Questions and Answers

Question 1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

Answer: This is a new requirement with no incumbent.

Question 2. How deep are we required to dig when removing sandbags and or pool debris?

Answer: The minimum is 10 feet deep, since the pool is approximately 10 feet deep.

Question 3. SOW states pilings are 10 to 15 deep. At the site visit the NPS PM stated they may be up to 20’ deep. Please clarify.

Answer: The pilings were privately installed a very long time ago, not by the NPS. They are typically installed 10-15' deep in similar ocean front homes. The topography changes frequently on the shoreline and some sand may have accumulated in this location potentially making them deeper than 15'.

Question 4. Please confirm that no imported fill material will be needed to fill in the void from removing the pool and that we will be able to use the surrounding beach sand to accomplish this.

Answer: No imported fill is required. surrounding beach sand will be used to the fill the void.

Question 5. Are any permits required to perform this work. If so, please advise.

Answer: Yes, permits are required. A (CAMA) permit from the NC Division of Coastal Management (DCM) is required.

Question 6. Post Removal Site Restoration. States “The contractor shall screen the sand to ensure all small (6 inches to 10 inches in length/diameter) and medium (10 inches to 40) inches in length/diameter) sized pieces of debris are removed completely.”

Answer: Yes, this is correct.

Question 7. How deep do we need to excavate & screen soils?

Answer: A minimum of 10 feet.

Question 8. Didn’t see evidence of a septic system at the site visit. If one is encountered will there be a modification for the removal of the system? If so, will this be performed during the initial mobilization?

Answer: This question would be addressed if one is encountered. The scope of work for this project does not require removal of a septic system. If one is encountered, it would justify a possible modification. We would discuss the modification if and when it is encountered.

Question 9. Can you provide us a copy of the site visit sign in sheet?

Answer: The sign-in sheet is an internal document specific to this requirement and will not be shared.

Question 10. Will there be an extension to the bid due date to give us time to digest responses to this RFI?

Answer: Yes, an extension will be through June 5, 2025, 1:00pm EST.

Answer: Only the area where the pilings, pool and sandbags are located - its approximately 3500 square feet.

Question 12. Since we are on a beach, will we stop excavating if we encounter water in the excavation?

Answer: No, we will not stop if we encounter water. The sandbags are already currently in the water and the pool is 10 feet deep and certainly in ground water which can be as shallow as 2 feet deep.
