're looking at a possible 45 total interpretive videos being completed in 2021 with the funding we're anticipating receiving but we broke it into increments of 15 to give us more flexibility depending on what funding we end up receiving and if we receive it all at once or a little bit at a time.

QUES 3: In the (Price Schedule) doc where is the provision for equipment rental? Or in the price schedule Do I include the wages for the camera operator, audio person, lighting person, grip person with equipment each respective person would be bringing and working with?

ANS 3: Either way works; you can add a line item for equipment rental or you can add the cost into the position. If it's easier to use your own price breakdown please feel free to do that rather than using our sheet we mainly wanted to give you an idea of how we'd like to see the pricing broke out.

QUES 4: In the (Price Schedule) doc are the Project Manager and Site Supervisor acting in the place of a Producer/Director? It is my experience we will probably need a Producer/Director type of person to Work with the Park Service to maintain project continuity and direction from planning the shoot through to the final edit.

ANS 4: Yes, again if you need to change the title of these positions please feel free.

QUES 5: How do I account for the live stream gear in this quote?

ANS 5: Please feel free to use your own price breakout; this price schedule was more a way for us to communicate how we were wanting to see the price broke out.

QUES 6: In the past (performance worksheet) are you asking for information on my last jobs?

Would you like me to include comparable jobs?

ANS 6: The past performance sheet should be any similar past performance you have that's recent and relevant to this requirement you are quoting on. We are looking for 3-5 previous jobs that would be similar.

QUES 7: How long do you think the videos will be?

ANS 7: Video length will vary depending on the type of video but will range from 3 minutes for ranger talks, to 10 minutes for cooking demo or nature walk, to 30 minutes to an hour for a jazz concert. The specifics would be detailed in the planning meetings and quarterly work plan and the park will clearly spell out our needs during the plan meeting so the contractor can provide a technical approach which would include the number of people involved, location, etc.

QUES 8: The length of the footage as well as the desired finished video length determines how much editing will be required. A good rule of thumb is for every finished minute of program time an hour of editing is required. This rule of thumb is predicated on the editor having a finished script. A producer would review the footage and consult with the Park Service to produce that script. May I plan on including two sets of hard drives in the quote to deliver the footage to you? Two sets of hard drives are the only safe way to keep the footage. That way if there is a drive failure there is an opportunity to back up the footage on another drive.

ANS 8: No. NPS will purchase our own hard drives in coordination with IT protocols which involve encryption, etc. We also have a business Vimeo account that can be used for video transfer.

QUES 9: I am trying to figure out the best way to explain the pricing structure for all the options that are listed in the (Performance Work Statement). For instance, I might be asked to record a musical presentation with 5 or 6 performers. The best way to shoot that would involve two or three 4K cameras and camera operators. Also, in this industry we don't usually give a straight hourly rate. The rate is based on a full day (up to 10 hours on location) or a ½ day (up to 5 hours on location). A ½ day is not half price.

ANS 9: You are correct per our experience. All of what our sites would require would fall into either a half day or day rate. We are comfortable if you want to just provide a half day or full day quote.

QUES 10: Pricing to record a musical presentation with 5 or 6 performers would look like this.

Full day rate:

$....Director of Photography with 4K camera $....Second camera op with 4K camera $....audio op with gear $....Gaffer $....tungsten lighting $....Key Grip $....grip gear $....production assistant $....DIT w system (digital imaging technician) this is a person who would download the media from the cameras to two sets of hard drives if there was a long day of shooting. That way the media could be reused again and again. Would it be ok to make a separate page for this kind of pricing structure? Should I call this Price Schedule additional document?

ANS 10: This is fine with us. We do know that the pricing structure will vary drastically on the size and scope, location, etc. Some of what we ask will be very basic, and a few things may involve the larger set up as you are describing, hence the importance for the contractor to have the meetings with the park to draft a quarterly work plan, and for the contractor to price each of our requests as a result. We were hopeful the NTE set up would provide us the flexibility to meet these needs.

QUES 11: To allow us to estimate crew sizes and the number of shoot days and edit days required for this project, could you please provide some detail as to the length and complexity of the desired finished videos? Is there a range of video lengths in seconds or minutes, and are you able to approximate the average number of locations, events, activities and interviews per video?

ANS 11: Video length will vary depending on the type of video but will range from 3 minutes for ranger talks, to 10 minutes for cooking demo or nature walk, to 30 minutes to an hour for a jazz concert. The specifics would be detailed in the planning meetings and quarterly work plan and the park will clearly spell out our needs during the plan meeting so the contractor can provide a technical approach which would include the number of people involved, location, etc.

QUES 12: Could you also please clarify the total number of videos required?

ANS 12: We're looking at a possible Not to Exceed 15 interpretive videos in the base item and Not to Exceed to 45 total interpretive videos 1 in the option items (FY21) for a total contract of Not to Exceed 60 if we're able to award each of the option items. With the funding we're anticipating receiving for FY21 we expect to be able to award all 45 but in case our expectations are not completely met breaking the option items into increments of 15 gives us some flexibility to deal with what funding we end up receiving and if we receive it all at once or a little bit at a time.
