About this file

This is a Questions & Answers document (Part 2) for federal solicitation 140P5126R0013 addressing the repair and replacement of deficient HVAC equipment at Fort Pulaski National Monument in New Mexico.

The document clarifies key technical and administrative requirements across multiple categories. For equipment specification, contractors must submit proposed makes/models and any equivalents for Government approval prior to ordering—no pre-approval occurs at award. Maintenance Shop HVAC sizing is left to contractor load calculation. The Visitor Center requires replacement of a separate 10-ton system with an outdoor condensing unit and compatible indoor air handler/furnace; the existing mini-split system requires servicing only. Building control system integration is not required under this contract, though all controls necessary for complete HVAC system operation must be included. For elevated platforms protecting equipment from flooding, contractors should reference FEMA's National Flood Hazard Layer Viewer and apply applicable industry standards; formal structural design submittals are not required but must comply with building codes. Existing electrical panel capacity is confirmed adequate. Refrigerant line set and power wiring reuse is permitted if inspection-approved; replacements require written change orders rather than base bid allowances. Field balancing is sufficient if work is warranted in final submittals; certified TAB reports are not required. Permits and inspections fall under Federal Authority Having Jurisdiction. The 30-day performance period is negotiable; the 15-business-day Government review window for submittals runs concurrently with performance. Insurance shall comply with solicitation requirements and Federal contract clauses, with no additional Chatham County-specific limits required.

Repair and Replace Deficient HVAC for NPS, Fort Pulaski NM

Questions & Answers (Part 2)

Equipment Specification & Approved Equivalents

1. The SOW allows "approved equivalent equipment as recommended by the Contractor after design verification." Will the Government pre-approve the Contractor's proposed makes/models at award, or must equivalency be submitted and approved before ordering?

1. Equipment will not be pre-approved at award, Contractor will submit proposed equipment and any proposed equivalents for review and approval prior to ordering for installation.

2. For the Maintenance Shop, the SOW calls for a "new packaged HVAC unit" but does not specify tonnage, voltage, or heating type. Can the Government provide the required capacity, or is sizing left to the Contractor's load calculation?

1. Sizing will be up to Contractor’s load calculation

3. For the Visitor Center 10-ton unit, please confirm whether a split system or a packaged unit is preferred, as the SOW references both a "10-ton outdoor condenser unit" and a "new indoor air handler/furnace."

1. The Visitor Center contains both an existing multi-zone ductless mini-split system and a separate existing 10-ton HVAC system. The existing mini-split system is to be serviced only. The Government's intent is for the replacement 10-ton HVAC system to consist of an outdoor condensing unit and a compatible indoor air handler/furnace, or an approved equivalent

Building Control System Integration

4. Section 2.3 requires the new 10-ton unit to integrate with the existing building control system. What is the make/model of the existing system, and what level of integration is required (thermostat-only vs. full controls)?

1. 1. No existing BAS integration will be required under this contract. I believe that language may have been included in error.

5. Is any control wiring or programming beyond basic thermostat installation expected under this scope?

1. All controls required for the new HVAC equipment to operate as a complete, fully functional system will be required. Integration beyond normal field control wiring is not required under this contract.

Elevated Platforms & Flood Requirements

6. Please provide the required flood protection elevation, Base Flood Elevation (BFE) plus freeboard per the applicable FEMA FIRM panel and local floodplain regulations, so all bidders design platforms to the same height.

1. The best info for the flood zone area at Fort Pulaski can be found here:

FEMA's National Flood Hazard Layer (NFHL) Viewer If there is an industry standard or code compliance requirement for elevating components above the flood line, this can be applied.

7. Must platform designs be engineered and PE-stamped for wind uplift and lateral hurricane loads, and are stamped design submittals required for Government approval before construction?

1. Engineered drawings, stamped structural calculations, or other formal structural design submittals are not required. Contractor is responsible for designing and constructing the elevated equipment platforms in accordance with the requirements of the SOW and all applicable building codes and regulations

8. Section 2.11 requires platforms anchored to concrete footings or piers. Given the historic setting, are there restrictions on ground disturbance or excavation depth?

1. Anticipated ground disturbance or excavation depth should be submitted to the park prior to digging.

Existing Conditions & Reuse Risk

9. The SOW allows reuse of existing refrigerant line sets and power wiring if they pass inspection, with replacement requiring a change order. Will the Government accept unit pricing/allowances for line set replacement in the base bid, or must all such work be handled by change order after award?

1. Written change orders must be completed.

10. Was existing electrical panel capacity confirmed as adequate for the new equipment, or should bidders carry cost for potential panel/breaker upgrades?

1. Existing electrical panel capacity is adequate.

Ductwork & Compatibility

11. For the Visitor Center 10-ton unit tied to existing ductwork, has the existing ductwork been assessed, and who bears the risk if modifications exceed simple transitions?

1. Written change order can be completed if modifications exceed simple transitions.

12. Is a certified TAB (test and balance) report required, or is Contractor field balancing sufficient?

1. Field balancing is sufficient if work is warrantied in final submittals.

Permits, Inspections & Jurisdiction

13. Which authority has jurisdiction for mechanical/electrical permits and inspections on this Federal property — Chatham County, the State of Georgia, or a Federal AHJ?

1. Federal AHJ

14. Are there any NPS Section 106 / historic preservation review requirements affecting exterior work, penetrations, or equipment placement?

1. No additional Section 106 requirements beyond those identified in the SOW are anticipated. The Contractor shall exercise care to protect historic structures and features and coordinate any unforeseen conditions with the COR prior to proceeding.

Schedule & Contract Administration

15. Is the 30-day period of performance after award firm or negotiable, given current HVAC equipment lead times of 3-5 days? Will procurement lead time be excluded from the performance period?

1. This is negotiable.

16. Does the 15-business-day Government review window for submittals run concurrently with, or extend, the period of performance?

1. Runs concurrently.

17. What are the specific insurance coverage limits required under Chatham County, GA regulations for this contract?

1. The SOW does not establish specific insurance coverage limits. Contractors shall provide insurance in accordance with the requirements of the solicitation and any applicable Federal contract clauses. No additional Chatham County-specific insurance limits are required.
