About this file

This is a Questions and Answers document for federal solicitation Sol. 140P5126Q0037, addressing contractor inquiries regarding the installation of a security fence and gate at a Department of the Interior facility (TUIN).

The project requires installation of a 20-foot sliding power gate with push-code access control, a 1,400-foot wrought iron security fence, and a 4-foot manual pedestrian walk gate. The fence specification calls for 14-gauge panels with 3 1/8" x 3 1/8" x 8-foot posts (minimum 12-gauge), 18 horizontal rails per panel, and 8-foot height. The gate operator must be a LiftMaster IHSL24UL Industrial Slide Gate Operator with 220V power supply; the contractor is responsible for trenching and installing new electrical lines approximately 20 feet to the nearby power panel. Access control requires an entry and exit standalone keypad pedestal (minimum 200 code entries) hardwired to the gate operator, while the pedestrian gate must feature a keyed mortise cylinder lock. All work includes removal and off-site disposal of the existing chain-link fence and concrete post footings, vegetation clearing (light brush, vines, and small limbs on 60 percent of the fence line), temporary security fencing during construction, and concrete footings for new posts. The evaluation criteria is lowest price technically acceptable, past performance of similar work is required, bonding is mandatory, Davis-Bacon wage determinations do not apply, and site visit attendance is not required for proposal submission.

TUIN - Install Security Fence & Gate

Q&A

1. Electrical Power for Gate Operator: The SOW requires the installation of an 18 ft sliding gate with a power opener. Can the Government confirm if there is an existing, usable electrical power source located at the gate site? If not, is the contractor responsible for trenching and routing new electrical lines, and what is the approximate distance to the nearest power panel?

• The park updated this to 20ft sliding power gate. We discussed this at the site visit. The contractor will have to install new lines going to a nearby electrical box approximately 20ft away.

2. Access Control Hardware: The SOW states the power gate should include an "Option Push Code." Does this require the contractor to supply and install a standalone keypad pedestal (gooseneck stand) for vehicular access, and should this keypad be hardwired to the gate operator?

• Yes, the park would like an entry and exit standalone keypad (minimum 200 code entries) pedestal (gooseneck stand) for vehicular access and the keypad hardwired to gate operator.

3. Demolition and Footings: The SOW requires the removal and off-site disposal of the existing chain-link fence. Does this requirement include the extraction and disposal of the existing concrete post footings? Additionally, will the new 1400 ft rod iron fence follow the exact same alignment/footprint as the existing fence?

• Yes, all disposal of old fence required. The same footprint coverage of current fence besides the automatic gate with push code entry and exit previously stated.

4. Vegetation Removal Scope: The SOW directs the contractor to "Prep the area for the new fence removing vegetation and debris from the site." Can the Government clarify the extent of vegetation removal required (e.g., light brush and vines versus removal of mature trees and root systems)?

• Yes, there is light brush, vines, and small limbs on 60% of the current fence.

5. Pedestrian Gate Lock Specifications: The SOW specifies a "Side Manual Gate for Walking Travel with Lock." Can the Government provide further technical details on the type of lock required (e.g., standard padlock hasp, mechanical keypad lock, or keyed mortise cylinder)?

• This keyed mortise cylinder.

6. New Fence Installation: The SOW calls for 4x4x10 12ga posts for an 8ft tall fence.

Can the Government confirm that the intention is for the posts to be buried 2 feet deep, and that the contractor is responsible for providing the concrete for the new post footings?

• Yes, this correct.

7. Can you elaborate on submission instructions for past performance and provide specific information you would like to be included? The SOL references FAR 15.304 which provides vague instructions and appears to state that past performance is only required for quotes exceeding the SAT.

• Park wants past performance of similar type of work

8. For "technical capability of the item offered", does this mean you only want material information for the technical section? Or will a technical narrative, schedule, key personnel, etc. be expected? The referenced FAR clause 52.212.2 is once again somewhat vague.

• Park wants past technically capable of similar type of work

9. The evaluation criteria states "most advantageous to the government" and "lowest price technically acceptable". Can you clarify which will be used when selecting the awardee?

• Lowest price technically acceptable

10. Does the term “rod iron” fence mean ornamental steel/wrought-iron style security fencing, and are equivalent commercial-grade steel security fence systems acceptable?

• The park requests black iron fence per SOW specs.

11. Is electrical power already available at the proposed sliding gate/operator location, or should contractors include trenching, conduit, and electrical hookup in their pricing?

• Need to include this function for the power gate in proposal.

12. For the 18-ft sliding gate with a power opener and “push code,” should contractors include a keypad/access-control device, receiver, safety devices, and the three remotes as part of the gate operator package?

• Yes

13. Is attendance at the June 4 site visit required to submit a quote?

• No.

14. Does a Davis-Bacon wage determination apply to this project?

• No.

15. Are there are any bonding requirements associated with this opportunity. We reviewed the solicitation documents but found no mention of bid, performance, or payment bonds. Could you please confirm whether bonding will be required?

• Yes, it’s required.

16. Is there power being provided for the operator?

• Power panel with spare is 20 ft close but running the power is contractor responsibility

17. What is the width of the single gate?

• Standard 36in W x 8ft Tall

18. Are all posts required to be 4x4, or just the gate posts? (Installing a 4x4 line post will incure an addtilanl large cost when 2x2 would be just as effective)

• I would like 3 1/8 x 3 1/8 x 8ft posts from ground height.

19. What is the preferred location of the 4ft walk-gate? Based on the terrain, the cantilever gate can only open from left to right. See the attached photo for ref. The 2 white flags indicate what I believe to be the best location for the walk gate placement.

• The park would like the walk-gate on the left side of entering the gate, so the gate will move to the right of entering the gate.

20. Is a temp Security fence required?

• Yes, there needs to be a secure boundary for the property.

21. Is there a scaled drawing, site plan, or survey available to verify fence quantities and perform an accurate takeoff?

• Site visit was held for any measurements needed.

22. Please confirm that the specified 14-gauge fence panels and 12-gauge posts are the required minimum specifications.

• Yes

23. Please provide the required specifications for the 18-foot sliding gate operator, including voltage requirements and whether a specific manufacturer/model is required.

• The gate operator is 20 ft. 220V. Standard operation for 20ft fence operator.

LiftMaster IHSL24UL Industrial Slide Gate Operator Kit electric Gate Opener

24. For the "Option Push Code" requirement, is a standard keypad entry system acceptable, or is a specific access control system required?

• Lift Master

25. Please confirm the required number of horizontal rails for the fence panels.

• 18

26. The Scope of Work identifies the fence and gate material as “rod iron.” Please clarify the intended fence material. Specifically, is the Government requiring: True wrought iron fencing; or Commercial ornamental steel security fencing of equivalent appearance and performance? If ornamental steel fencing is acceptable, please provide any required material specifications, gauge requirements, coating/finish requirements, or approved manufacturers.
