About this file

This is Amendment 0002 to solicitation 140P5125Q0003, which provides questions and answers related to hazardous tree and limb removal at Kennesaw Mountain National Battlefield Park (KEMO). Key clarifications include: the requirement is for removing 79 trees (not 115 as counted during site visit); pricing should use Attachment 0007 which has two tabs - one for total price and one for individual tree size breakdown; tree debris can be dispersed on site away from trails; matting is required only where ground is soft/unstable; trees will be marked for removal; and the park prefers all trees to be removed within a 1-3 week period to minimize mobilization costs.

The amendment includes a map showing the Northern Trail Section of KEMO and addresses operational details: contractors can leave equipment onsite (at their own risk), no overnight camping is allowed, trail closure times over 1 hour can be coordinated with the COR, no specific crew size is required, and all costs (labor, equipment, travel, overhead, profit) should be included in the per-tree pricing. The work is set aside for small businesses, though large businesses can submit quotes that won't be considered. The period of performance is February 17, 2025 to December 17, 2025, with partial payments allowed for completed and approved work.

Hazardous Tree and Limb Removal

KEMO

Solicitation # 140P5125Q0003

Questions and Answers

Question 1. Solicitation Amendment: Can the solicitation be amended to reflect specific details regarding:

The exact trees and locations to be removed.

The scope and type of work associated with each requested quotation (e.g., debris removal, chipping, and traffic control).

Any changes discussed during the site visit that differ from the original solicitation requirements.

Answer: Please see attachment with map of location of hazardous trees. See 4.0 (Price bid sheet) on SOW). No Changes.

Question 2. Clarification of Requirements:

Can you confirm how the five different quotations should be presented and if any additional documentation is required to support them?

Will there be an updated site visit summary or government-provided map marking the trees?

Answer: There is only one quote being requested in response to this solicitation, which shall consist of the following per the terms of the solicitation:

All offerors shall submit the following:

1. One (1) copy of company’s capability statement with technical approach for completing the requirement

2. Completed copies of the past performance questionnaire

3. One (1) completed and signed copy of the attached pricing schedule (Attachment 0003), use revised price schedule as attachment 0007.

There will be no map provided with marked trees, but the identified hazardous trees will be marked when the contract has been awarded. The appointed COR will be available to assist the awarded contractor with questions, or any assistant needed when on site.

Question 3. Revised Timeline: Given the potential need for revisions to the solicitation, will the proposal submission deadline be extended to allow bidders to review the changes and provide an accurate response?

Answer: No, an extensions will not be offered for the submission of quotes for this solicitation.

Question 4. Are there any Geo referenced maps or shape files available for this project?

Answer: No.

Question 5. Questionnaire it is stated that you want three past performances, because I have two past performances that I executed with the government, is it mandatory to have three?

Answer: No, it’s not mandatory.

Question 6. I recently went to the site visit and counted 115 trees that need to be removed instead of 79. I just wanted to know if you wanted the proposal to be based off of 79 trees as stated or the 115 that was counted?

Answer: Quotes shall be based only on the seventy-nine (79) trees identified in the statement of work and price schedule.

Question 7. Does the “Notice of Total Small Business Set-Aside or the Utilization of Small Business Concerns” disqualify a national tree care entity from participating in this project?

Answer: No, it does not disqualify a national tree care entity from participating, but only quotes received from a small business entity shall be reviewed for responsiveness and award consideration.

Question 8. I am looking to make a bid on this solicitation, but I have a little confusion on the pricing. I know it states using the amendment 003 Price Sheet, but the quantity is 1. Does that 1 represent all 79 trees that need to be serviced? If so, how does that look for invoicing? Due to the 10-12 month timeline if we do services in Feb or March will it be Net 30 for those services or only invoiced once completed?

Answer: Please ensure you review the solicitation and all amendments. All pricing should be affixed to attachment 0007, page one has the total price and tab 2 has a break down per tree size. Yes, if successful work has been completed and approved by the park, invoicing can be submitted for partial payment.

Question 9. In the statement of work the description says 16” to 30” trees, but on the quotation sheet in the supplies/services section it says 10” to 37+”. Which is correct?

Answer: Below is an insert from the statement of work that list the sizes of trees. There are four types of trees listed with a service description for each type. The price sheet is the same as the bid list in the statement of work.

4.0 Bid List

Provide price unit price for each service described and size provided.

Tree Size Unit Price 10-to-15-inch DBH 16-to-24-inch DBH 25-to-30-inch DBH 31-to-36-inch DBH 37+ inch DBH

Question 10. There is no specification on the type or size of the 79 trees to calculate the total of the bid. How would we calculate the total for attachment 0003 without this information?

Answer: The price sheet (Attachment 0007 – Revised Price Schedule) has two (2) tabs, tab 2 list the total number of trees (79) broken down by size that require pricing.

Question 11. We are unclear as to the tree removal/trimming will the debris from removals and trimming be required to be removed from the property or will it be a cut and disperse?

This was unclear at the pre-bed meeting.

Answer: Tree removal/trimming can be dispersed on site away from the trail.

Question 12. Is matting required if you are using low ground pressure equipment on tracks or just if you are using wheeled equipment?

Answer: Matting is required if there is going to be significant ground disturbance.

Question 13. When matting is it required at all times from the beginning of the trails to the exit or just in areas that are soft, or ground is unstable?

Answer: Matting is required where the ground is soft or unstable.

Question 14. Will trees be marked for removal as well as any artifacts will they be staked and pointed out so we can avoid any issues?

Answer: Trees will be marked for removal, If artifacts are found during tree removal, It should be reported immediately to the COR.

Question 15. If required to haul out logs and stumps from the trails are there staging areas for logs that can be used so we can pick up a load all at once.

Answer: Yes.

Question 16. Will all 79 trees be marked to be taken down in a specific amount of time or will this be 1 and 2 trees at a time over the course of the year?

Answer: The park would like for all the marked trees to be removed as soon as possible Most cost effective would be all trees marked and able to be scheduled in a 1-3 week period of time.

Saves on mobilization and demobilization.

Question 17. Will the contractor be able to leave equipment staged onsite or have to be removed each night?

Answer: Contractor is allowed to leave equipment on site with no responsibility on the park.

Question 18. Will the contractor be able to stay on property in campers if they have them? If so cost?

Answer: No overnight camping is allowed at the park.

Question 19. The time window of 1 hour is a little short on keeping a path closed will there be any leeway on this tree removal is not a quick process if you are being safe if you want it fast errors can occur to fit within time constraints.

Answer: COR will work with contractor if trail is required to be closed longer than 1 hour.

Question 20. If removal of material is required from site is the tipping fees a pass through expense? We turn in invoices for dumping and reimbursement is based on what was paid only.

Answer: All pricing should be affixed to attachment 0007, page one has the total price and tab 2 has a break down per tree size. All cost includes labor, equipment, travel, overhead, and profit per tree.

Question 21. Do you require a certain amount of people on a crew?

Answer: No.

Question 22. There are (2) Price lists will you combine all price lists to be on one page form or do you want to keep it in several pages in the bid packet?

Answer: All pricing should be affixed to attachment 0007, page one has the total price and tab 2 has a break down per tree size. All cost includes labor, equipment, travel, overhead, and profit per tree.
