About this file

This document is a Questions and Answers file for federal contract solicitation 140P5126R0013 addressing repair and replacement of deficient HVAC systems at Fort Pulaski National Monument in New Mexico.

The solicitation is a 100% small-business set-aside under NAICS 238220 and includes two main HVAC replacement projects: a packaged unit for the Maintenance Shop and a 10-ton system with outdoor condenser for the Visitor Center. Existing mini-split systems at multiple locations require servicing only, unless additional deficiencies are discovered and approved by written change order. Existing equipment stands, platforms, line sets, wiring, ductwork, and other components may be reused if they meet manufacturer requirements, code compliance, and pass Contracting Officer's Representative inspection. If new equipment platforms are required, they must be sized based on equipment footprint, constructed of pressure-treated wood, and meet structural soundness, code compliance, proper anchoring, manufacturer clearance, flood elevation, and wind-load requirements. Contractors must design platforms based on FEMA National Flood Hazard Layer Viewer data without requiring stamped calculations or engineered drawings. All newly installed replacement HVAC equipment and existing serviced mini-split systems require corrosion-resistant protective coatings designed for coastal environments, acceptable in factory-applied, field-applied, or approved equivalent formats. New HVAC equipment controls must include all manufacturer-recommended control points necessary for complete system operation, but integration beyond normal field control wiring is not required. Equivalent replacement equipment brands are acceptable if they meet or exceed required capacity, efficiency, electrical requirements, controls compatibility, and site-specific conditions. No additional permitting beyond mechanical is required, and written change orders will address any inspection failures of existing components. The government indicated potential flexibility regarding condenser relocation at the Visitor Center if warranted by equipment warranty requirements, subject to park compliance approval.

Solicitation: 140P5126R0013

Repair and Replace Deficient HVAC for NPS, Fort Pulaski NM

Questions & Answers

1. Please clarify whether this solicitation is 100% small-business set aside. Page 1 appears to indicate that the RFQ is not a small-business set-aside, while page 2 states that the procurement will be 100% set aside for small businesses under

NAICS 238220.

1. This solicitation is 100% set-aside for small businesses.

2. The Statement of Work requires elevated wooden platforms for newly installed exterior HVAC equipment. During the site visit, the existing equipment stands/platforms appeared to be in good condition. Please confirm whether the existing stands/platforms may be reused if they are structurally sound, code-compliant, properly anchored, meet manufacturer clearance requirements, and satisfy applicable flood elevation and wind-load requirements.

1. These may be reused if all criteria are met and COR is able to visually confirm once inspection is completed.

3. If the existing stands/platforms may not be reused, please confirm whether new stands/platforms are required for both replacement systems:

a. Maintenance Shop new packaged HVAC unit

b. Visitor Center new 10-ton HVAC system/outdoor condenser

1. Both systems will require new platforms if the existing platforms are not structurally sound.

4. If new stands/platforms are required, please provide the required dimensions for each stand/platform, including length, width, and required elevation/height.

1. See #5

5. If exact stand/platform dimensions are not prescribed by the Government, please confirm whether the contractor is expected to size the platforms based on the selected equipment footprint.

1. Platforms shall be sized based on equipment footprint. They must also be structurally sound, code-compliant, properly anchored, meet manufacturer clearance requirements, and satisfy applicable flood elevation and wind-load requirements.

6. If new stands are required: Please confirm whether engineered drawings, stamped structural calculations, or any formal structural design submittals are required for the elevated equipment platforms.

1. Stamped calculations or engineered drawings are not required.

7. If new stands are required: Please provide the applicable flood elevation criteria for the equipment platforms, including FEMA FIRM data, Base Flood Elevation, freeboard requirement, and any NPS or local floodplain management requirements that must be used for pricing and design.

1. The best info for the flood zone area at Fort Pulaski can be found here:

FEMA's National Flood Hazard Layer (NFHL) Viewer If there is an industry standard or code compliance requirement for elevating components above the flood line, they can use their SME for this.

8. If new stands are required: Please confirm whether the platforms must be constructed specifically of pressure-treated wood, or whether other corrosion-resistant structural materials may be proposed as an approved equivalent.

1. Pressure-treated wood must be used.

9. Please confirm the existing building automation/control system serving the Visitor Center, including manufacturer, platform, protocol, controller type, and current service provider, if known.

1. No existing BAS integration will be required under this contract. I believe that language may have been included in error.

10. For the new Visitor Center 10-ton HVAC system, please clarify the required level of controls integration. Is the contractor expected to provide only field wiring/low-voltage wiring to the new unit and thermostat/controller, or is the contractor also responsible for backend BAS programming, point mapping, graphics, schedules, alarms, trends, and final integration into the existing building automation system?

1. All controls required for the new HVAC equipment to operate as a complete, fully functional system will be required. Integration beyond normal field control wiring is not required under this contract.

11. Please provide the required controls/BAS points list for the new Visitor Center 10-ton HVAC system.

1. No BAS point list is required. All manufacturer-recommended control points necessary for proper operation of new HVAC system shall be provided.

12. Please confirm whether equivalent replacement equipment brands will be accepted, provided the submitted equipment meets or exceeds the required capacity, efficiency, electrical requirements, controls compatibility, manufacturer installation requirements, code requirements, and site-specific conditions.

1. Yes, this will be accepted.

13. The Statement of Work references corrosion-resistant protective coating for indoor evaporator coils and outdoor condenser coils. Please clarify the required coating standard. Should the contractor provide factory-coated coils, field-applied coil coating, or an approved equivalent?

1. A specific coil coating manufacturer, application method, or proprietary coating system is not required. Factory-applied coil coatings, field-applied coil coatings, or an approved equivalent will be acceptable, provided the coating is designed for corrosion protection in a coastal environment, is compatible with the proposed HVAC equipment, and is applied in accordance with the coating manufacturer's recommendations.

14. Please confirm whether corrosion-resistant coating is required for the existing serviced mini-split systems only, the newly installed replacement HVAC equipment, or both.

1. Yes, it is required.

15. Please confirm whether existing refrigerant line sets, electrical feeders, disconnects, controls wiring, duct connections, and condensate components may be reused if they meet manufacturer requirements, code requirements, and pass inspection.

1. These may be reused if all criteria are met and COR is able to visually confirm once inspection is completed.

16. If existing line sets, wiring, ductwork, controls, stands/platforms, or other existing components fail inspection, please confirm whether replacement will be handled by written change order or should be included in the base proposal.

1. Written change order can be completed.

17. Please confirm whether the mini-split systems at the Maintenance Shop, Visitor Center, Visitor Center Comfort Station, and Cottage/Headquarters are to be serviced only, unless additional deficiencies are discovered and approved by written change order.

1. These are to be serviced only unless additional deficiencies are discovered and approved by written change order.

18. Please confirm which permits are required for this project, besides mechanical. ex:

electrical, building, platform/structural, and floodplain-related permits.

1. No additional permitting

19. Please confirm whether permit fees should be included in the contractor’s base price.

1. See #18

20. Carrier will not warranty the new equipment at the Visitors Center if the line set stays buried. Can we relocate the condenser closer to the building or do you prefer an overhead structure to run the line set?

1. We could potentially consider relocation, but there may be additional lead time for compliance approval on the park end. If this would not impact cost, I would say it can be an option.
