About this file
This is a Questions and Answers document for Solicitation No. 140P5126R0015, an asbestos abatement project for the National Park Service at Fort Pulaski National Monument in New Mexico.
The project involves removing bricks and marble to access and abate asbestos, with the contractor responsible for replacing materials that cannot be reused following salvage and abatement. The contractor must salvage and reuse existing materials where safe and appropriate, and replace any unsafe or damaged materials with matching replacements approved by the Contracting Officer Representative. The contractor bears full responsibility for matching existing materials in size, color, texture, finish, composition, and appearance. Work shall begin within 30 days of award and be completed within approximately 30 days from start. The site superintendent may be a working superintendent (foreman or crew lead) with full daily operational authority. Fort Pulaski staff will relocate furnishings prior to contractor arrival with advance notice. The contractor lay-down yard will be located in the visitor center parking lot, with overflow space available if needed. Vehicle access to the fort is restricted; contractors must transport equipment and waste by hand, though the government may assist with golf carts and utility vehicles. The contractor may utilize on-site power sources and bathroom/water facilities at the Visitor Center but must provide their own water and sewage solutions. Quotes must remain valid for 45 days, with award expected within 30 days of solicitation.

Asbestos Abatement for NPS, Fort Pulaski NM Solicitation No. 140P5126R0015
Q&A
1. Can the GOV clarify the goal of this project? Is the goal to remove the bricks & marble that is necessary to be able access & abate the asbestos, and then replace the bricks/marble to match the style of the existing structure? Or is the goal to remove enough material to be able to sufficiently abate the asbestos and leave the bricks/marble onsite for GOV to replace at a later date?
a. The contractor should be prepared to replace the materials that are unable to be reutilized following the salvage and asbestos abatement.
Materials that cannot be reinstalled should still be free of any asbestos-containing materials and the park will assume custody.
2. The current marble onsite has signs of decay; Can the GOV clarify if the goal of this project is to replace decayed marble with new matching marble or save and re-install the current damaged marble after asbestos removal?
a. The contractor should seek to salvage and reuse existing materials as is safe and appropriate to do so. Materials that would be unsafe or irresponsible to reinstall should be replaced.
3. If the contractor is to re-install, can the GOV confirm that it is the contractor’s responsibility to match existing bricks and marble as closely as possible or does the GOV have a preferred style/vendor selected for replacement materials?
a. The contractor will be responsible for matching existing materials as closely as possible in size, color, texture, finish, composition, and appearance. Any replacement materials must be approved by the COR prior to installation.
4. Can the contractor’s superintendent be a working superintendent (ie a foreman or crew lead)? Or does the superintendent need to be separate from the abatement crew supervisor?
a. The site superintendent can be any responsible party onsite in the contractor’s party. The foreman or crew lead, as long as they have the full authority to act on behalf of the contractor on matters of daily operations, may serve as site superintendent.
5. Can the GOV confirm that the furniture inside the room will be relocated prior to contractors’ arrival onsite?
a. Yes, FOPU staff will remove furnishings from the room prior to contractors’ arrival, with the expectation that notice is provided prior to arrival so preparations can be made.
6. Can the GOV provide a location onsite that will permitted for a contractor lay-down yard to stage equipment during renovation?

Q&A
a. Space can be marked off for contractor needs in the back of the visitor center parking lot outside of the fort. If the amount of space that is needed is of a size that impacts visitor experience, overflow areas can be considered at that time.
7. Can the GOV provide clarity on any weight limitations that may exist for the access bridge that the contractor will need to use for site access into the Fort. For example, can a pickup truck & trailer be driven to the job site or would all equipment/waste need to be shuttled to and from the visitor parking lot by hand?
a. Contractor should be prepared to transport equipment/waste by hand.
Vehicle access through the fort sally port is restricted to approved fort personnel. GOV may be available to assist contractor with material transportation with GOV-owned golf carts, or other small utility vehicles, and trailers. Contractor will still be responsible for the appropriate disposal of hazardous waste.
8. Can the GOV confirm that the contractor will be allowed to use power and water onsite or should the contractor plan to provide separate utilities?
a. Contractor is permitted to utilize power sources within the fort. The fort does not have running water or sewage. The contractor is permitted to utilize the bathroom and water at the Visitor Center comfort station.
9. Can the GOV confirm the period of performance requirements for this project?
Should the contractor begin work within the 30 days stated on the SOW or is the goal of the GOV to have work completed within 30 days of award?
a. Work shall began within 30 days of award, and the project shall be completed within approximately 30 days from the start of work.
10. Does the GOV currently have any timeline for award issuance on this project? How long should the contractor plan for pricing to be held?
a. Quotes must be valid for 45 days, however, the award for this requirement should be issued within the next 30 days.
