About this file
This is a Questions and Answers document for RFP #140P5126R0001 for the replacement of a video surveillance system at Martin Luther King Jr. National Historic Park. The document clarifies procurement requirements and technical specifications across 66 questions.
The project requires installation of a comprehensive IP-based video surveillance system with multiple clusters (Visitor Center, Auburn East, Auburn West, Maintenance Facility, Law Enforcement Office, and parking areas), including cameras, wireless bridges, fiber optic cabling, network infrastructure, recording servers, viewing stations, and video intercom systems integrated into a centralized Video Management System. Contractor responsibilities include providing new poles (aluminum per construction drawings, not wood), PoE/PoE+ switches, UPS systems with 30-minute minimum holdover per closet, wall-mounted lockable equipment racks, and all associated 120 VAC electrical circuits unless existing NPS circuits are shown on plans. Historic preservation requirements are strict—cutting walls or ceilings in historic structures including the Birth Home is prohibited without explicit written NPS Cultural Resources approval; surface raceway may be substituted where conduit penetration is denied. The contractor must design wireless links assuming long-term vegetation growth and propose mounting heights ensuring resilient line-of-sight. All federal cybersecurity standards apply, including FedRAMP Moderate or High for cloud components, FIPS 140-2/3 encryption, NDAA Section 889 compliance, and DOI OCIO security controls. Outbound cloud connectivity requires Authorization to Operate (ATO) review and is not permitted by default. The project is subject to Davis-Bacon Act prevailing wage requirements, requires a Bid Bond of 20 percent of total price proposal, and connects to the DOI Network. Video retention is typically 30-90 days as determined by NPS Law Enforcement/IT, and equivalent or better camera substitutions are acceptable if NDAA-compliant and approved during submittal review.

Amendment 0001; RFP # 140P5126R0001 Attachment 0010
Martin Luther King Jr. National Historic Park
Replacement of Video Surveillance System
Solicitation #140P5126R0001
Questions and Answers
Question 1. Hiding wires in most of the buildings will be difficult. Are we allowed to use conduit or wire mold. If not, are we allowed to cut areas of the wall/ceiling to route cables behind? Who will then be responsible for patching/painting? Most importantly, in the birth home there is wallpaper on the walls and ceiling.
"The contractor shall provide initial commissioning, inspection and preventive maintenance, and service as needed on Heating, Ventilation and Air-Conditioning (HVAC) equipment for the following buildings:
Commercial Buildings includes"
Answer: Conduit or wire mold may be used where concealment is not feasible due to historic fabric or structural limitations. Cutting walls/ceilings in historic structures (including the Birth Home) is not permitted without explicit written approval from NPS Cultural Resources, due to historic finishes such as original wallpaper. Where approved, any patching/painting must be performed by the contractor to NPS historic preservation standards.
Question 2. At the Barber Shop location (within Auburn West Cluster), the security plan shows an enclosure. We need to verify that we can connect the camera back to that existing enclosure?
Answer: Yes, cameras in this cluster are intended to connect back to the existing enclosure shown on the plans. Contractor must field-verify cabling pathway and enclosure capacity.
Question 3. With respect to the Wireless bridges (existing and new), a number of locations have “line of sight” that could be impacted due to trees over time. We assume it is the National Park’s service responsibility to make sure the wireless bridge connections maintain line of site over time (ex/ cutting back trees, tree cover, etc).?
Answer: NPS will maintain vegetation on NPS-owned property; however, the contractor must design wireless links assuming long-term vegetation growth and propose mounting heights ensuring resilient LOS. Any periodic vegetation clearing requiring specialized access will remain NPS responsibility.
Question 4. Please confirm that all existing wireless bridge connections (noted at the site survey) are functioning and operable??
Answer: Contractor should not assume operability. All existing wireless bridge connections must be tested during the pre-construction phase. Any non functional links shall be treated as existing conditions requiring corrective recommendations.
Question 5. For the telephone poles, we noticed that 2 of the poles in the Parking Lot Cluster appear to have solar power. How is power supplied at the other existing poles and the new poles that the contractor needs to provide as part of the scope? Is it assumed that the National Park Service will be responsible for providing power at these poles?
Answer: Power for existing poles varies; some use solar as noted. For new poles, contractor is responsible for providing power as required unless NPS explicitly provides feed locations. Solar may be used only where the design meets the load and reliability requirements.
Question 6. There is a discrepancy between the SOW (pages 347-351) and the A06_Attachment_02_CD-Plans_4403721 (paged46). The SOW states the utility poles should be wood and the Plans document says aluminum poles. Please confirm the exact requirement?
Answer: Where discrepancies exist, the construction drawings (CD set) govern unless superseded by addendum. Therefore, aluminum poles indicated in the plans shall be used unless Contracting issues a revision.
Question 7. For the new fiber that is asking to be installed, must all new fiber be installed in conduit or is direct buried armored cable allowed?
Answer: Conduit-based installation is preferred and required where shown in drawings. Direct-buried armored fiber may be used only in locations specifically permitted by NPS and must meet depth and marking requirements.
Question 8. The requirement calls for new fiber to be run to the various poles noted in the SOW - except for pole VP-02 in the visitor parking lot. Does NPS not intend to run new fiber to this pole, and/or what is the plan for network connectivity from this camera location?
Answer: Correct — no new fiber is required to VP-02 per the SOW. Connectivity for the camera at VP-02 will rely on the wireless backhaul link shown on the plans.
Question 9. Page 180 (bottom) states that:
a. Dedicated Electrical Power (120 VAC) circuits shall be provided by the contractor as required to provide full system functionality. All data transmission and communications devices shall be on uninterrupted power supplies that provide continuous power as specified on plans. The Contractor shall provide, terminate, and test all system connections. We wanted to confirm if National Park Service will be providing all required power or if the subcontractor will be providing this? For the specific locations where the contractor needs to provide new power, is solar power an acceptable solution?
Answer A. Contractor is responsible for providing all required 120 VAC circuits unless an existing NPS circuit is shown on drawings. Solar is acceptable only when loads, autonomy, and battery backup meet the project’s uptime requirements.
b. All wire and cables supporting the security system will be in conduit. Contractor shall provide conduit and cable trays required by the security systems. Is the requirement to provide new conduit even behind finished walls? We assume, no?
Answer: New conduit shall be installed where required for system integrity. Historic walls/finishes (including wallpaper areas) require NPS approval before penetration. Where denied, surface raceway may be substituted.
Question 10. Related to the Auburn East Cluster aerial fiber and buried cable – are entry points for reference or are they specific? For example, the bookstore (building 03 on page 4 of the plan) shows aerial fiber entering the front left (as shown on map), but the network closet is midway back on the right side. Same as the burial conduit out of the back, there’s no logic in it coming out the back left. Similar questions to just about all of the buildings?
Answer: Entry locations in drawings are diagrammatic unless explicitly dimensioned. Contractor shall propose the most logical/constructible entry that reaches the IDF while avoiding historic fabric, subject to NPS approval.
Question 11. From the site survey, we were able to visualize and confirm that on the roof of 509 Auburn St there is an existing pole with an existing wireless bridge connected to the visitor center, but the plans document shows for it to be on the roof of the ranger station. Please confirm if this is at 509 Auburn Street or the Ranger Station?
Answer: Field conditions govern — the existing wireless bridge is at 509 Auburn Street. Plans will be corrected/clarified during construction administration.
Question 12. For the 474 Auburn Avenue location, is NPS providing power?
Answer: NPS will provide existing building power only where shown. Any new circuits required for camera, network, or enclosure equipment shall be contractor-provided.
Question 13. Please confirm all required locations of video monitoring consoles (viewing stations) required at the park – please include the Cluster/specific location of each new Viewing Station that the contractor needs to provide and install?
Answer: Viewing stations are required in the clusters identified in the SOW: Visitor Center, Maintenance Facility, and Law Enforcement Office. Exact room locations shall be finalized with NPS during the submittal phase.
Question 14. Please confirm where you would like the new Recording Servers to be located within each Cluster? The assumption from the SOW is that (1) new recording server is required per cluster?
Answer: Yes — one recording server per cluster. Locations shall be in the designated IDF/technology room indicated on the CD set.
Question 15. Please provide additional details / use case for the Video Intercom system requirements?
Are you looking for an independent system or to tie this into the Video Management System?
Answer: System should integrate into the VMS unless NPS specifically directs an independent system.
Use cases include secure door control, visitor interaction points, and after-hours communication.
Question 16. As we were unable to visit all associated IDF/wiring closets… Is it assumed that we need to provide new wall mounted (or rollable) racks for each associated wiring closets in this design? And do these need to be lockable?
Answer: Yes — where IDFs lack adequate rack space, contractor shall provide new wall-mounted or floor-standing racks. All racks must be lockable.
Question 17. As we were unable to visit all associated IDF/wiring closets… Is it assumed that we need to provide a new PoE/PoE+ switch for each associated wiring closet in this design? And as a follow on, we need to understand how all NEWLY installed PoE/PoE+ switches will interconnect into the NPS Network? And if there are scenarios where NPS would like us to leverage existing network/PoE+ infrastructure, please provide that detail?
Answer: Contractor shall provide new PoE/PoE+ switches sized for new camera loads. NPS IT will coordinate uplink requirements; contractor shall extend fiber/copper to designated demarcation points.
Existing switches may be reused only with written NPS IT approval.
Question 18. As we were unable to visit all associated IDF/wiring closets… Is it assumed that we need to provide a new UPS for each associated wiring closet in this design? And what holdover time is required for these new UPS systems (30 min, 1 hour, etc.)?
Answer: Yes — one UPS per closet supporting all new devices. Minimum holdover: 30 minutes unless otherwise required by code or NPS IT.
Question 19. Is it assumed that a new wireless bridge connection is required at each Cluster – for network/IP communications between the Clusters??
Answer: Yes — each cluster requires at least one wireless bridge path to provide resilience unless dedicated fiber is already provided.
Question 20. For all existing poles and scenarios where we are providing new poles, will National Park Service be providing power for these locations and if so please confirm those details?
Answer: NPS will supply utility source locations as shown in drawings. Contractor must extend power to each pole unless a solar unit is specifically approved or the pole is shown as solar-powered in the CDs.
Question 21. For the Auburn East Cluster, we notice that there is a significant amount of redundancy with respect to fiber and wireless connectivity – example is that between multiple locations we see both a fiber connection and a wireless connection. We just wanted to confirm that these redundant network connections are required or if you want the contractor to leverage one or the other (since both are valid connectivity options)?
Answer: Yes — both paths are intentionally required. Redundancy provides continuity for life-safety/security systems. Contractor shall install both unless NPS issues written direction to omit one.
Question 22. Will the National Park Service accept a secure FedRAMP approved cloud-managed video surveillance platform with local edge recording as an alternate to the originally designed on-premises VMS/server-based system?
Answer: Yes, only if the system meets DOI OCIO, FedRAMP, FIPS 140-2/3, and NPS security architecture requirements. Final approval must come from DOI IT Security + Contracting.
Question 23. What federal cybersecurity requirements apply to the video surveillance platform for Martin Luther King, Jr. National Historic Park, including FIPS, FedRAMP, NDAA, TAA, DOI, or NPS security standards?
Answer: For DOI/NPS systems, these include:
• FedRAMP Moderate or High (for cloud components)
• FIPS 140-2/3 validated encryption
• NDAA Section 889 (no banned manufacturers)
• TAA compliance • DOI OCIO Security Controls (RMF based on NIST 800-53)
• NPS Security & Privacy Policies (DOI standards).
Question 24. Is outbound cloud connectivity from the park network permitted for video management, user access, firmware updates, system health monitoring, and remote support??
Answer: Not permitted by default. DOI networks restrict outbound traffic except through secure, pre-approved firewall exceptions. This requires ATO review and network engineering approval, not automatic acceptance.
Question 25. 4. Will the National Park Service provide internet connectivity, IP addressing, VLANs, firewall rules, and switch ports required for the proposed camera system?
Answer: Yes, but only through DOI/NPS network teams after security engineering review.
Question 26. 5. Is video required to remain stored locally at the camera/edge device, or is optional cloud video archiving allowed?
Answer: Park normally requires local retention, but hybrid or cloud archive may be allowed if FedRAMP + ATO approved.
Question 27. What is the required video retention period for each camera location or camera type within the park?
Answer: NPS normally uses 30–90 days, but it is site-specific and must be stated in the construction documents or the RFI response.
